🚨 BIG NEWS: The U.S. EMS Compact just grew to 28 states.

Connecticut, Arizona, and Alaska have each enacted the Recognition of EMS Personnel Licensure Interstate Compact (REPLICA), joining the 25 states already participating in the nation's EMS workforce mobility network.

βœ… Connecticut (26th) β€” signed by Governor Lamont, with a forward-thinking regional activation strategy designed to bring New England into the Compact network.
βœ… Arizona (27th) β€” signed by Governor Hobbs on May 22; actively completing implementation and next in line to go fully operational.
βœ… Alaska (28th) β€” passed the legislature with a 39-0 House concurrence vote; effective January 1, 2027.

With 28 states and more than 450,000 EMS clinicians, the Compact continues to grow. The EMS Compact reduces licensing barriers, strengthens disaster response, and supports military families across the country.

New federal funding now available for EMT training.

For the first time, Federal Pell Grants will help cover the cost of short-term EMT training programs at accredited colleges and universities. The Workforce Pell Grant program, announced by the U.S. Department of Education, takes effect this summer.

Here's what you should know:
βœ… Pell Grants do NOT have to be repaid. They are grants, not loans.
βœ… EMT training programs of 8 to 15 weeks at accredited institutions can qualify.
βœ… Students apply using the FAFSA at studentaid.gov.
βœ… Career-changers with bachelor's degrees can now qualify. If you have been thinking about a second career in EMS, this opens the door.
βœ… Each state's Governor must approve eligible programs before students can receive funding.

This is a meaningful new pathway for the next generation of EMS clinicians, and a chance for career-changers, veterans, and others who feel called to serve to enter the profession without taking on debt.

If you are considering EMT training, or you know someone who is, talk to an accredited community college in your state and ask whether they plan to participate in the Workforce Pell program.

It's EMS Week 2026, and the Commission has something new to share!

For the first time, every clinician with a validated record in the National EMS Coordinated Database is being recognized individually, by name, by license level, and by state. More than 400,000 personalized Certificates of Recognition are going out this week.

A new analysis released with the campaign confirms something the Commission has never been able to confirm before: residents of all 50 states, the District of Columbia, Puerto Rico, and U.S. military overseas addresses now hold an active United States EMS Compact Privilege to Practice. The Compact's operational reach is national.

To every EMT, AEMT, and paramedic carrying a Privilege to Practice: thank you. Your professionalism is what makes this system work.

To the state legislatures, EMS authorities, and Commissioners who built the Compact and continue to support it: this is your achievement as well.

The State of Delaware has completed full integration of its EMS licensure data into the National EMS Coordinated Database (NEMSCD).

With the addition of paramedic licensure data, joining previously integrated EMT data, every licensed Paramedic in Delaware now holds a valid Privilege to Practice across all 25 EMS Compact member states.

Delaware faced a more complex integration challenge than most states. Its EMTs and paramedics are licensed and regulated by different state authorities, which required close coordination across multiple agencies to bring both populations into the NEMSCD. Delaware delivered.

With Delaware now fully connected, the NEMSCD contains verified licensure data for more than 450,000 EMS clinicians across 25 states. That is real-time, de-duplicated workforce visibility, available nowhere else in the country, supporting public protection, disaster response planning, and national medical surge readiness.

Congratulations to the Delaware Office of Emergency Medical Services, the Division of Public Health, the Delaware Board of Medical Licensure and Discipline, and the State Fire Prevention Commission for completing this milestone.

EMS Compact: May Executive Committee Meeting Public Notice -

This is the public notice for the May 2026 Executive Committee meeting, and we are pleased to provide you a recap of the Q2 2026 Full Commission Meeting held in person on April 28, 2026, in Kansas City, Missouri.

At its 2026 Annual Meeting in Kansas City, the Interstate Commission for EMS Personnel Practice adopted resolutions formally recognizing two national observances of the EMS profession.

Resolution 2026-01 recognizes May 17 through 23, 2026, as Emergency Medical Services Week, the fifty-second anniversary of the observance. The resolution affirms that EMS is a vital public service and recognizes the full breadth of the EMS workforce: first responders, EMTs, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, prehospital and emergency nurses, emergency physicians, and trained members of the public. The resolution also recognizes State EMS Offices as the lead executive branch agencies responsible for the licensure of EMS personnel and the administration of state EMS systems.

Resolution 2026-02 recognizes May 20, 2026, as Emergency Medical Services for Children Day. Thirty-five million children receive emergency medical care each year due to illness or injury, and the medical needs of children differ materially from those of adults. The resolution affirms the work of the EMS for Children Program in helping states and communities prepare for pediatric emergencies and reduce child and youth disability and death from severe illness or injury.

"EMS Week and EMS for Children Day are moments for the entire profession to take stock of what its clinicians do every day, often without recognition. The Commission was created to protect the public by enabling those clinicians to serve across state lines, and these resolutions reaffirm that mission."
Kraig Kinney, Chair, Interstate Commission for EMS Personnel Practice

The Commission administers the U.S. EMS Compact across 25 member states and more than 450,000 licensed EMS clinicians. The 2026 Annual Meeting was held in conjunction with the NASEMSO Annual Meeting at the InterContinental Kansas City at the Plaza.
