Breakdown of Hon. Jack Hurley's ruling STRIKING DOWN Virginia's Gerrymandering scheme:
- Court grants full final judgment to the Republican National Committee and plaintiffs on every claim in the lawsuit.
- HJR 6007 is declared void from the beginning. It was never legally valid.
- The General Assembly’s 2026 vote on the amendment is ruled ineffective and doesn’t count.
- HB 1384 (the ballot bill) is unconstitutional for misleading voters, bad timing, multiple subjects, and overstepping legislative power.
- All votes from the April 21, 2026 special election are officially ineffective (they don’t count).
- Permanent injunction blocks the state from certifying the election results or implementing any new congressional districts.
- Current congressional districts (and Congressmen Cline & Griffith) stay in place (no changes allowed).
- All defense motions denied; the ruling stands with no bond required for appeal
