Sara Gullion Muncie City Council

Sara Gullion Muncie City Council Sara Gullion, Muncie City Councilperson, District 4. Let's expect more for the people of Muncie. Together. Sara is stepping up to make sure that happens.

Sara is a long-time Muncie resident who decided that because she expects more for Muncie, she must expect more from herself. She knew it was time to take her concerns from the sidelines to a seat on the City Council. Those who call Muncie home should be at the center of all decision making. Let’s all expect more.

City council members just received these Finance Committee agendas this morning at 8:16 a.m. from our clerk. It’s the first we’ve been told which departments will be covered at each meeting.

Finance Chair Basham will not allow any questions from the floor at any of these meetings. Council members who are not on the committee must send any questions via email to the committee members.

If you do have any questions for the committee, feel free to email me ([email protected]) and I’ll be sure to include it.

There’s been a lot of justified outrage regarding the ordinance requiring In God We Trust on all MPD and MFD vehicles. I voted against its introduction last night and plan to do so again next month when it’s up for adoption. Everyone who spoke on the ordinance was against it. Our citizens understand Muncie struggles to pay for what we need, let alone what we don’t. The speakers also spoke against exclusion of their fellow citizens’ beliefs. I’m as disappointed as anyone that my Republican Council colleagues voted against the public’s interests.

However, in all the emotion and chaos of the night, many constituents may have missed an even bigger miscarriage of trust by the Republicans.

Resolution 13-26 called for an investigation by the Council into the circumstances surrounding Jeff Howe’s appointment as MRC director and then as Deputy Mayor. It appears that the original MRC contract was never brought to the Board of Works for approval, nor was a subsequent addendum to the contract. In addition, there are discrepancies with the dates of the second addendum when Howe was named Deputy Mayor while Mayor Ridenour was on sick leave. When an addendum was finally brought to the Board of Works, the meeting was not recorded as required by law. The addendums extended Howe’s contract and increased his salary.

All of these issues, and other related facts, should have been publicly addressed. This resolution would have allowed for that. But once again, the Republicans on City Council voted against transparency and accountability to the public in order to appease the administration.

Unfortunately, it’s easy to understand why people distrust government and those of us who are elected.

The Muncie Sanitary District will begin lane restrictions at the intersection of Tillotson and Riverside beginning Tuesday (9/8/26) morning and lasting all week (yellow area on the map). We will also close Riverside (red area) on Wednesday and Thursday with hopes to have it back reopened on Friday morning. This construction is for stormwater repairs prior to the paving of Tillotson.
