Jill Harrington, District Clerk wants to inform the citizens of Bowie County that Official Jury Summons have been mailed. If you receive one from her office, please read it thoroughly. The location has changed due to COVID-19 and social distancing. A COVID-19 Jury Trial Operating Plan has been approved by the Texas Supreme Court and is posted on our website. The Texas Department of Public Safety Driver License Offices in the North and East Texas regions are scheduled to open, with limited services, on Wednesday June 3, 2020.

Services will be handled by appointment only, which can be made by going to www.dps.texas.gov and then clicking on the link at the top of the web page for the appointment. There will be information regarding the services provided, the screening protocols that will be in place at DL offices, the specific cities where offices are opening, and finally making the appointment. Citizens can begin making appointments on Friday, May 29, 2020, at 1:00 p.m.

Bowie County Government Offices to Limit Public Interface for Services Offered by the County

Bowie County officials have revised the way some of their offices offer services to help stop the spread of COVID-19, though essential services will continue without interruption.
Bowie County is encouraging people to conduct their county business online, at www.co.bowie.tx.us, whenever they can. Most court fees and fines can be paid online, as well as property taxes and auto registration. The majority of public documents can also be obtained and paid for online. Bowie County is also encouraging people to call ahead with any business matters with the County to see if their business can be conducted online before going to a county building.

JURY DUTY
Bowie County has suspended jury duty until April 1, 2020, subject to further recommendations from the State of Texas.
COURTS
All non-essential court cases have been suspended until April 1, 2020. For additional information you can call the District Clerk at (903)628-6751 or visit http://www.co.bowie.tx.us/page/bowie.District.Clerk.
Specific questions about judicial proceedings should be directed to each Court where a case is pending.

TAX ASSESSOR-COLLECTOR OFFICE
The lobby will be closed at both the Texarkana and New Boston locations. Services will be accessible through the drive thru window located at 601 Main in Texarkana. Renewal services are also accessible online at www.txdmv.gov/renew.

COUNTY CLERK
The County Clerk is encouraging all members of the public to access records on-line. Most records obtained from the County Clerk’s Office can be ordered and paid for online. To obtain certified copies of documents or marriage licenses, the public is requested to call the County Clerk’s Office at (903)628-6740 and make an appointment, email the County Clerk at [email protected] or visit http://www.co.bowie.tx.us/page/bowie.County.Clerk.

ADULT PROBATION
Adults on probation in Bowie County are requested to call (903)798-3052, (903)628-6800 or reach out to their probation officer.

FINES AND COLLECTIONS
The physical office of Fines and Collections is closed to the public, but they will be conducting business via telephone at this time. Most payments can be made on-line. For questions you can call Probation, the specific Court or (903)628-6803.

VETERAN SERVICES OFFICE
The Bowie County Veteran Services Office located at 710 James Bowie Dr., is asking people who need their help to call their office at (903)628-6816 or email [email protected]. Their offices are closed to walk-ins at this time.

ELECTIONS OFFICE
The Elections Office located at 710 James Bowie Dr., is closing its office to the public. Those who are wishing to register to vote for an upcoming election can do so online: http://www.co.bowie.tx.us/page/bowie.Elections. For questions or to schedule an appointment, call the Elections office at (903)628-6810.

LAW LIBRARY
Until further notice, the Law Library is closed to the public. Those needing help obtaining materials located in the law library should call (903)628-6793 to request assistance. Limited appointments may be available, if necessary.

SHERIFF’S OFFICE
The Sheriff’s Office located at 710 James Bowie Dr., is closing its office to the public at this time but will be conducting business via telephone at (903)628-6815 and via email at [email protected].

Bowie County would like our residents to know that we take their health seriously. With the help of local and state officials, Bowie County is monitoring the latest news about the COVID-19 (Coronavirus) and have been in close contact with representatives from our County and both sides of the state line, health care providers, local first responders and education entities. The purpose of this message is to highlight prevention measures and to provide more sources of information. Following is some information to help protect you:
1. Practice excellent personal hygiene habits, including hand washing, coughing into tissue or elbow, avoid touching eyes, nose, or mouth. Regularly clean “high-touch” surfaces like doorknobs, light switches, table tops, etc.
2. Stay away from people who are ill, especially if you are 60 and older or have underlying health conditions such as diabetes, heart disease, lung disease, or a weakened immune system.
3. Avoid mass gatherings
4. Stay home when sick. Work from home if possible especially if you are sick or others may be sick at your workplace. If you think you’ve been exposed, protect your family, neighbors and others and self-isolate.
5. Do not go to the emergency room unless essential. Emergency rooms need to be able to serve those with the most critical needs. If you have symptoms like cough, fever, or other respiratory problems, contact your regular doctor first. If you think you have the corona virus, contact your doctor on the phone prior to arrival at the doctor’s office.

Some people may have the corona virus for only a day or two, completely recover and never even know what it was. While this is a serious issue, don’t become fearful. Please use the guidelines above and treat this as if you’re avoiding the flu. Even if you have some of the identified symptoms (fever, cough, shortness of breath) but have no known exposure (like travel to China or contact with an infected person) you are likely not a candidate even to be tested.
Bowie County and cooperating agencies will continue to closely monitor this issue. If an outbreak occurs we will respond as necessary to protect our residents. Right now, we are asking everyone to use good judgement and help us prevent this from occurring.

Early Voting Location change and Precinct 5C Election Day Location Change

New Boston, TX January 27, 2020: The Election Primary season is upon us and this always brings the question of where do we vote. Two important voting locations have changed for this primary.

First, in Bowie County there are always two locations for Early Voting in Person, New Boston and Texarkana. The Texarkana location has changed. The location has moved from the Bi-State Building to the Southwest Center at 3222 W. 7th Street, Texarkana, TX. This change will allow voters easier access for parking, easier ADA access, and more privacy during their voting experience.

Early voting by appearance will be conducted daily between the hours of 8 a.m. and 5 p.m. beginning Monday February 18, 2020 and ending Friday February 28, 2020. (There will be NO weekend voting for the March 3, 2020 Primary.) Early voting locations are:

Secondly, for those voters that vote in Precinct 5C (parts of Pleasant Grove) their voting location has changed from Pleasant Grove High School, to Richmond Road Baptist Church 5805 Richmond Road, Texarkana, TX. This change was necessitated because of traffic issues on McKnight Road and traffic safety issues at the school.

Election day is March 3, 2020 with voting hours from 7 a.m. to 7 p.m. New voter registration cards were mailed to all registered voter in Mid-December, 2019, so voters are encouraged to look at their card for their voting precinct. If they are still unsure as to where to vote, they may go to: http://www.co.bowie.tx.us/page/bowie.Elections. This site has sample ballots, voting precinct, polling locations, and additional useful information.

Voting is a right and all voters are encouraged to exercise that right during this election.
