Lasting Impacts

An improper Census headcount could have significant impacts on the U.S. politically and economically over the next decade. Population counts from the Census are used to determine how many seats each state has in the U.S. House of Representatives, and the data is also used to determine the level of federal funding that is sent to local communities.
Data collection in the field must finish by Sept. 30 , and an official count must be confirmed by Dec. 31.

August 30th, 2020 – Imagine waiting years on a transplant list for the organ that could save your life knowing that for most – that lifesaving gift never comes. Then one day, the phone call that changes everything – the liver you’ve been waiting and praying for is available.

That’s the story of one Ark-La-Tex patient this weekend. However, what should have been a happy moment turned uncertain for surgeons as LifeShare was unable to provide the blood needed for the surgery. Fortunately, surgeons were able to go ahead with the operation, as LifeShare worked to relocate blood products.

“Hospitals are being forced to make tough decisions right now that could impact the outcome for their patients,” said LifeShare Regional Director Elizabeth Cunningham. “Since Thursday, LifeShare has collected 393 units of red blood cells. That’s 26% of the blood LifeShare needs to support the transplants, traumas, and other treatments requiring a blood transfusion at our local hospitals.”

For more than a week, LifeShare has been reaching out to other blood centers for help, but because of the nationwide blood shortage, only a few blood centers were able to provide minimal assistance.

LifeShare is operating on extended hours at all of its donor centers. All donor centers will be open this week Monday-Friday from 8am-6pm and on Saturday from 8am-3pm. Several mobile drives will also be operating. All mobile locations can be found at LifeShare.org or on the LifeShare app. The donor center in Lake Charles remains closed as the facility is still without water and electricity.

This appeal is going out to everyone, but LifeShare is trying to focus on young donors. “This is a time of year when we would typically be in our high schools and colleges. Because of COVID-19, many of these blood drives are canceled or are yielding far fewer donors than usual. Most people don’t recognize that nearly one-quarter of the blood supply comes from teenagers. Young people are the backbone of the local blood supply,” says Cunningham. LifeShare is asking young people to please donate blood. Also, if you’re a parent, coach, teacher, or other influencer, please get the word out about this critical need.

Businesses and churches that want to help are urged to call LifeShare and schedule a blood drive. LifeShare has been taking extra safety precautions since the outbreak of COVID-19. Thus far, there are no reports of a LifeShare team member or LifeShare donor contracting the virus from interacting with each other during the donation process. Donating blood is as safe as it ever has been.

LifeShare doesn’t use the word “emergency” very often. The last emergency appeal was issued more than 15 months ago.

Texarkana, TX vs Texarkana, AR Battle of the Border Friendly Census Challenge

On Tuesday, July 28, Texarkana Mayor, Bob Bruggeman and Texarkana, Arkansas Mayor, Allen Brown met at the state line in front of the Federal courthouse to announce a friendly challenge to see which part of the twin city will get the higher percentage of participation in the 2020 Census over the next month. Both Mayors will have a team that consists of members from the joint census committee. Not only will the winner own bragging rights, but will also enjoy watching the losing Mayor wear the winning state’s apparel for one week following the announcement of the winner.

The Texas Department of Public Safety Driver License Offices in the North and East Texas regions are scheduled to open, with limited services, on Wednesday June 3, 2020.

Services will be handled by appointment only, which can be made by going to www.dps.texas.gov and then clicking on the link at the top of the web page for the appointment. There will be information regarding the services provided, the screening protocols that will be in place at DL offices, the specific cities where offices are opening, and finally making the appointment. Citizens can begin making appointments on Friday, May 29, 2020, at 1:00 p.m.

Bowie County Government Offices to Limit Public Interface for Services Offered by the County

Bowie County officials have revised the way some of their offices offer services to help stop the spread of COVID-19, though essential services will continue without interruption.
Bowie County is encouraging people to conduct their county business online, at www.co.bowie.tx.us, whenever they can. Most court fees and fines can be paid online, as well as property taxes and auto registration. The majority of public documents can also be obtained and paid for online. Bowie County is also encouraging people to call ahead with any business matters with the County to see if their business can be conducted online before going to a county building.

JURY DUTY
Bowie County has suspended jury duty until April 1, 2020, subject to further recommendations from the State of Texas.
COURTS
All non-essential court cases have been suspended until April 1, 2020. For additional information you can call the District Clerk at (903)628-6751 or visit http://www.co.bowie.tx.us/page/bowie.District.Clerk.
Specific questions about judicial proceedings should be directed to each Court where a case is pending.

The County Clerk is encouraging all members of the public to access records on-line. Most records obtained from the County Clerk’s Office can be ordered and paid for online. ADULT PROBATION
Adults on probation in Bowie County are requested to call (903)798-3052, (903)628-6800 or reach out to their probation officer.

FINES AND COLLECTIONS
The physical office of Fines and Collections is closed to the public, but they will be conducting business via telephone at this time. Most payments can be made on-line. For questions you can call Probation, the specific Court or (903)628-6803.

VETERAN SERVICES OFFICE
The Bowie County Veteran Services Office located at 710 James Bowie Dr., is asking people who need their help to call their office at (903)628-6816 or email [email protected]. Their offices are closed to walk-ins at this time.

ELECTIONS OFFICE
The Elections Office located at 710 James Bowie Dr., is closing its office to the public. Those who are wishing to register to vote for an upcoming election can do so online: http://www.co.bowie.tx.us/page/bowie.Elections. LAW LIBRARY

Bowie County would like our residents to know that we take their health seriously. With the help of local and state officials, Bowie County is monitoring the latest news about the COVID-19 (Coronavirus) and have been in close contact with representatives from our County and both sides of the state line, health care providers, local first responders and education entities. The purpose of this message is to highlight prevention measures and to provide more sources of information. Following is some information to help protect you:
1. Practice excellent personal hygiene habits, including hand washing, coughing into tissue or elbow, avoid touching eyes, nose, or mouth. Regularly clean “high-touch” surfaces like doorknobs, light switches, table tops, etc.
2. Stay away from people who are ill, especially if you are 60 and older or have underlying health conditions such as diabetes, heart disease, lung disease, or a weakened immune system.
3. Avoid mass gatherings
4. Stay home when sick. Work from home if possible especially if you are sick or others may be sick at your workplace. If you think you’ve been exposed, protect your family, neighbors and others and self-isolate.
5. Do not go to the emergency room unless essential. Emergency rooms need to be able to serve those with the most critical needs. If you have symptoms like cough, fever, or other respiratory problems, contact your regular doctor first. If you think you have the corona virus, contact your doctor on the phone prior to arrival at the doctor’s office.

Some people may have the corona virus for only a day or two, completely recover and never even know what it was. While this is a serious issue, don’t become fearful. Please use the guidelines above and treat this as if you’re avoiding the flu. Even if you have some of the identified symptoms (fever, cough, shortness of breath) but have no known exposure (like travel to China or contact with an infected person) you are likely not a candidate even to be tested.
Bowie County and cooperating agencies will continue to closely monitor this issue. If an outbreak occurs we will respond as necessary to protect our residents. Right now, we are asking everyone to use good judgement and help us prevent this from occurring.
