Delegate Sheedy is at the Capital getting ready for the upcoming session. During the past month he has been active at Both the Wetzel and Marshall County Commission meetings. City Council meetings, VFD county association meetings, Senior Citizen meetings and DOH meetings. He is sharing a statement from the House Speaker, the Honorable Roger Hanshaw below.
The Economy is the Boulder
One of my clients is an excavation contractor. He told me a couple of years ago his business was robust because of a steady supply of what he characterized as “boulders, rocks and pebbles.”
When I smiled, he explained how the big, complex, well-paying jobs were the boulders. They made up the baseline of the business, and by doing them, he was able to pay employees, provide their healthcare benefits and take on other projects while investing in better equipment and more supplies. Then, he explained the rocks: the somewhat smaller, but still very important, jobs that consistently produced a reliable profit. Finally, he explained how the pebbles were the other projects his company did solely because they were important – not necessarily to the bottom line, but maybe impactful to the community, or meaningful for the owner and still critical to the world. He explained how all the work his company did was important in some way, but none of it was possible without the boulders anchoring it.
In a few days, the West Virginia Legislature will convene for the 60-day regular session, and it will be crucial to focus first on the boulders, because the boulders allow us to do everything else. Where the Legislature is concerned, those boulders are the economy. Creating a vibrant and thriving economy also is the first step necessary for conservatives committed to advancing a conservative agenda and furthering conservative principles. The conservative platform is clear and has been for decades: policies promoting lower taxes, higher educational attainment, less need for social welfare programs, decreased demand for abortion, lower rates of substance abuse and reduced crime. The research has been done, and the data are clear: Every conservative policy goal is easier to achieve when men and women are financially secure and capable of making their own choices about what is best for themselves and their families.
By standing together with the state economy as our boulder, we can more easily build with every rock conservatives want to add. A thriving economy that provides full employment is the largest boulder of them all. Every single conservative goal is more easily achievable in an environment where West Virginians have the economic security to make the decisions best for themselves and their families. The correlations between unemployment and rates of abortion, prevalence of substance abuse, educational attainment and even domestic violence all are strong; as employment increases, each of these circumstances improves. By focusing first on creating a thriving economy in West Virginia, we can improve in every social metric by which we hope to measure progress.
However, if we focus only on the rocks, we leave no room for the boulders, and that is a mistake we must not make. It is critical we prioritize the things that will grow West Virginia’s economy to provide suitable and lasting employment opportunities for our people. Putting West Virginians to work in well-paying jobs will enable us to tackle a host of other societal challenges, as long as we first stand on the boulder.
House Speaker Roger Hanshaw, R-Clay, has served in the West Virginia House of Delegates since 2014. He is a practicing attorney with a Ph. D. in chemistry from the University of Notre Dame, a certified professional parliamentarian and a certified magistrate court mediator. He also serves on the West Virginia Farm Bureau Board of Directors.
This session is reserved to promote jobs and business like never before in West Virginia. The groundwork has been laid now the real work begins. Strengthening our economy and creating prosperity for the residents.

A 2024 Nature study projecting a 62% decline in global economic output by 2100 under high emissions was retracted after peer criticism revealed skewed data.
The skew stemmed primarily from anomalous economic data in Uzbekistan (1995–1999); removing it reduced the projected 2100 damage to 23%. Truth comment: If removing five years of data from an economically small country could change the outcome so much. One must wonder what other major mistakes and biases are involved in this “study.”
Outside researchers published critiques in Nature in August, highlighting greater uncertainty and methodological issues in the original work.
The study had been widely cited by the U.S. Congressional Budget Office, World Bank, and NGFS central bank coalition for climate risk modeling.
Authors say the retraction does not undermine the broader scientific consensus on negative economic impacts from climate change. Truth comment: These studies never take into the account that we are making economic progress virtually everywhere. Crop harvests and yields are up. People are living longer and are better fed.
More reliable affordable energy increases prosperity. Without it, there is no prosperity. Yet, these climate danger reports never project the present trends or look at any benefits that fossil fuels provide the world. They supply us with 83% of our energy. Even after spending 10 trillion dollars on “green” stuff.

These WV democrats are the reason your electric bills are so high and keep rising. Renewable electric power cannot replace the base load generation of coal and natural gas can freeze in low temperatures. Pushing the "War on Coal" started by the Obama administration they are on record as having habitually voted against coal. Delegate Sheedy forced a vote against coal during the 2024 regular session by democrats in an Energy Committee hearing. This took place in front of The UMWA representative, and the Coal Association president and every democrat voted against coal. Showing their commitment to the national democrat strategy to undermine national security, cause unnecessary rate hikes to you, the consumer and risks to the grid stability. Brown outs and black outs such as experienced by Texas a few short years ago and the more recent cold snap experienced in our own region magnify the importance of coal fired generation to maintain grid stability. Their rhetoric of "Global Warming" is being replaced by the more recent science of an impending "Ice Age". Not to mention, increasing electric bills forced on the elderly and poor with mandated rate payer funded wind and solar by government. All the while China, India, and many more countries are building coal fired electric generation without the U.S. mandated scrubbers and environmental mandates placed on utilities here.

As has recently been revealed many "West Virginia Democrats" are in line with the national party and are continuing their fight against coal and fossil fuels (natural gas). Please take note of their recent comments and serve them their due come next November. Not only are they hurting their local areas with job losses but the state revenues not to mention the harm done to our national security, and the rising energy costs for you the consumer.
1 Foreign elites and the Chinese Communist Party fund U.S. climate activist groups to restrict domestic hydrocarbon production and promote green policies that benefit adversaries.
2 Nearly $2 billion from foreign charities has flowed to American nonprofits pushing for fossil fuel limits, green subsidies, and UN climate agreements. Truth comment: We should do what El Salvador has done. They tax foreign entity contributions to NGOs at 30%. This would help discourage these donations, and it would also shed light on the practice of foreign entities manipulating our public.
3 Specific funders include UK, Danish, and Swiss foundations donating hundreds of millions to groups like NRDC, Rocky Mountain Institute, and ClimateWorks. Truth comment: We believe that China is clever at hiding the money they contribute to these “green” causes that drive up our energy prices and harm reliability.
4 China-linked Energy Foundation supports lawsuits against oil companies and mandates for wind/solar that dominate Chinese manufacturing markets.
5 The goal is to undermine U.S. energy independence, enrich foreign green-tech sectors, and advance globalist control, requiring Congress to close funding loopholes.
