Emma Evans is a rising 2L at Tulane Law School. She is also pursuing her Master of Public Health in health policy at the SPHTM. Emma is passionate about using the intersection of health and the environment to address health disparities. Outside of work and school, she enjoys going for walks and playing guitar!

She graduated with a degree in Political Science from the University of California, Santa Barbara in 2022, and spent the next three years working as a litigation paralegal at Paul, Weiss, Rifkind, Wharton & Garrison LLP in San Francisco. Last week, we had to say goodbye to Katie as her legal fellowship at the Institute wrapped up. We sure are glad she took a chance on our shop and moved cross country from Portland, Oregon, to New Orleans two years ago! Katie brought a tremendous wealth of knowledge and perspective on the intersection of agriculture, water regulation, and public health.

Katie will be continuing to do wonderful work in her new role with the NAACP’s Environmental & Climate Justice team!

Makayla Harrington is an undergraduate research assistant from Oakland, California. She’s a rising third year at Tulane majoring in political science with a psychology minor. Her passions? Coral restoration and scuba diving! Makayla is particularly interested in fighting for cleaner and more sustainable oceans through environmental policy. TU Water goes worldwide! This week, Senior Research Fellow Matt attended the World Water Congress in Oslo, Norway. The event, put on by the International Association for Water Law (or AIDA), focused on how the world understands key water resource challenges in times of climate change and biodiversity loss—and what solutions water law and governance can offer.

Matt presented on the preliminary research results of his forthcoming article with recent Tulane LLM graduate Maria Victoria Montesinos Segura, titled “Shared Waters, Shared Rules: Regional Approaches to Cooperative Management of Transboundary Basins in Latin America and the Caribbean.”

Claire Meder is a rising 2L at Tulane Law and a local to New Orleans. She studied at the University of Miami where she majored in marine biology and environmental science and had a minor in film, and hopes to continue her environmental interests by pursuing environmental law. She is a member of the Environmental and Energy Law Society at Tulane Law and assisted the 2026 Tulane Environmental Law Summit as an events deputy.

Outside of law, Claire is a big fan of film and the A Song of Ice and Fire book series, and goes home to her 3 dogs after work!

Any plans for next Wednesday afternoon? Join us on Zoom to learn about the Institute’s latest project, “Law of the Mississippi River.” Found on out website, this is intended to be a resource for all those who depend on the Mississippi River, care for its communities and ecosystems, wish to better understand how decisions about the River are made, and want to improve the possibilities for that decision making.

Attendees will hear about trends identified from the ten main-stem states and how federal laws, funding, and agencies influence management of the broader system. Our team will also walk through how to utilize the various resources and have the opportunity to provide feedback or recommendations. This past Saturday, Matt Allen, senior research fellow, and Arthur Cesa Venturella, a visiting fellow with the Young Leaders of America Initiative*, went on a tour of the Atchafalaya Basin with Dean Wilson, executive director of Atchafalaya Basinkeeper. Matt and Arthur learned about the many challenges facing the basin and got to enjoy the scenic beauty, flora, and fauna of the basin for an afternoon.

*YLAI is a program of the U.S. Department of State that places promising leaders from all over the Americas in various U.S. cities with host organizations to help them develop professionally, network, and foster inter-American cooperation, friendship, and cultural exchange. Arthur comes to us from Porto Alegre, Brazil, and is developing a nature-based WASH project with the Institute.
