Army Corps of Engineers North Atlantic Division is a robust team executing diverse missions throughout 14 states in the Northeast as well as throughout Europe, Africa and anywhere in the world where we are needed. Headquartered at Fort Hamilton, in Brooklyn, New York, the Division provides engineering, construction, project management and contracting services to plan, design, build, operate and ma

intain projects to support the military, protect America's water resources, and restore and enhance the environment. The work includes projects for international, federal, state, and local governments and agencies. Missions are executed through six District offices, located in Concord, MA; New York City; Philadelphia; Baltimore; Norfolk, VA; and Wiesbaden, Germany. Our projects improve living conditions and readiness for the U.S. military installations in the Northeast and overseas. The North Atlantic Division offers a wide range of services to its diverse base of Department of Defense stakeholders and executes a robust military construction mission workload valued at $2–3 billion annually. As funded by Congress, we maintain and improve federal navigation channels in Boston, New York, Philadelphia, Baltimore, and Norfolk harbors and support the American public with flood risk management and hurricane and storm risk mitigation projects such as dams, levees and floodwalls. When called upon, we work with FEMA on disaster response. We are proud to be the National Planning Center of Expertise for Coastal Storm Risk Management services, and we are continually seeking to develop, maintain and apply the best national and regional expertise in science and engineering to protect our coastlines. We also pride ourselves with being good stewards of the lands and waters at USACE water resources projects. Our natural resources management mission is to manage and conserve natural resources, consistent with the ecosystem management principles, while providing quality public outdoor recreation experiences to serve the needs of present and future generations. The latest edition of the Power of R&D newsletter is now available online. This quarterly publication highlights the innovative work being done by the U.S. Army Corps of Engineers (USACE) and the U.S. Army Engineer Research and Development Center (ERDC) to meet the engineering challenges of today and tomorrow.

In this edition’s foreword, Col. James Handura, Commanding General of the USACE South Pacific Division, said the cliché “think outside the box” remains applicable for how many of our nation’s dynamic and generational challenges must be solved.

“As an enterprise, we focus on how we can do things better, safer, and more cost-effectively than ever before. We must also now focus on how we can build more resiliently, providing greater returns on the investments made by the American people and our stakeholders,” Handura said. “For nearly 250 years, USACE has been at the leading edge of building and protecting our nation. For that to continue as we meet today’s demands, the spirit of innovation has been and must be the fuel that drives us.”

In this edition, learn more about innovative modeling that is helping mitigate the impact of wakes generated by larger commercial shipping vessels and operations, an autonomous system that could dramatically reduce the cost of cleaning and maintaining relief wells, using dredged material to 3D print nature-inspired structures to build more resilient coastlines and more.

Congratulations to the North Atlantic Division's very own Ravi Ajodah for being selected as our next Regional Programs Director! This is a position within the Senior Executive Service, and an induction ceremony will be held later this year. Ajodah has been with NAD since 2009. Before his selection, he served as the Chief of the Interagency, International and Environmental Division.

The Senior Executive Service was established in 1979; its members are recruited for their shared values, a broad governmental perspective, and solid executive skills. The purpose of the SES corps is to ensure the executive management of the government of the United States is responsive to the needs, policies, and goals of the nation and otherwise is of the highest quality.

An announcement from the 55th Chief of Engineers Lt. Gen. Scott Spellmon:

I’m thrilled to announce that the U.S. Senate has confirmed the nomination of MG(P) William H. “Butch” Graham to be the 56th Chief of Engineers and the next Commanding General of YOUR U.S. Army Corps of Engineers!

MG(P) Graham has both a depth and breadth of experience across the Regiment and the Army. Butch has served in numerous operational assignments and commanded at every level of USACE, including the Pittsburgh District, North Atlantic Division, and as the Deputy Commander General for Civil and Emergency Operations.

I not only count Butch as a colleague; I also consider him a close friend. He is a fine Soldier, leader, and engineer. He has proven time and again that he has the vision to continue our 249-year legacy and the drive to push USACE and our Regiment to new, innovative heights in the years to come.

We look forward to celebrating the remarkable achievement during the USACE Change of Command on Sept. 13, so be on the lookout for more ways to take part in this historic event.

In late June 1972, Hurricane Agnes made its way north after over a week since the storm's original formation in Mexico. 🌊 Agnes merged with a trough of low pressure over Northwestern Pennsylvania, laying the grounds for further devastation, where over a foot of rain was observed across the Keystone and Empire States in 36 hours. Many communities along the Susquehanna River experienced their highest water mark on June 24.

The history of our Nation IS the history of the Army and the Corps of Engineers. The Continental Army was established on June 14, 1775, and just two days later – on June 16, 1775 – the Corps was established, thus beginning a rich heritage of engineering solutions to our nation’s toughest challenges.

For 249 years, the United States Army and our Army Corps of Engineers have stood strong in the defense of this Nation. As we recognize and celebrate the birthdays of both, a simple truth arises: one of the world’s greatest professions is the profession of arms, and one of the greatest callings is serving our Nation – whether in uniform or as a member of our civil service force.

June 14th is also Flag Day. What we fondly call the “Stars and Stripes” was officially adopted as the American flag by the Continental Congress on June 14, 1777, in the middle of the Revolutionary War. The new flag was an essential addition to the Continental Army because it gave troops from the 13 original colonies a single, unified set of colors to rally around and carry into battle.

“Thank you” for all you do through your service. You bring honor to our uniform, our flag, and our nation. I am incredibly proud of the commitment, resilience, and hard work of our Soldiers – active, Guard and Reserve, and our civilian workforce. It is because of each of you that the United States Army and the American Flag remain symbols of strength and hope around the world.

Surveying and removal of steel at and below the 50-foot mud-line will continue to ensure future dredging operations are not impacted.

“Although the overarching goal to restore full operational capacity to the Federal Channel was successful, each day, we thought of those who lost their lives, their families, and the workers impacted by this tragic event,” said USACE Baltimore District Commander Col. Estee Pinchasin. “Not a day went by that we didn’t think about all of them, and that kept us going.”

In 1889, the South Fork Dam near Johnstown, Pennsylvania failed, causing the worst dam failure in U.S. history and the loss of more than 2,200 lives. Dam Safety Day was created to promote awareness of flood risk and the safe design, operation and regulation of dams.

Our Dam Safety Program helps us ensure that the 55 dams we manage across the region are continually being inspected, monitored and maintained to reduce flood risk and protect the local communities around them.

The National Inventory of Dams is a repository for information about dams in the U.S., serving as a resource to support awareness and preparedness for a dam-related emergency. Go to https://nid.sec.usace.army.mil/ to learn more about dams.
