In 2010 BART launched its Small Business Support Services (SBSS) for contracts in the Earthquake safety Program. The intent of BART SBSS Pre-bid services are to help small businesses to pursue opportunities on upcoming BART Earthquake Safety Program contracts by providing support with requirements for the bidding process. SUMMARY OF SCOPE: Provide all management, coordination, professional services, labor, equipment, tools, materials required to construct modifications to BART facilities including structural and related work consisting of bracing existing elevator towers and adjacent structures at 3 District-owned parking structures, installation of metal enclosures at 4 locations, installation of seismic restraints at the Lake Merritt Administration (LMA) building train control computer room and repair of delaminated finish coating of fiber reinforced polymer (FRP) wrapped column casings at various locations.

BART will be advertising the A-Line Stations retrofit project this month. This construction project will be somewhere in the area of $30 million and will have a UDBE goal attached to it as per Caltrans requirements for Federally funded projects.

In 2010 BART launched its Small Business Support Services effort for contracts related to the Earthquake safety Program. The intent of the Small Business Support Services is twofold:
• Pre-bid services are focused on helping small businesses position to capture opportunities on upcoming Earthquake Safety Program contracts by providing support with requirements for the bidding process.
• Post-bid services are designed to help ensure that small businesses can start work expeditiously after award and have the right processes and procedures in place to perform satisfactorily.

Dear Contractors:

The BART Earthquake Safety Programs’ Small Business Support Services will be conducting an Invoicing Process Workshop on September 15th, 2011 at the BART headquarters, 300 Lakeside Drive, Oakland CA. in the 15th Floor Conference no. 1500. The workshop will be conducted from 5:00 PM to approximately 6:30 PM. Among the topics that will be addressed are bid development, OCIP, certified payroll, progress payments, and change orders (including force account work).

The BART ESP program has 3 projects that will be awarded next month (11-15-10). Now it the time to get involved! Pass this on to any small, minority, women, disadvantaged businesses in the construction field. Free help is available.

BART ESP Small Business Support Services has a number of FREE services to help small and businesses compete with larger companies. We have a Marketing specialist to help with the writing of business documents (resumes, scope letters, letter of intent, and more. We also have Contract specialist with BART construction experience to help determine scopes of work and knows the ins and outs of working for BART.

Ladies and Gentlemen of the Small Business Contracting Community: BART has recently retained The Allen Group / Cooper Pugeta Management Joint venture team as consultants to coordinate and manage BART’s Small Business Support Services for the Earthquake Safety Program. I want to introduce myself: Harry Overstreet II of The Allen Group. I will be coordinating support services and will be the primary point of contact for everyone in who wishes to participate. Services will be offered to support either pre-bid or post-bid interest. In the program there will be Pre-Bid and Post-Bid services offered.
