Reflecting on a wonderful 6 years representing the absolute best Assembly District in State of CA! It was an honor to serve AD15, a district that allows folks like me to be themselves in office, to think outside the box and serve courageously. With incredible support from residents, elected officials and organizations throughout the district, my staff (also the best in the state!) and I were able to pull off some amazing accomplishments - especially this year. So glad we succeeded in securing $3 M for Doctor's Medical and funding to support re-entry for our formerly incarcerated. Also pleased Gov Brown signed our R**e Kit testing bill, Gun Violence Restraining Order and the OSHA bill to fix dangerous conditions even when workplaces appeal. I know my successor Tony Thurmond values AD15 as I do and appreciates and respects the opportunities this District offers. I wish him the best, he will represent us well. Finally, a big thanks to my staff, my legislative colleagues, the capitol staff and especially my constituents for a most challenging and rewarding experience, it was a privilege!

Thank you, Governor Brown, for signing legislation by me and Senator Loni Hancock to provide a lifeline to financially strapped Doctors Medical Center (DMC) in West Contra Costa County. I also want to express a particular thanks to the people of West Contra Costa County who helped advocate for this important piece of public health legislation. Read my press release below.

Governor Signs $3 Million Lifeline for Doctors Medical Center

...SACRAMENTO – Providing a lifeline to financially strapped Doctors Medical Center (DMC) in West Contra Costa County, today the Governor signed a measure by Assemblymember Nancy Skinner (D-Berkeley) and Senator Loni Hancock (D-Berkeley) that will provide $3 million in bridge funding while longer term, more secure funding is pursued.

“Doctors Medical Center is the safety net hospital for Richmond, San Pablo and other West Contra County communities, it’s closure would leave a community in need without emergency care, cardio, dialysis and other critical hospital services,” said Assemblymember Skinner. “The Governor’s support of this $3 million lifeline expands our window for pursuing solutions to continue to meet these critical healthcare needs.”

DMC is the only public hospital in West Contra Costa County and is in imminent danger of closing. The troubled financing of DMC caused it to be put on diversion status in August 2014—meaning that the majority of ambulances normally routed to DMC are being sent to hospitals much farther away. Close to two hundred and fifty thousand residents have lost access to life-saving emergency care, the loss of which has already been blamed for the death of at least one patient.

Currently DMC provides full hospital services and is known for its outstanding cardio unit and dialysis center. The legislation, Senate Bill 883, provides a lifeline to preserving those resources and restoring emergency room care to a large, low income community. Nearly one in three county residents living in poverty resides in the western portion of the county, and 85% of them live within a short distance of DMC.

“Residents of Richmond, San Pablo and the surrounding area can’t be expected to rely on the County hospital in Martinez, it’s far away and there’s no transit access,” said Assemblymember Skinner. “I am glad the Governor joined with us to help ensure healthcare access for the residents of West Contra Costa County.”

Today, Governor Brown signed California’s 2014-15 budget. As Chair of the Assembly Budget Committee, I am proud that this budget contains meaningful expenditures to benefit each and every Californian.

Passed by the Legislature last weekend, our 2014-15 budget expands pre-school and early care for our children age 0 to 4 and puts $5 billion back into our K-12 schools. We fund programs for veterans, and for those striving for a college education.

With the first allocation of cap-and-trade revenues, new funding will be available to greenhouse gas emission reduction activities like transit, clean cars, and sustainable communities.

To put California on solid fiscal footing, we paid down debt, built up the reserve, and set in motion changes to reduce the state’s long-term liabilities.

While this budget represents a brighter future, there remains a desire to do more, especially for higher education, our courts, and Medi-Cal. I'm confident, however, we’ve laid the framework for continued progressive investment in the years ahead.

Assembly Budget Chair Nancy Skinner (D-Berkeley) released the following statement regarding the Budget Conference Committee action on the proposed 2014-15 State Budget:

“With the work of the Conference Committee concluded, California is on track to pass an on-time, balanced budget for the fourth year in a row. The budget the Conference Committee is now delivering for adoption on Sunday remains true to the Assembly’s goals of ensuring fiscal stability, while making investments that benefit each and every Californian. The increased investments are the most significant in years and our budgetary actions pay down long-term state debt, contribute to the reserve and put California on solid fiscal footing. We look forward to the Legislature’s adoption of the 2014-15 budget that reflects progress and action that is good not only for this upcoming year, but for the future.”

As we celebrate Women’s History Month, I was proud to honor Lois De Domenico as the “Woman of the Year” for AD 15 for her work as the co-chair of the capital campaign for Girls Inc. of Alameda County's new facility in downtown Oakland. Assemblymember Susan Bonilla and I adjourned floor session in memory of veteran Berkeley Firefighter Anthony “Tony” Nunes, who tragically died on Feb. 23 in an off-duty accident. The entire community of Berkeley and all of Berkeley Fire is suffering a great loss. Berkeley Patch has more details on an upcoming memorial service March 9 to celebrate the life of this remarkable public servant.

Just received my voter information guide. Spent quite some time reading Bay Area Toll Authority Regional Measure 3. Can you explain to me please WHY we should pay more money, either in tolls or taxes when there are already tolls and taxes that are supposed to cover the same issues? How about the State pay back all the transportation money that has been diverted for other reasons BEFORE more money is requested.
