Doug L***y, 63, and his wife, Sandy, 65, both have medical conditions that are challenging to manage and costly to treat.

L***y was diagnosed with Crohn's disease in 2010 and said he takes a medication with a list price of about $28,000 per dose every eight weeks. He said his insurance covers a large portion of the cost, and he qualifies for patient copay assistance. But he retired after 32 years with state government because of health issues, and meeting his medical needs on a fixed income is challenging.

His wife has Medicare and cannot receive copay assistance because federal rules do not allow it for beneficiaries of the program, he said. She also has a history of requiring high-cost medications, he said.
