Research the propositions on the ballot. Some propositions can be worded very confusingly. While you have the ballot in your hand is not the time to figure that out.

Please get out and vote but please make sure it’s an educated vote.

Whether a data center is developed in the city or not I commend our fire department for taking time to gain some knowledge regarding construction, entry systems, and most importantly the fire protection systems.

"This week, Pacific Fire Protection District leaders traveled to Atlanta to tour the Tilford Yard Data Center with Beltline Energy, the developer of a proposed data center in Franklin County. Because this type of facility would be new to our region, it's important for us to understand how data centers are built, how their fire protection systems work, and what our responders may face in an emergency.

Our team reviewed fire suppression systems, building access, fire-resistant construction, and redundant life-safety features - both in completed areas and parts still under construction.

The District covered 100% of the trip's cost through our annual operating budget. Beltline Energy did not fund any portion of the visit.

This information helps us ensure that any future facilities in our service area meet NFPA fire codes and the highest safety standards for our community."

Lengthy but worth the read for a little education regarding our severe weather siren system in Pacific. The last storm we had on March 15th I saw some confusion on Facebook and I was a bit confused myself about the timing of the use of the sirens and the CodeRed alerts.

Hal our emergency managment director has created this post to educate myself and anyone else who may not know how the system works.

Have You Heard Our Sirens Lately? Stay Informed in Several Ways.

With the arrival of spring, it is a great time to provide some insight and clarification about our Outdoor Warning Sirens (OWS) and Public Information (PI) messaging. This is an active season for weather, public inquiries, confusion, and curiosity.

Background:
Both topics fall under the oversight of the Pacific Emergency Management Director (EMD). However, a combination of policies, procedures, training, and operational plans across multiple city departments ensures their effective functioning. The EMD also works directly with the St. Louis National Weather Service staff in real-time to assess live weather conditions and make necessary decisions. Many factors influence siren activation and public messaging.

Sirens:
Our primary public safety focus is on the City of Pacific, which spans both Franklin and St. Louis counties. The city owns and operates six Outdoor Warning Sirens strategically located on the Franklin County side of our boundaries. Pacific has two sirens located in our jurisdiction from St. Louis County, and is owned and managed by that entity. A monthly test is conducted on the first Monday of each month (weather permitting) at 11:00 AM, in coordination with St. Louis County as part of a regional agreement.

Philosophy:
The main audience for the Outdoor Warning Sirens is people who are outside at the time of the alert. The sirens are not designed to reach individuals inside buildings; however, they may still be audible with closed windows. The sirens are preprogrammed with standardized messages for common concerns, such as tornadoes and thunderstorms (above certain thresholds), and signal the monthly test. Our siren model allows for real-time announcements for other conditions as well.

Additionally, the sirens are not the sole means of critical notification to the community. They serve one function within our broader emergency management public information toolkit. Everyone is encouraged to have a personal, family, or business preparedness plan that includes multiple sources of information. Examples of these include news media (TV, radio, internet), NOAA emergency radios, and other City of Pacific social media and mass notification platforms. A list of these city resources is provided below.

Triggers:
As indicated by the listed alerts, severe weather conditions are the primary triggers for OWS activation. For context, the National Weather Service (NWS) uses several descriptors: (1) Outlook – informational, (2) Advisory – prepare an action plan, (3) Watch – monitor and be ready to act, and (4) Warning – take action now. The urgency of these descriptors increases with their sequence.

These distinctions significantly influence our OWS activation decisions. We will activate the sirens for Tornado Warnings, Severe Thunderstorm Warnings (indicating winds of 70+ mph or hail of 1.75+ inches), and serious localized Hazmat scenarios (e.g., a train derailment with hazardous material plumes), particularly when the City of Pacific is directly included in the issued alerts or appears to be threatened. Conversely, we do not activate the sirens for Outlooks, Advisories, or Watches.

Per a STL Regional agreement, sirens are not activated solely by the issuance of a "basic" Severe Thunderstorm Warning. Given that Pacific spans two counties and siren jurisdictions, there can be confusion among residents on the east side if only Pacific or St. Louis County is activated, and not both simultaneously. St. Louis County covers a large area with three siren zones, and while one area may face a serious threat, another may not. We make our decisions based on what is best for our community.

Public Information (PI):
Everyone is encouraged to utilize multiple sources of forecasted and real-time emergency information. Relying on just one source may leave you uninformed at a critical time!

Traditional news media outlets like TV, radio, and cable provide reliable, real-time information. Quality PI is also available through cell phone apps and the internet. Additionally, a NOAA Weather Radio can be programmed to alert you specifically for your county.
Locally, the City of Pacific offers several pathways for sharing information with the public, ranging from planning (e.g., events or meetings) to urgent alerts (e.g., flooding or major road closures).

We encourage every resident, business, and visitor to take advantage of these resources. Specifically, here are our local PI resources:

Our EM policies specify which one or combination of the above pathways will be activated to share PI contingent on the circumstances, criticality, and severity of needing attention. Thus, we encourage everyone to be connected to them all.

We take public safety and emergency management planning seriously and offer numerous pathways for you to be informed. In turn, we ask that you do your part for yourself, your family/pets, employees, and neighbors to have a plan on what you would do “in the event of” and maintain active connections to PI.

PACIFIC POLICE AND EMA ANNOUNCE ROAD CLOSURES FOR THE ST. PATRICK’S PARADE

The Pacific Partnership is hosting this annual event on Saturday, March 14, 2026. This year the parade route is extended to Columbus Street. See event map for many details. Spectators are urged to arrive early to obtain your favorite parking and viewing spots.

The parade will kick-off from Pacific Intermediate (PI) at 11AM. The route will proceed east on Union, south on Columbus, west on St. Louis, north on 6th St, and return to PI on Union.

Temporary No Parking designations will be in effect from 10:30AM until roughly noon. No Parking on the east side of 2nd through 7th Streets north of Union also applies for this same time interval, and the same between Union and St. Louis on Columbus. Pacific PD will be enforcing these zones. Drivers are asked to ensure you do not park your vehicles within or too close to any intersection, crosswalk or sidewalk. These areas need to remain free of vehicles.

The “Parade Zone” (PZ) is defined as all streets which are used by the parade, and all streets within the parade route boundary. This includes:
• All of Union Street from Columbus to Pacific Intermediate school
• Columbus, 1st, 2nd, 3rd, 4th, 5th, and 6th Streets between Union and St. Louis
• All of St. Louis Street from Columbus to 6th St

All impacted Parade Zone roads within and around the parade route will close at 10:30AM except for 1st St which will close at 10:45AM. No vehicle entry into the PZ will be allowed starting at 10:30AM. Vehicles may depart the immediate PZ between 10:30AM and 10:45AM via Union/1st Street. This is the only exit point which shall be open during this 15-minute period for departures!

Streets will re-open in a cascading fashion from east to west. Phase I will be all streets 1st Street and eastward. Phase II will be all streets east of 6th Street. Phase III will be all remaining roads. We ask for your cooperation after the parade to be patient with any spectators who may still be present, and to heed the reopening plan. Note that 2nd Street northbound will be Right Turn Only (RTO) onto Osage St. until post-parade traffic congestion subsides.

The DETOUR ROUTE (green path on the map) will be in effect from 10:30AM until event completion. This is also the TEMPORARY TRUCK ROUTE to get to/from Denton Road from south 4th Street.

Spectator parking is in any legal spot including the Commuter Lot (entrance from Orleans/3rd St) other than those temporarily designated No Parking. In addition to the Commuter Lot, temporary handicapped parking spaces are designated on 4th Street immediately to the south of St. Louis St (by the ex-USPS building). Vehicles wanting to park here shall enter via the security checkpoint at 4th St and proceed northbound. Be prepared to show the officer a valid handicap placard or license plate.

For all who are planning on attending this week’s special P&Z meeting at Pacific High School (PHS), please note the following information. It is presented to aid in an orderly and safe meeting, as well as an efficient flow of traffic and people.

• It is a public meeting regarding two Map Amendments (rezoning) and PUD requests
• 2/25/2026, 6:00 PM, PHS; Door will open at approximately 4:45PM
• Primary parking is in the “upper lot” west of Indian Warpath Drive, just south of West Osage St.
• Handicap parking is in “main lot” at 2nd entrance to the right south of Osage – look for signs in rows closest to the building
• Sole attendee entrance for both the main auditorium and the “overflow” area in the cafeteria is via door from the “main lot” – NE portion of the building
• Be prepared to go through a metal detector and a possible security wand check; No backpacks or oversized bags/purses will be allowed
• The handicap area for wheelchairs and people with special equipment is on the auditorium platform at the rear of the room. Handicap seating is in the last row
• Speaker’s request cards will be available at a lobby table near the security checkpoint; Completed requests may be left with the officers at the auditorium entrance who will deliver them to the Chairperson; Speaker cards will allow you to indicate which of the two Public Hearings you wish to speak about
• All Speaker cards must be submitted prior to the official start of the meeting; No cards will be accepted after the meeting is called to order
• When speakers’ names are initially called, please proceed for staging at the base of the stage for your turn at the microphone to be subsequentially called
• As a courtesy, any signs are to be handheld (not mounted on poles or other structures)
• Once the auditorium reaches total capacity (including stage and staff workers) overflow will be directed to the cafeteria where screens will live stream the meeting; No standing/milling in the hallways is permitted per the Fire Marshal and MVR-III
• We are guests of MVR-III and the Pacific High School; Everyone is expected to comply with their facility rules and regulations
• Visitor access is limited to the Auditorium, main hallways, restrooms and Cafeteria overflow areas; the remainder of the facility is off-limits
• Restrooms are outside the secure zone. Be prepared to re-enter the metal detector checkpoint upon return to the auditorium
• We ask for respect for each other and for individual comments; any disruption or conduct which impedes the orderly proceedings will be immediately addressed and you may be escorted out by the PD
• In the event of an emergency, please follow instructions which shall be issued via the main microphone, police officers, 1st Responders and/or MVR-III personnel.

It is a public hearing regarding rezoning and PUD for the proposed data center in Pacific. ANYONE who wishes to speak may do so, regardless of whether you’re in the city limits or not. There will be a table set up with speaker cards near the entrance of the auditorium. Fill out the card and hand it to the Pacific police officer collecting them at the table.

📌Special BOA meeting Monday Feb. 23rd at 5:45.

This will be held at City Hall and is to review a proposed contract with Beltline to supply the city with funds to hire experts on various subject matters regarding the proposed data center.
There will be public participation at this meeting however this is just to discuss and possibly approve the above-mentioned contract.

It's been brought to my attention that people are hearing they won't be able to speak at BOA meetings unless they live in the city limits, specifically the upcoming BOA meeting on 2/17. That couldn't be further from the truth. If you fill out a speaker card before ANY meeting with public participation and set it in front of the mayor's or chairperson's seat you will be allowed to speak.
The current BOA would not allow something like that to take place. Everyone who wants to will be allowed to speak regarding any issue during public participation.

While this isn’t in Pacific it is certainly concerning. Hopefully, they are successful with the grants they are applying for and get this tested and cleaned up, if need be, sooner rather than later. It’s unfortunate no one from the state, county, or DNR wanted to take action to get this corrected.

As many of you may have heard, the City of Pacific has been approached regarding a potential data center project. The site being evaluated is located near Phelan Road and is not currently within the city limits, which means annexation would be required before any proposal could move forward.

At this point, nothing has been signed or negotiated, and the Board of Aldermen has not met with any developers or landowners.

Some examples of what we could see are possible use of existing gray water for cooling, large building setbacks, potential noise-mitigation measures, and reforestation. These are preliminary concepts only, and many important details have not yet been released to us.

There is still a lot we need to learn. A special meeting has been scheduled for Tuesday the 27th at 10:30 a.m. at City Hall, 300 Hoven Drive.
