This morning’s strong winds contributed to the heavy fire and smoke that dominated the scene of this fully involved single family, single story unoccupied structure. Within minutes, of the initial 911 call, BFD’s A-Shift was on scene and utilized all hands to quickly control the blaze. Air support provided by our drone unit ensured that near-by structures were kept safe from the radiant heat of the blaze. Air support also assists on-scene commanders maintain situational awareness and crew accountability all the while providing real time live video to off site command staff. Special thanks to our emergency communications operators (dispatchers) that work hard behind the scenes providing vital information and logistical support!

On Day 3 of the Advanced Flight Scenarios Course I taught basic thermography, night operations, and how to coordinate ground crews to the person of interest. sUAS Teams were tasked with locating the person of interest a completely dark field and wooded area, then coordinate ground crews to the person of interest. All sUAS feeds were live streamed to command and responding personnel via DroneSense. Area of Operation lighting was provided by FoxFury Lighting Solutions. Upcoming 3 Day Pix4d Mapper Training Opportunity in Pearland, TX:
This 3 day course will provide attendees the necessary instruction to successfully process a crash or crime scene using aerial photogrammetry with Pix4D Mapper software. This training provides a “crash/crime scene to courtroom” workflow utilizing Pix4D generated orthomosaic images and point cloud data in the most common third party software. Use of the Pix4D Capture Application as well as other third party field mapping / flight planning software will be covered and demonstrated to provide best practices at the scene. This course consists of classroom lecture, hands on work projects and field exercises. Each attendee is required to bring his or her own laptop computer. A 15 day full access Pix4D Mapper license will be provided to each student. DJI aircraft will be provided for field exercises. Course is ACTAR approved for 20 CEUs.

Gulf Coast Regional Public Safety Unmanned Response Team
On October 1st, the GCRPSURT team and Memorial Villages Police Department hosted its first regional training event since the winter of last year. This training included 5 scenarios at various locations to enhance social distancing practices. Over 25 agencies from the greater Houston region attended the training along with special guests Harris County DA candidate Mary Huffman, Congressional candidate Wesley Hunt. Axon US and First Responders Assistance Foundation provided breakfast and lunch for all the participants. LinkedAll, Darley, and DroneSense provided donations to two of our lucky participants. One of the US Coast Guard Attendants won a Mavic Enterprise Zoom, provided by Linkedall and Bellaire Police Department won a MavicMini and three free months of DroneSense provided by Darley. Thank you all who attended and we look forward to the next event!

Dogs, Drones and Choppers
Constable Ted Heap's deputies teamed up with the Texas Department of Public Safety and Waller County Sheriff's Office this week for nighttime K-9 search practice.
The dogs worked in conjunction with a DPS helicopter and Precinct 5's drones to run multiple scenarios which involved searching for a hidden fugitive in a remote field.
The search wasn't easy. It was hot and humid and the mosquitoes were thick. But each of the K-9's ultimately led deputies to their hidden targets with help from hi-tech cameras above.
These scenarios are valuable practice runs for both the dogs and these agencies. Coordination and teamwork are crucial in these exercises and each agency will be better prepared the next time this situation comes up in real life. Thanks to everyone who joined in this successful joint effort!

Drone Thugs-N-Harmony
Constable Ted Heap's new drones played an important part in the arrest of three suspects involved in an extensive mail fraud and counterfeit ring on Thursday.
Steven Nguyen, one of the ringleaders, tried to escape via the rooftop patio, but got tripped up as Precinct 5 deputies monitoring the drones spotted him and led our partners with Houston Police Department SWAT to his hideout, where he surrendered without incident.

On April 22nd, 2020 at approximately 6pm an EF3 tornado devastated Onalaska, Polk County, TX. Polk County reached out to the GCPSURT team and Center for Robot-Assisted Search and Rescue to use UAS to provide aerial maps to assist with damage assessment and recovery efforts. The link below is the final product we created. This is a great example of how UAS can be used to assist decision makers during a disaster.

Fort Bend County Sheriff's Office using sUAS to monitor sanitation distribution stations.
We’re proud to have set a standard for a needed service here in Texas. Laredo and Del Rio have now set-up disinfectant distribution stations after seeing the success and demand for ours. A nearby county also visited us this week and observed the operation as they consider providing this for their residents, as well. Fort Bend residents should be proud that what we started here is now helping other Texans mitigate the spread of the virus.

The National Public Safety UAS Conference is off to a great start!
Last week members of the GCRPSURT team and other public safety agencies from as far away as New Jersey attended Center for Robot Assisted Search and Rescue's and Center for Disaster Risk Policy (CDRP)'s UAS disaster response tech 1 and 2. The course taught participants how to integrate into the ICS framework and respond to major incidents such as Hurricanes and search and rescue.

Florida State: David Merrick describes public-safety drone uses, challenges – Urgent Comms
David Merrick of Florida State University explains how drones can be used to provide video and pictures that enhance situational awareness during a response effort, as well as some of the practical and connectivity limitations that must be considered when deploying drones.
Yesterday the GCRPSURT participated in a training event, sponsored by Siddons-Martin Emergency Group Pierce Manufacturing, to learn how drones can be used to aid in disaster response and recovery. Warning Coordinator for US National Weather Service Houston-Galveston Texas, Dan Reilly, explained what they look for to better understand the impact of the major storms and how drones can capture that data. The Center for Robot Assisted Search and Rescue (CRASAR) and Center for Disaster Risk Policy (CDRP) discussed best practices for responding in major disasters through their lessons learned responding to disasters across the nation. Vendors LinkedAll Products, Darley Company, Autel Robotics, and FLYMOTION Unmanned Systems were also in attendance to display new products and offer their services.

Drone Get Me Started
Our friends at Channel 2, Tera Roberson and John Barone, came by our Precinct 5 headquarters today to interview Constable Ted Heap and Sgt. Lance Anderson, one of our licensed drone pilots, for an extended feature on our new drones.
These drones have already been successful in locating lost children and apprehending fleeing suspects. We also use them for motor vehicle crash reconstructions and crime scene documentation.
