ay, parts of Folsom, Roseville and Carmichael. 85% of the customers live within Sacramento County, yet it is dominated by board members from outside the County. Currently, four of the five Directors are residents of Granite Bay (including three of five candidates in this election). One little neighborhood makes the rules and sets rates for the much larger community and they like it that way. Mitch Dion & Mike McRae are the only candidates from outside of Granite
Bay. Upon threat of litigation for violating the California Voting Rights Act, San Juan Directors reluctantly created divisions to comply with the law and principle of equal representation. The new divisions distribute representation consistent with population, but will not take affect until 2023.
