Siren Testing Alert, Raytown!

Random audible siren testing will be conducted throughout the week on KCMO’s sirens. These audible tests are short audible bursts of 6-15 seconds and will happen randomly thru the week.

Raytown citizens may hear bordering sirens being tested.

Regular monthly testing for the region will resume on Wednesday, August 5th.

Amendments 4 and 5 are expected to be the most contested statewide issues on the August ballot. But they are not the only ones on the ballot.

These measures are part of a broader set of constitutional changes that could reshape Missouri’s tax system, initiative process, and state budget priorities.

Voter turnout in August is typically lower than in November, so these measures may be decided by a smaller share of the electorate.

MISSOURI VOTER GUIDE — AUGUST 4 PRIMARY
**Amendments 1, 2, 4, and 5**

This guide explains each amendment in simple terms and what a **YES** or **NO** vote would mean.

AMENDMENT 1 — Parks, Soil & Water Tax Renewal
What it does:
Keeps Missouri’s small parks and conservation sales tax (one‑tenth of one percent) for another 10 years. This tax keeps state parks free and funds soil and water protection.

**YES** vote means:
- The tax continues at the same rate.
- State parks stay free to enter.
- Conservation programs keep their current funding.
- No new taxes or increases.

**NO** vote means:
- The tax ends when it expires.
- State parks may face cuts or begin charging fees.
- Soil and water programs could shrink or disappear unless new funding is found.

AMENDMENT 2 — Electing the Jackson County Assessor
What it does:
Requires Jackson County to elect its property assessor, just like all other charter counties in Missouri.

**YES** vote means:
- Jackson County must elect its assessor.
- Voters choose who oversees property assessments.
- No general qualifications are listed
- The county follows the same rules as other charter counties.

**NO** vote means:
- Jackson County can continue appointing its assessor.
- The county keeps its unique carveout in the constitution.
- Accountability stays with county leadership instead of voters.
- Qualifications are required

AMENDMENT 4 — Changing the Initiative Petition Process
What it does:
Makes citizen‑initiated constitutional amendments much harder to pass. Instead of needing a statewide majority, they would need a majority in **all eight congressional districts**. Amendments from the legislature would still only need a statewide majority.

**YES** vote means:
- Citizen‑driven amendments become significantly harder to pass.
- Any one congressional district could block a statewide majority.
- Grassroots groups face higher barriers to changing the constitution.

**NO** vote means:
- The current system stays in place.
- Citizen‑initiated amendments still pass with a simple statewide majority.
- No district‑by‑district approval required.

AMENDMENT 5 — Phasing Out the State Income Tax
What it does:
Starts a process to eliminate Missouri’s individual income tax over time. Allows expansion of sales and use taxes. Requires local tax adjustments if sales tax revenue increases, while protecting school funding.

**YES** vote means:
- Missouri begins phasing out the state income tax.
- Sales and use taxes could expand to replace lost revenue.
- Local governments must lower certain taxes if sales tax revenue grows.
- School funding must be protected.
- Once eliminated, the income tax cannot return.

**NO** vote means:
- Missouri keeps its current tax system.
- The state income tax stays in place.
- Sales and use taxes remain limited under current rules.
- No required changes to local tax rates.
