The District Attorney is elected by the public every 4 years, and is considered a row officer. The Berks County District Attorney's Office is comprised of 31 attorneys, 31 detectives, and 24 support personnel. This office works closely with over 40 local police departments, state and federal law enforcement to ensure the laws of the Commonwealth of Pennsylvania are upheld and that our citizens are

Today, our department mourns the heartbreaking loss of Officer Kristen Yeager, who made the ultimate sacrifice while responding to a call for service on May 29, 2026.

Officer Yeager served our community with courage, compassion, and unwavering dedication. She answered the call to protect and serve each day, placing the safety of others above her own. Her commitment to her badge, her fellow officers, and the citizens she served will never be forgotten.

We ask that you keep Officer Yeager’s family, friends, and our entire law enforcement family in your thoughts and prayers during this incredibly difficult time.

Rest easy, Officer Yeager. Your watch has ended, but your legacy of service and sacrifice will live on forever. We got it from here.

Andrew Smith was convicted today of Persons Not to Possess a Firearm, Possession of a Firearm with an Obliterated Serial Number, Receiving Stolen Property, and Conspiracy, after a 3 day jury trial. Smith is prohibited from possessing a firearm due to prior convictions, including Involuntary Manslaughter for the death of Reading Police Officer Michael Wise II in 2004. Sentencing is scheduled for June 25, 2026. The case was investigated through the Berks County Gun Task Force by Cpl. Darren Smith of the Berks County Detectives, and was tried by ADA Jordan Fegley.

Homicide Arrest

On Saturday, May 2, 2026, members of the West Reading Police Department were dispatched to the Tower Health Reading Hospital for suspected child abuse. Officers learned that earlier in the day, a seemingly healthy newborn baby was unexpectedly discovered to be in medical distress inside a private patient recovery room located within the maternity ward of the hospital. This infant was later flown to the Penn State Hershey Medical Center for advanced neo-natal care.

On Sunday, May 3, 2026, the victim child succumbed to his injuries while at the Penn State Health Hershey Medical Center. Medical personnel from the Penn State Health Hershey Medical Center advised investigators that the infant’s injuries were consistent with physical abuse and were not a result of the birthing process.

On Tuesday, May 5, 2026, Forensic Pathologist Dr. Wayne K. Ross, conducted an autopsy on the victim at the Dauphin County Forensic Center located in Harrisburg, PA. The autopsy revealed that the victim had suffered a multitude of internal injuries. The cause of death was determined to have been ‘Multiple Traumatic Injuries’. Based upon the findings of Dr. Ross, the child’s death was ruled a homicide.

A joint investigation conducted by the Berks County District Attorney’s Detectives and the West Reading Police Department revealed that at the time when these injuries were inflicted upon the infant, he was under the supervision of the two defendants (Kevin Canaan – father of newborn, 28; Yeniffer Tavarez-Cepeda – mother of newborn, 25) inside a private room within the maternity ward of the Tower Health Reading Hospital. Repeated wellness checks of the infant by medical personnel allowed investigators to conclude that said injuries were inflicted within a short, well documented timeframe. In addition, the investigation determined that both defendants observed the infant to be in medical distress yet failed to alert any of the hospital staff.

On Tuesday, May 19, 2026, a criminal complaint was filed charging the infant’s parents with Criminal Homicide, Aggravated Assault, and Endangering the Welfare of Children. These charges were filed jointly by the Berks County Detectives and the West Reading Police Department based upon the criminal investigation that was conducted, which included interviews with the defendants and numerous healthcare professionals, as well as the findings of medical professionals.

On Tuesday, May 19, 2026, arrest warrants were issued for both defendants by Magisterial District Judge Steven M. Chieffo and both were taken into custody in Reading by members of the Berks County Sheriffs Warrant Division, United States Marshall’s Fugitive Task Force, the West Reading Police Department, and the Berks County Detectives.

As in every criminal case, the fact that an arrest occurred or a complaint has been filed is merely an accusation, and the defendants in this case are presumed innocent until and unless proven guilty beyond a reasonable doubt.

David Hartsook was sentenced this week to Life in Prison, followed by 21-47 years for the murder of Troy Rickenbach.

David Hartsook was convicted by a jury today of
1st Degree Murder and related offenses for the August 2022 murder of Troy Rickenbach, a private security guard, while he was patrolling a commercial vehicle lot near Morgantown. Rickenbach's brother-in-law, Rafael Yambo, was also wounded in the shooting.
Hartsook remains incarcerated pending sentencing, which is scheduled for March 23rd. The case was investigated by PA State Police Trooper Eric Schaeffer and was tried by ADA K. Kenneth Brown, II.

Vashon Winfield and Hector Torres were each sentenced this morning to Life in Prison, followed by 20-40 years, for the March 2023 kidnapping and shooting death of 19-year-old Javien Perch. Winfield and Torres were convicted by a jury in March of 1st Degree Murder, Robbery, Kidnapping and Conspiracy. The case was investigated by City of Reading Police Department Sgt. John McKeever and was tried by ADAs Kaitlin Daley and Charles Prutzman.
