Children First Foster Family Agency is a private, nonprofit organization situated in rural Northern California.

Children First Foster Family Agency is a private, nonprofit organization situated in rural northern California. Founded in 1999, Children First Foster Family Agency was originally created to meet the needs of children in foster care. After several years, the mission was expanded to include counseling for children and adults. Today we have programs and services for children that include: foster car

e, counseling, and programs that give children a chance to excel. We have become the primary foster family agency in both Tehama and Siskiyou counties, and we have worked closely with Shasta County as well. Children First FFA is known for reliability, consistency, and support. Our goal is to serve children and foster parents; we will continue to grow and change as needed to accomplish this.

Had a great meeting today with Assemblymember James Gallagher’s office as part of California Alliance Advocacy Day.

Alongside our partners at Youth for Change and Wayfinder Family Services, we spoke with Matthew Sauls about what we’re seeing on the ground across Northern California, workforce challenges, the need for more flexibility in crisis response, and the growing impact of the insurance crisis on providers.

We also highlighted the California Alliance’s $30M budget request to help stabilize foster family agencies and ensure youth can continue to access care close to home.

These conversations matter. Strong partnerships between providers and policymakers help ensure children, youth, and families receive the support they need in our communities.

I’m excited to share some wonderful news with our community today! 🎉

Our organization has been selected as a Behavioral Health Continuum Infrastructure Program (BHCIP) Round 5 Conditional Awardee through the California Department of Health Care Services.

This statewide initiative represents a historic investment in expanding behavioral health services across California, and we are incredibly grateful to be part of the effort to strengthen care here in the North State!

For many years our work has centered around supporting foster youth and young people who have experienced significant challenges. One of the things we have learned along the way is that real healing and stability happen when services are connected. Foster care, mental health, substance use support, and prevention services all need to work together rather than exist in separate systems.

This opportunity helps us continue building toward that vision of integrated, community-based care, where youth and families can access multiple supports in one place and where our teams can collaborate more closely to meet the full range of needs in our community.

This recognition reflects years of work by an incredible team of staff, resource parents, partners, and supporters who care deeply about the youth, families, and communities we serve. Every day I get to see the compassion, dedication, and creativity our team brings to this mission.

I’m incredibly proud of this team and grateful to the many community partners who walk alongside us in this work. There is still much work ahead, but today feels like a meaningful milestone worth celebrating! 🎉

Today we’re proud to share our 2025 Annual Impact Report.

As I look back on this past year, what stands out most is the incredible group of people who make this work possible.

Our staff show up every day with compassion, professionalism, and a deep commitment to the children, youth, and families we serve. Our resource families open their homes and their hearts to young people who need stability, belonging, and support. Schools, county partners, and community organizations walk alongside us to ensure young people have access to the care and opportunities they deserve.

Together, this community is helping create pathways to healing, resilience, and stronger futures for the people we serve.

This report reflects the impact of that shared commitment across Northern California. It represents thousands of moments where someone chose to show up for a child, a young adult, or a family who needed support.

To everyone who is part of this work, our staff, our partners, our resource families, and our broader community, thank you! We are deeply grateful to be doing this work together.

This month, we honor every family who has opened their heart and home through foster care or adoption. Your love changes lives. ♥️

Some experiences change how we lead, how we love, and how we see everything. Adoption does that for many of us here at Children First, including me.

As both a relative caregiver and an adoptive parent, this journey has changed how I understand our mission. It’s deepened my respect for the families who step into this work with open hearts, and reminded me of the strength it takes to love through uncertainty and believe in healing after loss.

November is National Adoption Month, and this time of year always reminds us of the families, and the stories, that inspire our work. After years of walking alongside families navigating the foster care system, we hold a deep appreciation for the courage, resilience, and heart it takes to be a resource parent.

Most people will never truly understand what it’s like to open your home and heart to a child whose story began with loss, to navigate a complex system, and to keep showing up with hope. These families do it quietly, consistently, and with extraordinary love. They remind us that belonging isn’t just a word, it’s something you create, moment by moment.

Their example grounds us in our mission: to create pathways to healing and resilience, and to make sure every child has a place where they feel safe, valued, and loved. ♥️

There are a lot of different terms and expressions used related to foster parenting in Chico CA. In fact, it can sometimes feel like people are speaking a different language if you aren’t familiar with what they are saying. We don’t want anyone to be confused, as knowledge is power, and being as clear as possible going into the foster parenting experience can only help. So, in this quick post, we’ll explain what is meant by the term resource parent as compared to foster parent.
A Subtle Difference | Foster Parenting in Chico CA
If you tend to think of resource parent and foster parent as meaning the same thing, you really aren’t far off. Foster parenting in Chico CA is technically done by “resource parents” – that’s the official title for people who provide care to children in the foster system. These could be foster parents, but they could also be adoptive parents or relative caregivers.
