The Cleveland County Sheriff’s Department would like to send out another reminder and warning about scammers.

One of our citizens recently received a phone call from someone claiming to be a federal agent. The caller stated that the citizen had missed a federal court date and then requested their Social Security number and date of birth.

I’ve said it before, but it is worth repeating: Please do not give your personal information to anyone over the phone.

Please share this information with your family, friends, and especially those who may be more vulnerable to these types of scams.

The Cleveland County Sheriff’s Department conducted home visits this week to verify the compliance of registered s*x offenders living in Cleveland County. These visits are an important part of our ongoing efforts to ensure registered offenders are meeting all required registration and reporting requirements. A warrant will be issued immediately for any individual found to be noncompliant.

The Cleveland County Sheriff’s Department was honored to assist with the fundraiser yesterday benefiting Pioneer Village. It was a wonderful opportunity for our deputies to interact with the people of our great county while supporting such a worthwhile cause.

We are grateful to be a part of events that bring our community together, and we appreciate everyone who came out to support Pioneer Village. Thank you for allowing us to serve and be a part of this great event!

The Cleveland County Sheriff’s Department also took the opportunity to attend football games at both Rison and Woodlawn this week. We enjoy getting out in the community, supporting our local schools, and spending time with the people we proudly serve.

Cleveland County is currently very dry, and one small spark can quickly turn into a large and dangerous wildfire. Please take the necessary precautions and help us protect our county.

*Justin Rogers of Pine Bluff; possession of a controlled substance (Methamphetamine), possession of drug paraphernalia, aggravated assault, resisting arrest, and disorderly conduct.

Other arrests:
*On 08-20-26, at 7:39 pm, the Cleveland County Sheriff’s Department received a call concerning an individual who had observed a young child walking on Davis Road near US Highway 63. It was reported that the child was a three year old female, dressed only in a t-shirt and diaper.

Lt. Brad Young, Chief Deputy Gary Young, and Deputy Stewart Pickering responded to the location and made contact with the caller. Lt. Young was able to locate the child who was unsupervised.

The caller indicated he was driving on Davis Road and saw the child walking down the road toward US highway 63. The caller reported what he saw and remained in sight of the child until deputies arrived. At one point the child was approximately ½ mile from home.

It was determined that the child was in the care of her father when she left the home unattended. In the course of the investigation, Deputies arrested Samuel C. Young, age 32 of Davis Road on a charge of Endangering the welfare of a minor in the first degree, a class D felony.

While deputies were at the residence it was determined that Young had placed a stolen light meter on his home and was stealing electricity from C&L Electric. Representatives of C&L were able to estimate the loss to C&L at over $3,000. Young was also charged with Felony theft of services.

A probable cause hearing was held on the afternoon of 08-21-26. Bond on Young was set at $25,000.

*All suspects are presumed innocent until proven guilty in a court of law.

Sunday Night Saturation

The Cleveland County Sheriff’s Department conducted a saturation patrol Sunday night focused on drug enforcement, resulting in two arrests and an additional felony charge stemming from a recent investigation.

Deputies Dakota Rogers and Daniel Stewart arrested Justin Rogers of Pine Bluff and Shelly Manes of Kingsland during the operation.

Rogers was charged with possession of a controlled substance (methamphetamine), possession of drug paraphernalia, resisting arrest, and disorderly conduct. Additional substances were recovered during the investigation and will be submitted to the Arkansas State Crime Laboratory for further analysis.

Manes was arrested on a failure-to-appear warrant and for a felony probation violation.

Investigators also connected Justin Rogers to a recent incident in which a r***e was allegedly pointed at a Kingsland man. As a result of the investigation, a felony aggravated assault charge will also be filed against Rogers in connection with that case.

This operation is part of the Cleveland County Sheriff’s Department’s ongoing effort to combat illegal drug activity and address other criminal offenses throughout the county.

This Week’s Cases:

-Dollar General Shoplifting Investigation

The Rison Dollar General store has recently been the victim of several shoplifting incidents.

On August 10, 2026, investigators developed suspects related to several of the incidents. After interviewing the suspects, investigators determined that the male and female suspects were responsible for 10 separate incidents in which items were shoplifted from the Rison Dollar General.

Due to the value of the items taken during each incident, the offenses are misdemeanors. Citations for shoplifting were issued to April Michelle Johnson, age 29, and Joseph Randall Manes, age 35, both of Monticello, Arkansas.

-Kingsland School Vandalism

The Cleveland County Sheriff’s Department received a report from the Cleveland County School District regarding a classroom that had been entered and vandalized. Computers and other items inside the classroom were damaged.

Investigators were able to identify the juveniles involved in the incident. Three juveniles have been interviewed, and the case will be turned over to the 13th Judicial District Juvenile Court for further proceedings.

-Theft of Services Investigation

On August 6, 2026, the Cleveland County Sheriff’s Office was contacted by officials with the City of Rison regarding information that an individual was possibly stealing water from the city’s water system.

On August 10, investigators went to 201 North Pecan Street in Rison, the residence of the suspect, identified as Michael Branson, age 53, of Rison.

Investigators interviewed Branson and, with the assistance of City of Rison workers, discovered an illegal water connection on the property that bypassed the city water meter.

It was estimated that over a 24-month period, the City of Rison lost approximately $3,741.08 in revenue due to the stolen water.

Branson was processed at the Cleveland County Sheriff’s Department and is being charged with Felony Theft of Services.

-Cleveland County Sheriff’s Department Investigates School Threat

On August 11, 2026, at approximately 2:30 p.m., the Cleveland County Sheriff’s Department was notified by Cleveland County School District officials of a possible threat involving a student.

Investigators immediately began an investigation, interviewing witnesses and gathering information regarding the incident. The 13-year-old juvenile male believed to have made the statement was brought to the Sheriff’s Department by his mother, who cooperated fully with investigators.

Investigators determined that the incident stemmed from a telephone conversation that occurred several days ago. During the conversation, the juvenile made a statement about shooting the school.

After thoroughly investigating the circumstances and context of the statement, investigators determined that the juvenile does not have access to weapons and did not possess the means or ability to carry out the threat.

The juvenile will not attend school within the Cleveland County School District and will face a charge of terroristic threatening in Cleveland County Juvenile Court. Information will be submitted to Juvenile Court to initiate proceedings.

At the direction of the 13th Judicial District Juvenile Officer, the juvenile was released to his mother.

The Cleveland County Sheriff’s Department has remained in constant communication with school officials throughout the investigation. At this time, there is no credible threat to the school.

The Sheriff’s Department reminds students and parents that threats made as a joke can have serious consequences. In today’s environment, any statement involving violence toward a school is taken seriously and will be investigated.

Anyone with information concerning a possible threat is urged to contact the Cleveland County Sheriff’s Department immediately. If you hear something, report it. Do not assume it is a joke or ignore it.

The safety of our students, faculty, and community remains our highest priority.

Good afternoon! I hope everyone has had a great week.

This week, the Cleveland County Sheriff's Department sold two high-mileage patrol trucks through an online public auction. The vehicles sold for $12,200 and $15,000, generating a total of $27,200 in revenue.

The proceeds will help offset the cost of purchasing new patrol vehicles, reducing expenses and saving taxpayer dollars at a time when every dollar counts.

I would like to thank Judge Triplett and his staff for their assistance throughout this process. Their support is greatly appreciated.

As the new school year begins next week, the Cleveland County Sheriff's Department would like to wish all Cleveland County students, teachers, and school staff a safe, successful, and rewarding year. We look forward to continuing to be engaged with our schools and helping provide a safe and secure environment for everyone.

To help raise the funds for its new Heritage Hall project, the Pioneer Village at Rison is locking up some members of the community in its jail Thursday, Aug. 27 in conjunction with a Leon’s Catfish Dinner from 4 to 7 p.m.
