Let us know your experience with police misconduct or police behaviors that point to unfair policies or violations of policies. Who can file:
Reports may be filed by anyone, including any person who had an encounter with RPD or was the subject of police action, a third party (witness, a parent or guardian, spouse) , a legal representative, an RPD employee, or supervisors. How to file:

By contributing to this site, you agree to not post any content that contains advertising for private or political purposes, harassing or defaming images or language, pornographic content, encouragement of illegal activity and the sharing of confidential, proprietary or otherwise restricted information. To keep the discussion, open and relevant, PAB staff moderate all content on this site after it is submitted. PAB reserves the right to delete any content and block or remove any users that violate the Terms of Participation. The PAB reserves the right to report any comments that imply harm or imminent danger to yourself or others. By submitting or posting a comment, you accept that the PAB has the right to contact the appropriate authorities to report any suspicious activities, threats or behaviors.

On this day in 1963, Rochester appointed its first nine-member Police Advisory Board.

The board included community leaders from many walks of life: three clergy members, a pediatrician, an accountant, a treasurer, a lawyer, the president of the Labor Council, and a history professor.

More than 60 years later, many of the same challenges to civilian oversight remain. Although the original board was upheld as “valid and constitutional” by both the Appellate Division and the New York Court of Appeals, it was ultimately disbanded in 1970.

Today’s Police Accountability Board carries forward that legacy and continues the long-standing fight for independent, community-led oversight of policing in Rochester.

What is the cost of police misconduct?

💰 Since 2012, the City of Rochester has paid out over $25M in civil claims against the RPD.

💰 Despite having fewer claims than Buffalo and Syracuse, Rochester paid more in civil claims.

💰 City of Rochester has paid 2x the amount budgeted for General Insurance.

Earlier this month, 6 PAB staff were laid off following a court ruling that stripped our investigative powers.

We know this decision has had a real impact on our staff and the Rochester community. It was not made lightly.

We’re deeply grateful to the team who helped build this agency and for their commitment to our city ❤️

City Council is appealing this ruling, and we remain hopeful that Rochester’s vision for true accountability will prevail.

How you can support the PAB:

➡️ Keep submitting reports
Since April 2025, we’ve received 100+ reports of alleged police misconduct. The need is clear.

➡️ Reach out to schedule Know Your Rights trainings for your staff or organization. Education is power 💪🏽

➡️ Contact your state lawmakers
Tell them the PAB belongs in Rochester (find your reps and contact information at the link in our bio)

The work doesn’t stop here. We remain committed to being a safe space for reporting, pushing for systemic reform within RPD, and educating our community.

A huge thank you to everyone who showed up in person and online for the Policing and Community Surveillance event last night!

Over 50 people filled the Community Room at the Thomas P. Ryan Center to hear the findings of our newest report and the panel discussion that followed.

🙏🏾 To our presenter, moderator, and panelists for the evening: thank you for centering those in need in our community and for addressing inequities head on.

🙏🏾 To the community: thank you for showing up! The PAB only exists because of YOU 🫵🏾
