Legislative Update

After a month of contentious work and the emergence of a very powerful and enthusiastic statewide grassroots citizens' group, the House Environment Committee relented and has begun the process to remove the Road Rule and Tier 3 provisions from Act 181. This is a significant victory for rural Vermont and landowners, but this is not the end of the process. It is almost certain that some will try to accomplish through different means what Act 181 was intended to do. I will remain vigilant and push for repeals, reform, and processes that place Vermont landowners at the table.

On Friday, April 17th, the House weighed in on public education transformation and passed H.955 by a vote of 79-62, with no Republican support. Governor Phil Scott has already stated that he would veto H.955 in its current form. H.955 establishes study groups to submit reports on possible voluntary district mergers and adds another layer of bureaucracy, Cooperative Education Service Agencies (CESAs).

The Senate Education Committee is reviewing H.955 and continuing to work on its own plan to transform Vermont's public education system. The Senate plan includes supervisory unions as a governance construct and empowers the State Board of Education to require mergers after a two-year local merger process. The number of superintendent offices would be reduced from 52 to 22.

H.949, a bill that sets FY27 education property tax rates, passed unanimously out of the Senate Finance Committee and buys down the average property tax bill increase to 3.8%. The House proposed to buy down the average increase to 7.0%. 3.8% is not enough, but it is the most that can be done this year with available general fund resources and local spending decisions. The Senate Finance Committee also included language in H.949 that previously passed in S.220, which reduces the excess spending threshold and penalty from 118% to 112% in FY28.

Both very well attended with great speakers from a national organization; Election Integrity Network and a State Senator and 3 St. Reps and two other suthors here in Vermont. Below is interview.
