For those who were unable to attend the Meet the Candidates, I wanted to share my speech below.
Good Afternoon,
First, I want to thank Kentucky Farm Bureau for giving us the opportunity to speak directly with the people of Livingston County.
Most importantly, thank you to everyone who has supported and encouraged me throughout this campaign. It truly means more than you know.
For those of you who may not know me, my name is Emilee Neal, and I am running for Livingston County Clerk.
When you grow up in a small community like Livingston County, hard work, strong relationships, and showing up for one another become a part of who you are.
I was raised right here in Livingston County by my parents, Stanley Cosby and Gina Combs, whose examples of hard work helped shape the person I am today.
I learned early on the importance of community, service, and treating people right—from spending time in the beauty shop of my Granny, Jeannie Combs, to working at our family business, Gee Jay’s, where many of you may remember me as Emilee Cosby.
Today, I am married to my husband, Andrew Neal, and together we have two wonderful children, Dawson Thompson and Baylee Neal, both students at Livingston Central High School.
Like many families here, we stay busy with school events, sports, work, and everyday life.
Livingston County is home to us, and I care deeply about the future of our community.
Professionally, I bring hands-on experience that has prepared me for this role.
I spent more than three years as a Deputy Clerk in the Clerk’s Office, where I gained knowledge of the many duties and responsibilities of the office, including reporting daily usage to the state, title lien processing, and title transfers.
I was also selected to train on the county’s updated motor vehicle system, which gave me firsthand experience with the technology that helps keep the office current and efficient.
Another major responsibility of the County Clerk’s Office is overseeing elections.
I had the opportunity to play an active role in helping ensure smooth and accurate operations before, during, and after Election Day.
In my current position in the PVA Office, I have seen how closely these offices work together and how important accuracy and efficiency are in serving our citizens.
I have also managed budgets as County Treasurer, which has given me a strong understanding of responsibility and accountability when it comes to taxpayer dollars.
I understand the importance of managing funds responsibly and ensuring that excess fees are returned to Fiscal Court as required by law.
I also know that a portion of those excess fees can be used to support the employees who keep the office running daily.
Valuing and retaining good employees means making sure their pay reflects the important work they do.
If elected, my focus will be to keep the Clerk’s Office running smoothly, efficiently, and with professionalism and respect for every citizen.
I will protect and preserve important records, maintain secure and transparent elections, and continue improving services by expanding digital options, reducing wait times, and making everyday transactions easier for the people we serve.
At the end of the day, this campaign is not just about a position. It is about people.
I am running for County Clerk because I care deeply about this county, I believe in serving others, and I have the experience to do the job well.
