Reno Cop Watch This page was born out of compassion & empathy 4 impacted families dedicated 2 LEO accountability

Northern Nevada Cop Block is a non-violent, community based organization that is dedicated to protecting the citizens of Northern Nevada by recording police employees during their interactions with the public. We believe that this ensures a level of accountability among the employees of the local police department that is often non existent when cameras are not rolling. Our intention is not to ant

agonize, provoke or interfere with police, rather we believe that a higher level of vigilance will benefit all members of society including the police.

A community member called out a familiar pattern: Start conflict, abuse power, silence opposition then play the victim.

That pattern is visible in how public figures treat community critics.

Kirk referenced a 2022 Sheriff’s Office post where Eddie Lorton candidate for Mayor of Reno commented,

“He needs the smirk knocked off his face.”

That comment came while Kirk faced charges that have since been dismissed.
Now, as Kirk speaks out about Oliver Miller’s wife Tiffany’s remarks toward a community member and CPS, Lorton’s old words remind us how easily public discourse turns hostile when accountability enters the room.

When officials or their allies respond to criticism with aggression instead of transparency, it exposes the deeper issue: power protecting itself.

Reno Cop Watch stands with those documenting these patterns because accountability isn’t harassment, and criticism isn’t victimization.

We are stuck with Baby Darin Balaam for another 4 years in Washoe County. Voters in Esmeralda County voters have a choice. They deserve a sheriff who meets the basic standards of honesty, and who will uphold the constitution not violate it. As the race continues, here’s a reminder of the documented red flags surrounding candidate Michael A. Tulipat:

• Stolen Valor — Federal military records list Tulipat’s discharge as General (Under Honorable Conditions) for personality disorder. He continues to publicly claim an honorable discharge. That’s misrepresentation of military service, commonly referred to as stolen valor.

• Teen Confrontation Incident — Earlier this year, Tulipat confronted a 16‑year‑old, accused him of driving, and drove him around before releasing him. Community members described the incident as coercive and frightening.

• Pattern of Off‑Record Enforcement — Residents have reported incidents including the violent arrest of a local woman for calling former Sheriff Dondero a Felon.

• History of Lawsuits — Tulipat has filed multiple federal lawsuits over the years, all dismissed, raising questions about judgment and stability.

Voters deserve to know who they’re voting for!

Rolando Brizuela was shot and killed July 17, 2018 by 2 Sparks police officers, Brian N Sullivan and Eli Maile. Our Washoe DA Chris Hicks ruled the shooting justified, just like the other 40+ shootings by police since Hicks took office.

The city of Sparks settled the lawsuit in 2025 for $2 million. Nothing to see here folks 👀👀

DAILY REMINDER DO NOT VOTE FOR CHRIS HICKS

In Washoe County, District Attorney Chris Hicks plays both sides of the system. His office defends the county in lawsuits filed against the Washoe County Sheriff’s Office including cases brought by families harmed by deputies while he is also the one who rules those same shootings “justified.” One office protects the county from liability, then turns around and clears the officers involved.

LVMPD releases the names of cops who have shot a community member within 48 hours….Chris Hicks does years later

Police violence can devastate any family no one is immune.

Few people realize that even United States District Court (Reno) Judge Miranda Du experienced this tragedy firsthand. Her stepson, Lane Martin, was shot and killed by Portland Police Officer Gary Doran on July 30, 2019. Lane was in the middle of a mental health crisis and was running away when Officer Doran shot him nine times.

The City of Portland later settled with Lane’s family for $975,000.

Despite this, the City of Sparks, Nevada attempted to have Judge Du recused from the case Brizuela v. City of Sparks Police and from any future officer‑involved shooting cases.

So police departments in Washoe County can investigate themselves, but a federal judge with personal experience of police violence is somehow “too biased” to preside over a case? AND YES CHRIS HICKS JUSTIFIED THIS SHOOTING!

Judge Du rejected the recusal attempt.

Instead of doing the right thing settling quickly and honoring the family’s terms the City of Sparks chose to drag the Brizuela family through seven painful years of litigation.

On August 21, 2023, the Ninth Circuit Court of Appeals denied qualified immunity for Officers Brian Sullivan and Eli Maile.
In April 2025, the City of Sparks finally settled the lawsuit for $2 million.

Money is not justice! Any family who would give every penny back to have their love one ALIVE! No amount of money replaces a son, a brother, a partner, or a friend.

When the wife of a fired RPD command‑staff officer shows up in our comments calling community members “trash,” it tells you everything about the culture that protected misconduct inside this department for years.

Tiffany Peak Miller spouse of now former RPD Chief Oliver Miller, who was removed from command and fired after investigators uncovered falsified records, policy violations, and misconduct within the upper ranks decided to jump into our thread to insult a follower instead of addressing the real issue:

Her husband was part of the command staff under alleged criminal investigation by the AG’s office according to police union sources.

While she’s in the comments throwing around CPS gossip, the community is still waiting for answers about:

• Why records were falsified What is the extent of the investigation?
• What is the status of the alleged criminal investigation into Miller & others?
• What safeguards have been put in place to prevent future falsification of records.
• What dangers to the community were increased due to these falsifications.
• How many officers records have been falsified?
• What other possible crimes were committed by RPD staff

If Tiffany wants to comment on this page, she’s welcome to start by explaining:

How’s that criminal investigation into her husband’s role in the command‑staff scandal going?

It seems Tiffany may have taken more training as a hair stylist than her husband who was running a police department.

DAILY REMINDER DO NOT VOTE FOR CHRIS HICKS

Washoe County DA Chris Hicks uses his “Conviction Integrity Committee” as proof of accountability, but the structure shows a different motive. Hicks’ CIC is an internal panel he controls, lead by the head of the Washoe DA’s Appellate Division with no public reporting. It functions as an advisory group, not an independent safeguard.

Clark County’s Conviction Review Unit is the opposite model. Their CRU is a standalone unit with dedicated attorneys who operate separately from trial prosecutors, follow national best‑practice standards, and publish outcomes. They have the power to reinvestigate wrongful conviction claims and the independence to challenge their own office’s past decisions. Washoe County has never adopted those safeguards.

The difference is simple: Clark County built a system designed to find the truth. Hicks built a system designed to protect the office. When the same DA who prosecutes cases also controls the only mechanism to review them, there is zero hope for accountability!

This is Thomas Purdy. He was asphyxiated by Washoe County Sheriff’s deputies while in their CARE & custody.

His family was told he was “talking crazy” and then “suddenly stopped breathing.”
But the video doesn’t lie even if the agencies involved did.

He didn’t “suddenly stop breathing.” He was asphyxiated when four deputies got on his back and neck while he was hog tied. No one made any real attempt to save his life, not the deputies, or the jail medical staff.

No CPR.
No lifesaving equipment used, even though the jail had it. Just snapping fingers in his face and suggestions that he was faking.

This is what “accountability” looks like in Washoe County. The truth only comes out when we as a community refuse to stop asking.
