As per the DEC, information on some roads in our immediate area.
MEMORIAL DAY HOLIDAY WEEKEND 2019
Many seasonal access roads are open but due to the amount of snow received this winter and the amount of rain this spring, many remain closed.
Closed roads will reopen after the frost has thawed, the roads are dry, and any necessary repairs and maintenance are completed.
The lists below identify which roads are open and which remain closed.
Seasonal access roads are dirt and gravels roads that can be rough.
Roads may be narrow – use caution, drive slowly, and watch for oncoming vehicles.
Four-wheel drive SUVs, pick-up trucks, and other high clearance vehicles are recommended for driving on these roads this time of year.

NUISANCE BLACK BEAR IN THE VILLAGE OF SPECULATOR

The Department of Environmental Conservation is dealing with one or more nuisance black bear in the Village of Speculator.

Area residents should take the following steps to avoid attracting the bear to their homes.

· NEVER FEED BEARS INTENTIONALLY. Feeding bears intentionally is illegal and can result in a ticket. Bears that obtain food from humans will continue to seek food from humans and become nuisance bears.
· Remove all bird feeders;
· Keep garbage, grills, pet food, and bird seed inside a solid, secure structure (house, shed, garage, etc.);
· If grills cannot be secured, move grills away from houses and remove grease traps after each use;
· Put garbage on the curb the morning of collection, not the night before, and use bear-resistant trash containers;
· Close garage doors and ground-floor doors at night.

Anyone who sees a bear is asked to report it immediately to the DEC Ray Brook Dispatch at 518-897-1300.

The Village of Speculator is attempting to address this problem by putting out “bear cans” for garbage. They are expected to arrive in June and will be placed near the Pavilion/Ballfield.

The Adirondacks Speculator Region Chamber of Commerce, in cooperation with the DEC, Village of Speculator and Town of Lake Pleasant, will host its first “Bear and Wine Festival” Oct. 5 to raise bear awareness and raise money for more animal proof containers for the village.

Related to the last post - I (the clerk-treasurer) have Village water at my home. When downloading the readings, I have the opportunity to see the reading for my home. This reading was 12,000 gallons over the normal use for my two-person home. I messaged my husband who found a pinhole leak in the toilet in the upstairs bathroom. So from personal experience I can say that over a three month period a lot of water can be wasted with one small leak. If you feel your water use is high and you don’t know why, our Water Department can check for you. Of course, you’d have to get a plumber to fix it but we can usually find the source of the problem. Conserve our natural resources 💧

Water-wastewater customers - the Village will be mailing your May 1 bill in envelopes this time. It will contain your bill, the Annual Water Quality Report and a letter explaining justification for an increase to the base rates that will be applied to water used beginning May 1. The new rates will be in effect May 1, 2019.

The Planning Board scheduled for today - 4/23 - has been postponed due to a lack of a quorum. As there is business that needs to be addressed, the Board is attempting to reschedule to Tuesday next week.

Water-sewer customers - The Village will be reading meters beginning April 22nd for the May 1 billing. If you haven't paid your bill, please get it to us by the 23rd. Unpaid amounts will be removed from the accounts for relevy on April 24th. The relevy list is sent to the County by May 1 for the June 1 tax bill printing.

For our Water-Wastewater customers - It is almost time to relevy unpaid water-sewer bills to the tax bills. All those with outstanding balances will be counted in the relevy as of April 25 as the new bills will have to be printed for mailing. If you have a bill that remains outstanding, it will have to be paid by then so that it's not on your tax bill. The new bills will be out on May 1 and past due amounts will not be accepted after April 25.
The tax bills will come out on June 1.

For those who use a billpay named doxo.com - I've been getting emails from some of my colleagues referring to doxo.com which apparently is a billpay service. If you use them to pay the Village for anything, please be aware that they will say they have taken the money out of your account and it was sent on certain dates - what they don't say is that it could be weeks before your vendor receives the money. Municipalities are bound by law to only accept payments on or prior to the due date or by postmark which has to be on or by the due date. We cannot accept the check date!!

Reminder - a lot of voters on the Town of Lake Pleasant voter list do NOT have their actual physical address on the list. It is my job - as Clerk - to do a voter list for the Village election from that list. I know a lot of people but there are some that are questionable because the physical address isn't on the list. Visit the Hamilton County Board of Elections at your earliest convenience to make sure your physical address is up to date!! Also if you have had a death in the family or have moved out of the area, make sure the Board of Elections has that information. You can message me to ask what the list shows. Thank you!

For those not here in downtown Speculator, the power is out in the Village and I'm not sure whether it was just our generator here at the office or not but it may have gone off and on a few times before staying off. I don't know how widespread the outage might be at this point but will check with the National Grid website.

For those traveling today (1/24), Route 8 is slushy and ponding water from the western Village line to the Village office so be careful if you have to be out and about. Lake Pleasant and Wells schools are closed. The parking lot at the Village Hall is icy and slushy in spots. The Sheriff's dispatch just said on the scanner that Route 30 in Wells is flooded and it was just reported that the northbound lane in Hope - in an area I didn't hear - is also flooding. Be safe!

General information

Speculator is a village in Hamilton County, New York, United States. The population was 324 at the 2010 census. Speculator is the only incorporated village within Hamilton County and is within the town of Lake Pleasant. The village includes the northeastern end of Lake Pleasant. The local inhabitants sometimes refer to the village as the "Four Corners," referring to the intersection of NYS Route 8 and NYS Route 30 in the middle of the business district. Speculator is within the Adirondack Park. The Village is an equal opportunity provider and employer.
