May 28, 2026 Spencer Police Department responded to a call for service in the City limits regarding possible animal cruelty.
SPD officers arrived and observed a dog outside of a home trapped in a small cage with deteriorated cover, no water, no food.
The dog was laid over on his right side with his tongue hanging out of his mouth struggling to breathe with each short breath. His eyes open but was unable to see due to the infections and discharge.
It was clear he had suffered for months and at that time had severe weight loss where his ribs, spine, and hip bones stuck out very far with no body fat and major loss of muscle.
After spending some time with the dog he was able to stand momentarily but it was obvious his condition was severe.
Recognizing this dog needed immediate assistance to survive, SPD took action immediately resulting in one individual criminally charged with TN TCA 39-14-202 Cruelty to Animals as well as immediate removal of the dog.
I Chief Scott Garing, would like to thank the person(s) (wish to remain anonymous) who SPD partnered with whom accepted the call when you did not have to and saved this dog’s life. Thanks to your generous heart, willingness to act, going above and beyond for him, today he is so happy and vibrant and perfect and will never suffer again.
