It’s hot today in Spokane.

Over the weekend, I was honored to contribute a joint op ed with Dr. Brian Henning from to the in support of the “renters’ right to cooling” ordinance that is co-sponsored with .sarahdixit and .

https://www.spokesman.com/stories/2026/may/24/paul-dillon-and-brian-g-henning-ordinance-vital-to/

An excerpt:

“Some raise concerns about costs or housing affordability. These concerns deserve attention, but they cannot justify inaction in the face of lethal risk. The ordinance explicitly encourages partnerships, rebates and incentives to help property owners invest in efficient cooling solutions that reduce long-term energy costs. This is not anti‑housing policy; it is smart, forward‑looking housing policy.

The memory of the 2021 heat dome should not fade into a cautionary footnote. It should guide our choices. Those who died five years ago did not have the protections this ordinance would provide. We cannot change that – but we can honor their memory by ensuring that future summers do not exact the same toll.”

We hope you will join us in support as this ordinance moves through the legislative process in June.

District 2: Reminder of the Coffee with Council with Council Member Telis and Councilmember Paul Dillon

Yesterday, was a sacred day. I had the honor to attend the groundbreaking of the ‘s new 2-acre campus along the Spokane River in the West Hills neighborhood. It was an absolute joy to watch the traditional root digging stick called a picha to mark the moment for the new school and cultural center building: “Sʔamtícaʔ Iʔ snmamáyaʔtns” (Sam-teet-sa Ees-sem-ah-mai-eh-tens) in honor of the co-founders beloved teacher.

Many hands made this happen from federal, state, city funds and community members donating. The land itself is a reparations gift from Catholic Charities of Eastern Washington after decades of language and lives taken away at Indigenous boarding schools.

Sʔamtícaʔ’s granddaughter put it best: “It doesn’t cost anything to be nice. You never know what anyone’s going through, so just be nice.”

I can’t wait for enrollment in the fall of 2027 and what the future holds for students.

COUNCIL RECAP: For our boards and commission appointments, we unanimously approved Justin Ackerman to the Ombuds Commission.

We held a hearing and approved design flexibility for small businesses in Planned Unit Developments and approved contract funding for legal services to support ongoing litigation against the City of Spokane.

We approved several grants including funding from the Department of Health which will be passed through to the Spokane Regional Health District for an emergency streets fund to support signage and visibility for safer streets as well as a Department of Commerce grant for building the new Spokane Police Department training academy. All passed unanimously.

A big vote of the night was a resolution to approve our preferred growth alternative maps. There was some confusion as to whether this represented a final vote or why were we passing legislation in the midst of our Comprehensive Plan review? The resolution points the direction of how we accommodate land capacity and zoning changes for the next stage of environmental review and a more focused approach to a final plan. This is critical as we work to adopt a Comprehensive Plan that will guide growth for the next two decades in Spokane. The resolution passed 6-1 with CM Cathcart voting no.

We also approved a resolution co-sponsored by CP Wilkerson and myself for recommending “Opportunity Zones” that would be federally designated areas that need additional federal grant investments that are low-income census tracts. For District 2, this was most of East Central and lower Cliff Cannon near by Interstate 90.

For open forum, we heard commentary about Poetry at the Podium, literacy and a community library in Chief Garry, lane reductions, speeding and jail conditions.

Just a reminder: No legislative meeting next Monday with Memorial Day and our next meeting will be June 1st. That’s it for now, thanks for reading!
