Flock camera technology currently claims not to have facial recognition technology on the camera models currently deployed in Springdale. However, it is unclear if that is a hardware limitation or simply would require a software upgrade to add facial recognition capability to the streets and neighborhoods of Springdale.

Though not yet in Springdale, these are very real concerns in other communities in the US. You may not be opposed to facial recognition being used for immigration enforcement...but consider the possibilities.

What future laws might be passed that will pave the way for people who look like you, think like you, worship like you, refuse to wear a mask, etc to be targeted and tracked with such technology?

Here's a good article on a city that has discontinued use of their Flock cameras despite still being under contract with Flock Safety through November.

The article reads in part "Officials clarified that the city's decision was based on the increased risk of liability, the risk to public safety from potential misuses of the cameras, and the system's strain on city resources."

👁 If you travel far enough West on Don Tyson Parkway, this camera captures the time you passed as well as your tag and unique vehicle identifiers (make, model, color, stickers, etc).

The City of Springdale has leased 10 Flock Safety license plate reader cameras. We found this one at the intersection of I-49 and Don Tyson Parkway.

📊 How much is Springdale spending on Flock Safety technology?

At the July 22, 2025 City Council meeting, Springdale approved a three-year contract with Flock Safety for 18 camera units. These include:

• 10 Falcon license plate reader cameras
• 8 Raven PTZ video cameras

The approved contract costs the city $177,600 per year, for a total of $532,800 over three years.

It is not yet clear how many of the 18 devices are currently installed or fully operational.

This page will continue gathering and sharing verified information so residents can understand what technologies are being used in our community, what they are designed to collect, and how much they cost.

📚 Context for Springdale residents following the discussion about our city’s new Flock Safety cameras

Last week, Mayor Sprouse released a statement explaining that Springdale Police are not involved in immigration enforcement, and that the department would assist federal agencies only if called on to do so.

This post adds context from another city that has used a similar Flock Safety system.

In Richmond, Virginia, the police department had a written policy that prohibited the use of its Flock license plate reader system for immigration enforcement. Even so, a federal analyst with access to the system used it during an investigation involving escapees from an ICE detention facility in Farmville, Virginia. Richmond leaders learned about the immigration-related searches after an alert and audit. They then ended federal access to their system.

This example matters for Springdale because it shows how Flock data can be used by outside agencies even when the local police department is not participating in immigration enforcement. This is not a prediction about Springdale. It simply shows why access policies and auditing are important once these systems are connected to broader networks.

The goal of this page is to provide verified information from public sources so residents can understand how these technologies work and what questions we may want to ask here at home.
