Yesterday, City of Saint Louis Water Division, in collaboration with the Recovery Office, unveiled the Tornado Recovery Water Affordability Plan to help residents get back on track with past-due water bills.

Across tornado-impacted neighborhoods, 4,164 accounts are currently behind on their water bills, representing about $4.34 million in outstanding water debt. Some of these balances began during the COVID-19 pandemic and were further exacerbated by the May 16 tornado, which added a significant financial burden for families. During that time, the Water Division issued a moratorium, meaning it would not shut off water for households that fell behind on their payments. The Water Division will now begin addressing delinquent accounts, and the Tornado Recovery Water Affordability Program will help households that may need additional support.

Residents may be eligible for a 50% rate reduction through December 2028, a 50% retroactive disaster credit, a 100% disaster credit, or a waiver of turn-off/reconnection fees. Other relief programs are also available, and impacted residents are encouraged to call 314-771-2255 or visit stlrecovers.com (https://tornadorecovery.stl.gov) for more information.

I’m very proud to join my staff for this month’s Mayor’s Community Service Day in the Greater Ville neighborhood! My office hosts these events each month where we leave City Hall, and head out into the community!

Friday, we cleaned the streets, bus stops, and sidewalks around Hickey Elementary, ensuring students have a safe path to school. We also brightened the area by painting crosswalks and street planters and adding fresh plants.

This back-to-school cleanup means so much to me, and I’m deeply grateful for my staff and all the dedicated city employees working together to improve this amazing community.

Today we celebrated the work of Habitat Saint Louis and other incredible partners who will be building 40 new homes in North St. Louis! This $17 million project is helping lay the groundwork for a brighter future for our city.

The City of St. Louis is proud to be a partner in this effort. Through the Land Reutilization Authority and the work of the St. Louis Development Corporation - SLDC, we have been able to help put vacant and underutilized property back to productive use.

This is collaboration in action. Financial institutions, nonprofits, and passionate community organizations coming together to create real opportunity for St. Louis.

The City of St. Louis wants tornado-impacted residents to be able to live in homes that are safe, sanitary, and functional. To support that goal, the City has launched a unique Home Repair Program intended to be a step toward recovery for eligible residents.

To help clarify the details of the program, we've added Frequently Asked Questions (FAQs) to our website (link in post). We'll continue to update the FAQs with more questions (and answers) as they arise.

Here's a sneak peak with more details available on the website:

Who is eligible for the program?
Answer: You must be the property owner, your property must have been damaged by the tornado, you must have been the property owner at the time of the tornado, and you must have applied to the program by the cut-off date (February 28, 2026).

How much money will be spent on my house?
Answer: Each house will receive a maximum of $50,000 of work, but many houses do not require the full amount to make the home safe, sanitary, and functional.

What does safe, sanitary, and functional mean?
Answer: Safe: The building is weather-tight, ensures safe entrance/exit, and water damage and mold are addressed. Sanitary: The home is free from health hazards. Functional: The kitchen, bathroom, and utilities operate properly.

Can I stay in my house while repairs are being done?
Answer: No, residents may not stay in the house while repairs are being done. Residents will have ample time to remove any belongings they don’t wish to leave behind and they will sign paperwork giving workers permission to enter their home. Some residents may qualify for temporary relocation or moving assistance.

What if I don’t like the quality of the repairs?
Answer: City of St. Louis officials will inspect the work. If the work does not meet quality standards, the contractors will be asked to fix the work. The home owner will be asked to sign paperwork acknowledging that the repairs stated in scope are complete and meet program standards.

Will my home be fully repaired through the program?
Answer: Most homes will not be fully repaired through the program. The program is one step on the road to recovery and we anticipate that additional work may be desired (eg: painting, fixtures, updates).

What if I’m on the waiting list?
Answer: We expect to announce additional details in October about the next phase of the program.

Recovery Office staff and Board of Aldermen elected officials attended a private working session today with senior leaders from New Orleans who were instrumental in Hurricane Katrina recovery. We dove into lessons learned on long-term recovery, neighborhood revitalization, equitable redevelopment, and building community trust. The insights and open conversations were invaluable as we explore how New Orleans’ experience can shape STL’s path forward.

Following the Mayor’s recent trip to DC, FEMA has approved $2.9 million for Disaster Case Management, which means more resources and vital support for tornado recovery efforts.

This new funding, along with the Rams Settlement announced earlier, marks a major milestone in rebuilding and strengthening our community. Starting August 1, FEMA funding will help us continue delivering disaster case management services to those in need. Thanks to this support, United Way of Greater St. Louis, in partnership with the Salvation Army, Catholic Charities, LifeWise, and HOPE, will provide expert guidance and support from experienced professionals to help our community recover and rebuild.

Special thanks to Senator Eric Schmitt and his staff for joining the Mayor in advocating for North St. Louis and helping us move forward together!

This week, the iconic building that uniquely followed the curve of Fountain Avenue in the Fountain Park neighborhood is being demolished. Built in 1897, this incredible building has been referred to by many as an "architectural gem," even notably recognized in 1979 architectural surveys for its state-level cultural and historical importance.

After sitting vacant for 10+ years and made worse by last year's tornado, it is with sadness that this building is demolished. As we gradually make strides on visual progress, we hold this building in our hearts as we make way for new projects through community-led neighborhood plans.

The Board of Estimate and Apportionment approved the first $2.5 million allocation from the City's Rams settlement funds dedicated to tornado recovery! The funding, authorized through Board Bill 22, supports the removal of hazardous trees, stumps and damaged sidewalks that are not eligible for FEMA reimbursement.

This work has begun and we expect it to be completed during the fall. This will allow neighborhood residents to see additional visible progress while we continue our ongoing demolition, home repair and debris removal efforts.
