Q: Who can vote in the Republican runoff election?
A: Registered voters who voted in the Republican preferential primary (March 3).
Those who did not vote at all.
Q: What is crossover voting?
A: Voting Democrat in a preferential primary and then voting Republican in the primary. (Or vice-versa) That is illegal.
Q: Can I vote for candidate X in the preferential primary and change my vote to candidate Y in the primary?
A: Absolutely.
Note: The reason for a runoff is that some candidates who were on the ballot in the preferential primary are not on the ballot in the primary. Obviously if one voted for candidate X in the preferential primary and that candidate is no longer on the ballot, the vote has to be for someone else on the ballot. The runoff is for the purpose of electing the Republican candidate to send to the General Election in November.
