Council Meeting July 15, 2026
The Troy City Council met in regular session on Wednesday July 15, 2026, at 6:00 p.m. at Troy City Hall. The meeting was called to order by Mayor Micheal Brissett. Mayor Micheal Brissett and Council members, Stan Ruhnke, Kohlbe King, Duane Weishaar, and Darren Clary answered roll call. Council member Cody Miller was absent. City Clerk Jim Richardson, Chief of Police Mark Allan, City Attorney Alan Boeh, Working Supervisor Jim Horner, Joe Haden, John Peden, and Clint Peden were also present.
The consent agenda was submitted consisting of the council meeting minutes of July 1, 2026; Bills as Listed: AP CKS 128233 thru 128262 in the amount of $93,374.30.
Motion was made by Stan Ruhnke, second by Duane Weishaar to approve the consent agenda as submitted. Vote unanimous with those Council members present. Motion carried.
Resolutions of finding reviews were held for resolution 2024-35, 323 S. Main Street, Clint Peden. Discussion followed with the City Council, and property owner present.
Motion was made by Stan Ruhnke, second by Duane Weishaar to extend resolution 2024-35, 323 S. Main Street, Clint Peden for 90 days. Next review will be at the November 18, 2026, Council meeting. Vote unanimous with those Council members present. Motion carried.
Clint Peden addressed the Council concerning his pending court case and state statutes and ordinances regarding the case. Mayor Micheal Brissett informed him that he would have to address the matter in court not in a City Council meeting.
Chief of Police Mark Allen presented the Council with a dangerous or unsafe structure complaint for 720 E. Poplar Street. Discussion followed.
Joe Haden from Last Chance Saloon addressed the Council concerning closing half of Main Street between Walnut and Chestnut for the purpose of having a beer garden and street dance on September 12, 2026, from 5:00 p.m. to 12:00 a.m. Discussion followed.
Motion was made by Darren Clary, second by Kohlbe King to close half of Main Street between Walnut and Chestnut for the purpose of having a beer garden and street dance on September 12, 2026, from 5:00 p.m. to 12:00 a.m. Vote unanimous with those Council members present. Motion carried.
The Council discussed the following items with Working Supervisor Jim Horner: Trees that need to be cut out of power lines; KMEA pole project.
The Council discussed the following items with City Attorney Alan Boeh: Application by the City of Troy, Kansas for approval of a proposed amendment to City of Troy Zoning and Subdivision Regulations.
Motion was made by Duane Weishaar, second by Kohlbe King to authorize Mayor Micheal Brissett to sign the Application by the City of Troy, Kansas for approval of a proposed amendment to City of Troy Zoning and Subdivision Regulations. Vote unanimous with those Council members present. Motion carried.
The Council discussed the following items with City Clerk Jim Richardson: Fireworks Show for July 4, 2027 celebration that will be held on July 3, 2027.
The Council discussed the following items: Getting proposals for roofing and putting gutters on the city building at 405 S. Main Street; Erosion control on Locust Street.
There being no further business, motion was made by Stan Ruhnke, second by Duane Weishaar to adjourn the meeting. Vote unanimous with those Council members present. Motion carried. The meeting adjourned at 7:40 p.m.
