Tipster Helps Authorities Capture Featured Fugitive in Marble Falls

AUSTIN – Texas Department of Public Safety (DPS) 10 Most Wanted S*x Offender Victor Ramos Jr. – who was this month’s Featured Fugitive – is back in custody after being captured in Marble Falls last weekend. An increased Texas Crime Stoppers reward will be paid for his arrest.

Victor Manuel Ramos Jr., 19, was taken into custody on June 21, 2026, by the Marble Falls Police Department at a business in the area after following up on tip information. DPS Criminal Investigations Division (CID) Special Agents assisted in the investigation.

In April 2025, Ramos was convicted in Burnet Co. of s*xual assault of a child and indecency with a child by s*xual contact following an incident with a 16-year-old girl. He was given 10 years of probation. Ramos had been wanted out of Llano Co. since Aug. 15, 2025, for failure to comply with s*x offender registration requirements. On Aug. 21, 2025, a warrant was also issued out of Burnet Co. for his arrest for a probation violation, stemming from his original charges from April 2025. Horseshoe Bay Child Predator Named Featured Fugitive for June
June 3, 2026

AUSTIN – Texas 10 Most Wanted S*x Offender Victor Ramos Jr. – a child predator with ties to Llano and Burnet counties – is this month’s Featured Fugitive. The reward for information leading to his arrest is increased to $4,000 during June if the tip is received this month.

Bloods Member on Most Wanted List Captured in Austin

AUSTIN – Texas 10 Most Wanted Fugitive Devonshae Aikeis Fisher is back in custody after being captured in Travis Co. on Thursday. A Texas Crime Stoppers will not be paid for his arrest.

Devonshae Aikeis Fisher, 32, a documented Bloods gang member, was taken into custody on May 21, 2026, near MoPac Expressway and 45th Street in Austin after a brief vehicle pursuit. The pursuit began along the MoPac Expressway after Fisher refused to stop for Austin Police Department (APD) officers and Texas Highway Patrol (THP) Troopers who tried to conduct a traffic stop on his vehicle. Members of the Federal Bureau of Investigation (FBI) Safe Streets Taskforce (SSTF), including a Texas Department of Public Safety (DPS) Criminal Investigations Division (CID) Special Agent and a Williamson Co. Sheriff’s Office Deputy, assisted in the investigation.

Fisher had been wanted since July 2024 for violating his parole from a past conviction for unlawful possession of a firearm by a felon. Additionally, in March 2025, warrants were issued out of McClain Co., Okla., for his arrest for bail jumping and failure to appear for acquiring proceeds from drug activity.

In 2012, Fisher was convicted of possession with intent to distribute co***ne base and sentenced to 30 months in federal prison. In 2021, Fisher was convicted in Bexar Co. of unlawful possession of a firearm by a felon and sentenced to five years in prison. He was released on parole in April 2023. Northeast Texas Most Wanted S*x Offender Captured in Mexico

May 15, 2026

AUSTIN – A Texas Department of Public Safety (DPS) 10 Most Wanted S*x Offender is back in custody after being located in Mexico. A Texas Crime Stoppers will not be paid for his arrest.

Kit Edward Lulow, 42, was spotted living and hiding out in Nuevo Progreso, Mexico – that’s just over the border from Progreso, Texas, in Hidalgo Co. Working off investigative information, the U.S. Marshals Joint East Texas Fugitive Task Force coordinated Lulow’s capture, and he was turned over to the Texas Rangers at the Progreso Port of Entry and booked into the Hidalgo Co. Jail on May 7, 2026. DPS Criminal Investigations Division (CID) Special Agents from Texarkana also assisted in the investigation.

In 2008, Lulow was convicted in Oregon of r**e, s*xual abuse and so**my following incidents with a 13-year-old girl. He was subsequently sentenced to 75 months in prison. Between 2014 and 2019, Lulow was arrested multiple times in Oregon for violating his parole. In February 2026, he was arrested in Marion Co., Texas, for unlawful possession of a firearm by a felon and possession of child po*******hy. He soon bonded out of jail, left Texas and took off into Mexico.

Lulow was also wanted out of Cass Co. since February 2026 for failure to comply with s*x offender registration requirements. Additional warrants were issued in April 2026 by the U.S. District Court, Eastern District of Texas, for possession of child po*******hy and possession of a firearm by a felon. Collin Co. Capital Murder Suspect Named Featured Fugitive for May

AUSTIN – Texas 10 Most Wanted Fugitive Hassan Haitham Muhsen is this month’s Featured Fugitive. The reward for information leading to his arrest is increased to $6,000 during May if the tip is received this month. The U.S. Marshals Service is also offering an additional reward of up to $5,000 for information leading to Muhsen’s arrest.

Hassan Haitham Muhsen, 20, from Frisco, has been wanted out of Collin Co. since April 24, 2026, for capital murder, after cutting his electronic ankle monitor off and fleeing from the area. The capital murder charge stems from his alleged involvement in a robbery/shooting incident that occurred in McKinney in January 2025. Following his arrest, he was released from jail on a $1 million bond. Muhsen’s criminal history consists of arrests for unlawful carrying of a weapon, manufacture/delivery of a controlled substance, possession of a controlled substance and capital murder by terror threat/other felony.

East Texas S*x Offender Named April’s Featured Fugitive

April 2, 2026

AUSTIN – Texas 10 Most Wanted S*x Offender Jacarlos Mark is this month’s Featured Fugitive. The reward for information leading to his arrest is increased to $4,000 during April if the tip is received this month.

Jacarlos Leroy Lee Mark, 40, from Lufkin, has been wanted by the Lufkin Police Department since December 2025 for failure to comply with s*x offender registration requirements. Another warrant for his arrest was also issued out of Angelina Co. on March 27, 2026, for failure to appear (possession of a controlled substance). In 2003, Mark was arrested for s*xually assaulting a 15-year-old child and was later sentenced to serve seven years for the crime. He also has past convictions for engaging in organized criminal activity and manufacture/delivery of controlled substances. Mark was discharged from the Texas Department of Criminal Justice (TDCJ) in May 2021.

Mark is 6 feet 2 inches tall and weighs about 240 pounds. He has numerous tattoos on his neck, chest, abdomen, both arms and both legs. DPS Captures Most Wanted S*x Offender from Nueces Co. in Kyle

March 31, 2026

AUSTIN – The Texas Department of Public Safety (DPS) announces the capture of another Texas 10 Most Wanted S*x Offender, Kenneth Hiner, who was arrested in Hays Co. last week. A Texas Crime Stoppers reward will not be paid for his arrest.

Kenneth O’Brien Hiner, 31, was taken into custody at a residence in Kyle on Friday, March 27. Working off investigative information, DPS Criminal Investigations Division (CID) Special Agents and Texas Highway Patrol (THP) Troopers located and arrested Hiner.

In 2013, Hiner was arrested by the Naval Criminal Investigative Service for s*xual assault and abusive s*xual contact – assault. He was found guilty and sentenced to nine months in a military detention facility and received a bad conduct discharge. Since 2015, Hiner has been arrested on three separate occasions for failure to comply with s*x offender registration requirements. Hiner had been wanted since January 2026 out of Nueces Co. for failure to comply with s*x offender registration requirements. Reward Paid in Tip Leading to Child S*x Trafficker’s Capture in Houston

March 31, 2026

AUSTIN – The Texas Department of Public Safety (DPS) announces the capture of Texas 10 Most Wanted Fugitive Justin Statum, a documented gang member from Houston and convicted child s*x trafficker who was arrested in Harris Co. last week. A Texas Crime Stoppers reward will be paid for his arrest.

Justin Ramon Statum, 27, a documented Bloods gang member, was taken into custody at a motel on the north side of Houston on Thursday, March 26. Texas Department of Public Safety (DPS) Criminal Investigations Division (CID) Special Agents assigned to the Texas Anti-Gang (TAG) Center’s Violent Crimes Unit in Houston, along with Texas Highway Patrol (THP) Troopers and members of the U.S. Marshals Gulf Coast Violent Offenders Fugitive Task Force, located and arrested him using information from the tip.

In September 2021, Statum was convicted of compelling prostitution of a person under 18 and trafficking a child to engage in s*xual conduct following incidents with a 14-year-old girl and a 16-year-old girl. He was subsequently sentenced to six years of confinement in a Texas Department of Criminal Justice (TDCJ) prison. Statum was discharged from TDCJ in January 2025 and is now required to register as a s*x offender on an annual basis for life. Statum had been wanted since October 2025, after a warrant was issued for his arrest out of Harris Co. for aggravated robbery with a deadly weapon (handgun). San Antonio Gang Member Added to 10 Most Wanted List

AUSTIN – The Texas Department of Public Safety (DPS) announces the addition of Jamie Nicholas Wilson – a confirmed Black Gangster Disciple Nations gang member – to the Texas 10 Most Wanted Fugitives List. Texas Crime Stoppers is now offering a reward of up to $5,000 for information leading to his arrest. All tips are guaranteed to be anonymous.

Jamie Nicholas Wilson, 36, from San Antonio, has been wanted for a parole violation by the Texas Board of Pardons and Paroles since June 10, 2025. Two days later, another warrant was issued for his arrest out of Bexar Co. for tampering with an electronic monitoring device.

In 2017 and 2019, Wilson received multiple convictions for possession of a controlled substance. In 2021, he was convicted of assaulting a pregnant woman and subsequently received four years of probation. In November 2022, Wilson’s probation was revoked, and he was sentenced to four years of confinement in a Texas Department of Criminal Justice (TDCJ) facility.

Former Texas 10 Most Wanted Criminal Illegal Immigrant Sentenced to 38 Years for Child S*x Abuse

AUSTIN – Former Texas 10 Most Wanted Criminal Illegal Immigrant Jose Miguel Zelaya-Ponce will spend nearly four decades behind bars following his recent sentencing in Harris Co. The now 22-year-old Honduran national was found guilty on enhanced charges of continuous s*xual assault of a child and sentenced to 38 years in prison on Jan. 13, 2026.

In July 2024, the Texas Rangers received information from Border Patrol about a possible human smuggling case involving a female driver and two passengers – a male juvenile and an 11-year-old pregnant female – in Sierra Blanca. During the Texas Rangers’ investigation, the driver admitted she was in the country illegally with her two sons – the male juvenile passenger and another older son living in Houston who was identified as Jose Miguel Zelaya-Ponce. It was discovered that Zelaya-Ponce had impregnated the 11-year-old female passenger. The female driver was arrested for human smuggling of a minor under the age of 18, and a warrant for Zelaya-Ponce’s arrest was issued out of Harris Co.

The next month, in August 2024, Zelaya-Ponce was added to Texas’ 10 Most Wanted Criminal Illegal Immigrants List and was captured on Aug. 23, 2024, by Texas Department of Public Safety’s (DPS) Criminal Investigations Division (CID) Special Agents assigned to the Texas Anti-Gang (TAG) Center in Houston, along with Texas Rangers and Texas Highway Patrol (THP) Troopers. In the months following Zelaya-Ponce’s capture, DNA testing confirmed Zelaya-Ponce was the biological father of the young female victim’s child. Upon further investigation, law enforcement also learned that the young female victim had been living with Zelaya-Ponce in Houston and experienced continuous s*xual abuse. Zelaya-Ponce was ultimately convicted in Harris Co. for continuous s*xual assault of a child on Jan. 13, 2026, and sentenced to 38 years of confinement in a Texas Department of Criminal Justice (TDCJ) prison.

Cases like this highlight the importance of collaborative investigative work between DPS and our partner law enforcement agencies. The department would like to specifically thank Homeland Security Investigations (HSI), U.S. Border Patrol (USBP) and the University of North Texas Center for Human Identification for their dedication and support in bringing justice to the female victim in this case.
