Southcentral Alaska's natural gas system is entering a period of significant change. As Cook Inlet production declines, utilities, producers, policymakers, and other stakeholders are working to identify both near-term and long-term solutions to help maintain reliable, affordable energy for our region.

What's underground? You might be surprised!

Beneath neighborhoods across Southcentral Alaska is a network of underground infrastructure that helps keep our communities running every day. That can include:

🟨 Yellow — Natural Gas
🟥 Red — Electric
🟧 Orange — Communications
🟦 Blue — Water
🟩 Green — Sewer

You may not see these utility lines, but even a simple home project can put them at risk.

Before planting a tree, installing a fence, building a garden or starting any project that disturbs the ground, contact Alaska811 at least two business days before you dig. Locates are free, and utilities will mark the location of their underground facilities so you can dig safely.

Who's responsible for Alaska's natural gas supply? Here's a simple breakdown.

▪️Natural gas producers explore for and produce natural gas. They decide where to invest and whether to enter into long-term supply contracts.

▪️ENSTAR purchases natural gas from producers and delivers it through more than 3,800 miles of distribution pipeline to homes and businesses across Southcentral Alaska. ENSTAR does not mark up the cost of natural gas. We do not produce natural gas, own gas reserves, or set producer prices. By law, we have a responsibility to provide safe and reliable natural gas service to our customers.

▪️Glenfarne is developing the Alaska LNG Project, including the proposed North Slope pipeline and LNG infrastructure. ENSTAR is a prospective customer for future gas supply, not an owner of the project.

▪️The Regulatory Commission of Alaska (RCA) reviews ENSTAR's rates and must approve major natural gas supply agreements before they take effect.

▪️The Alaska Legislature establishes state laws and considers proposals affecting major energy projects, including issues related to permitting, taxation, and state participation.

Why is this conversation happening now?

For more than 60 years, Cook Inlet has supplied 100% of the natural gas that heats homes and businesses across Southcentral Alaska.

Today's challenge isn't simply whether natural gas exists underground. It's that utilities can no longer secure the long-term, firm natural gas supplies needed to reliably serve customers as existing contracts expire and Cook Inlet production declines.

That's why you're hearing more about natural gas this year, including during the Alaska Legislature's special session. Decisions about Alaska's energy future take years to implement, and planning can't wait until supplies become unavailable.

As ENSTAR President John Sims recently told the Alaska State Legislature, "We see a serious, serious challenge in the next three to five years."

That's why ENSTAR is pursuing multiple strategies at once, including working with Cook Inlet producers, expanding natural gas storage, promoting conservation, preparing for LNG imports as a near-term solution, and supporting the Alaska LNG Project as the long-term opportunity to return Alaska's own North Slope natural gas to Alaskans.

Before you grab a shovel this summer, here's something worth knowing: more counts as digging than most people realize.

Under Alaska law, any activity that moves or displaces earth, rock, or other material, at any depth, requires a locate first. That includes:

🌿 Planting or removing a tree or shrub
📬 Installing or removing a fence, mailbox, or deck
🚗 Grading a driveway or leveling a lot
⛏️ Driving or removing stakes or rebar into the ground
🌱 Breaking ground for a garden bed

Underground gas, electric, phone, and cable lines run through neighborhoods across Southcentral. A shovel, an auger, or even a metal stake can damage a line you didn't know was there.

The fix is free and takes about five minutes. Contact Alaska811 at least two business days before you start. Crews will mark your lines at no cost, and you'll know exactly where it's safe to dig.

Why import LNG when Alaska has natural gas? It's one of the questions we hear most often.

The Alaska LNG Project is the only proposed project that would return Alaska's own North Slope natural gas to Alaskans while creating the commercial scale needed to support an 800-mile pipeline. But projects of that size take years to permit and build. As Cook Inlet production declines and existing contracts expire, utilities also need a reliable near-term solution to maintain dependable service.

Before pursuing LNG imports, ENSTAR and the Railbelt utilities spent years evaluating every realistic option, including additional Cook Inlet production, trucking LNG from the North Slope or Canada, and renewable and emerging energy technologies.

Here's why those options aren't enough on their own:

• Cook Inlet producers can no longer commit the long-term firm supply utilities need.

• Trucking LNG would require approximately 53 tanker truck deliveries every day during a typical winter, making it impractical at the scale Southcentral Alaska requires.

• Emerging technologies are promising, but they won't be available soon enough to address the near-term supply gap.

That's why utilities are pursuing two paths at the same time: LNG imports as the most viable near-term solution while continuing to advance the Alaska LNG Project as the long-term solution to return Alaska's own natural gas resources to Alaskans.
