AR 600–8–19, “Enlisted Promotions and Demotions,” has been updated to include additional guidance on promotion eligibility and maintains the requirement that all promotion/demotion actions be submitted by initiating a personal action request (PAR) in IPPS-A. Failure to initiate a PAR in IPPS-A for a Suspension of Favorable Personnel Actions (SFPA) Flag does not affect the Soldier’s non-promotable status if a circumstance exists that required imposing a SFPA Flag under the provisions of AR 600–8–2.

Units should only attach documents that are required for transactions to streamline workflows and enhance overall efficiency.

Attaching a Leave and Earnings Statement (LES), DA 31, or Army Combat Fitness Test (ACFT) documentation to an Absence request, or a DA 4187 to a Personnel Action Request (PAR), for example, is not required.
