National Black State Troopers Coalition The NBSTC is a law enforcement organization fostering Justice, Knowledge and Pride in its membership through networking, training & community service.

The N.B.S.T.C. is the largest network of black state troopers in the world. Our intent is to encourage membership to become active participants in every aspect of their state’s Highway Patrol, State Police and law enforcement agencies. We are also involved in our communities. We exist to network, train and serve our communities.

This Thanksgiving season, our Louis Bryant Chapter of the National Black State Troopers Coalition stood tall in service—distributing turkeys and food to families across Arkansas. With hearts full of gratitude and hands ready to serve, our Arkansas State Police troopers honored the legacy of unity, compassion, and commitment to those we are sworn to protect.

From patrol to pantry, we remain dedicated to uplifting our neighbors—not just in times of need, but in every season of life.

Most would agree that our 40th anniversary symbolizes love, passion, and qualities that reflect the endurance and depth of the National Black State Troopers Coalition’s 40-year journey toward networking, training, community service, and unity. This year’s conference was a true tribute to the fire that continues to burn brightly after four decades!

We extend our gratitude to President Chrystal Carter-Savage (MD) and the members of our Board of Directors: VP Rickey Hargis (DE), Secretary Valerie Glesco (TX), Treasurer Matin Dunlap (MD), Financial Secretary Duane Burton (CO), and Palimantrain Cedric Rembert (WI). Your dedication and service to our membership are deeply appreciated.

To our host and conference honoree, Stacy Forest (GA), and the men and women of the Georgia State Patrol, your southern hospitality has once again exceeded our expectations.

On Sunday morning, August 10, 2025, we received the sad news of the passing of our colleague and dear friend, Randy Howell of Connecticut.

Randy was frequently mentioned during our conference this past week.

As our photographer, he captured our cherished memories for many years.

NBSTC membership, meet me at the throne of grace and mercy as we pray for TFC. Dennis Rickey of SCHP.

This is Trooper First Class Dennis Ricks.

Since 2023, he’s served with the South Carolina Highway Patrol, protecting Calhoun and Orangeburg counties as part of Troop 7, Post B.

Early Sunday morning, officials say he was struck by a vehicle during a traffic stop on I-26. He remains in critical condition, fighting for his life.

His wife is asking the community, “Please pray for Dennis.”

A recovery fund has been set up to help support him and his family during this difficult time.
