CITY OF WARREN - REMOTE WORK TO REACTIVATE ON WEDNESDAY, NOVEMBER 18, 2020:

Governor Whitmer's announcement Sunday has prompted the City of Warren to take immediate action to help reverse the record number of cases and deaths in Michigan. Effective this Wednesday, all departments in the city will reactivate the remote work plans beginning on Wednesday. I had ordered these plans into effect earlier this year. Most employees* will be working from home and those that work inside will be required to wear a mask, social distance, and sanitize while at city hall. City Hall will be closed to the public until further notice. Warren has been at the forefront of successfully combating COVID-19 and I intend to keep us in a leadership position to protect our employees and the community while continuing to deliver effective city services to our residents. All hands-on deck meaning that all of us need to follow the simple protocol of masks, sanitizing and social distancing. Masks are to protect others and yourself with a recent study indicating it's the single most important factor to stop the spread of this virus.

*We are requiring most employees to work from home unless they are absolutely needed at city hall.

City of Warren to Light Up in Purple Tonight to Recognize National Alzheimer’s Disease Awareness Month:

In recognition of National Alzheimer’s Disease Awareness Month (NADAM) and National Caregivers Month, the City of Warren, Mich., will light its City Hall in purple at dusk today Monday, November 9 until dawn tomorrow, Tuesday, November 10.

More than 5 million Americans are living with Alzheimer’s — nearly 200,000 in Michigan alone. It’s the sixth leading cause of death, killing more than breast cancer and prostate cancer combined.

“We understand that, unfortunately, dementia is a growing epidemic in our city, state and nation,” said Warren Mayor James Fouts. “By lighting up our City Hall in purple, we want to raise awareness of Alzheimer’s and dementia as well as let area residents know that we are thinking about them, support them and stand by them in their fight against this terrible disease.”

According to the Alzheimer’s Association, more people are living with Alzheimer’s, more family and friends are serving as caregivers, death rates continue to climb, and the costs are unsustainable. In Michigan, 518,000 caregivers provided a total of 590 million hours of unpaid care, valued at a total of $7.7 billion.

Additionally, Medicaid costs of caring for people with Alzheimer’s in Michigan is $1.487 billion and diagnoses are expected to increase by about 16 percent by 2025.

“The Alzheimer’s burden in Michigan continues to grow,” said Jennifer Lepard, president and CEO of the Alzheimer’s Association Michigan Chapter. “We’re grateful to Mayor Fouts and the City of Warren for raising awareness of this devastating disease.”

Message from Mayor Fouts: Warren City Hall will be closed to the public this week due to a significant spike in COVID-19 cases amongst city employees involving several departments. One key department administrator is now on a ventilator at a nearby hospital. He is sedated until his oxygen levels will significantly go up. Our Police Department and District Court also has significant spikes. The Warren Community Center and Libraries will be open at this time. I urge everyone to continue wearing masks, keeping a distance from others and only go out if absolutely necessary.
The predicted spike in COVID-19 cases has now hit Michigan and Warren. We have more employees positive than at any other time since this pandemic began in March. Hence the closure of city hall to the public. I am taking steps to make sure all employees are tested. We are currently disinfecting the court, city hall, and the police department. The court also has a significant number out with COVID-19 so they too will be closed except for important cases!

The annual Wreaths for Veterans at Union Cemetery ceremony is coming up next month. This event will be held on Saturday, December 12. This is an outdoor event. Masks and social distancing will be required.
Wreaths will be placed on each of the 24 veterans’ graves, including 11 Civil War vets interred there. All are welcome to attend this annual ceremony.

When visiting the Clerk's Office at Warren City Hall, please park on the third floor of the parking structure. The entrance to the building from that floor is currently the main entrance. It will give you direct access to the second floor of City Hall, where the Clerk's Office is located.

You can register to vote AND vote in one trip to your city or township clerk’s office right up until the last minute of Election Day (8 p.m.). Get your clerk’s info at Michigan.gov/Vote

PRESS RELEASE FROM MAYOR FOUTS: NOTICE TO WARREN VOTERS THAT VOTE AT OWEN JAX REC CENTER PRECINCTS 7, 8 AND 18

TO: Voters that Vote at Owen Jax Rec Center Precincts 7, 8 and 18

Construction scheduled along 9 Mile Road between Hoover and Van Dyke has necessitated the closure of eastbound 9 Mile Road between those major roads. Westbound 9 Mile Road remains open and all intersections between Hoover and Van Dyke will remain open throughout the project.

However, on Election Day, 9 Mile Road will be RE-OPENED for bi-directional local traffic from Van Dyke to Federal only. Voters will be able to access the Owen Jax Rec Center from either direction of 9 Mile Road to cast their vote.

The closure of eastbound 9 Mile Road between Van Dyke and Hoover will resume after Election Day.

A message from the Mayor: Halloween Guidelines for Warren and Hours for Civic Center Library
In response to the many inquiries about my policy for Halloween:
1) I will NOT prohibit or close Halloween to trick or treating.
2) Those who wish to participate will be allowed to with the assurance that they will use common courtesy by practicing safe distancing and wearing a mask.* Masks are natural for kids
on Halloween!
3) Suggestion: Get a card table or some sort of elevated platform or box and place it on your sidewalk/driveway a distance from your front door.
4) Place the candy in a snack bag and have a sign saying "Happy Halloween Please Take One"
5) With a mask you may observe and supervise from a safe distance.
This is a suggestion not an order! Note: I always buy extras of my favorite candies including Kit Kat's, Dark Chocolate Mounds, Dark Chocolate Hershey's, and Reese's Peanut Butter Cups.
Warren Civic Center Library Hours will be: Noon-8 PM Monday-Thursday and 9AM-5PM Friday. No appointments necessary, visits will be limited to 90 minutes per day. Entry on the south side of the city hall building directly into the library.

WARREN MAYOR JAMES FOUTS ANNOUNCES NEW COMMUNITY POLICING EFFORT IN ADVANCE OF HALLOWEEN -
Today, Warren Mayor James Fouts announced a new community policing effort to address resident concerns and ensure the safety of Warren neighborhoods. Fouts released the following statement to announce the program:

“I have officially directed the Warren Police Department to renew and enhance the focus on the safety of Warren neighborhoods,” said Warren Mayor James Fouts. “The mission of Warren law enforcement is to protect and serve our residents, particularly in the neighborhoods. The Warren Halloween Fall Police Safety measures will go into full effect on Friday October 16, 2020. The net result of this initiative will be more uniformed officers on patrol in neighborhoods along with establishing positive citizen and officer relationships.

“The Plan Includes the Following Objectives:

1) Officers will be assigned to a given area for directed patrol.

2) Areas of directed patrol will be determined by neighborhood complaints received by the Mayor and other city offices to combat excessive speeding, abandoned cars, and various other chronic neighborhood complaints.

3) A key focus will be placed on combating speeding on the streets with the in advance of trick or treat activity on October 31. Warren residents, particularly children, deserve to be safe from speeders with increasing darkness while kids may still be outside. Those who speed in our neighborhoods should expect enhanced enforcement and issuance of tickets.

4) I have approved overtime assignments as directed by the Police Commissioner Bill Dwyer.

5) More police in the neighborhoods will also work to deter crime and assure residents that their neighborhood is safe.

6) Besides input from the Mayor, Police Commissioner and other city officials, there will also be input from Patrol officers and Community Policing Officers to identify areas of greatest concern.

7) The need for overtime is to supplement the shortage in new officers due to hiring complications with COVID 19 and increased retirement of veteran officers. The Warren Police Department and the Fouts administration are currently aggressively advertising for more officers with an enhanced effort insure greater diversity in the ranks of our department.

“The bottom line is the focus of this initiative is to have the presence of more uniform officers in the neighborhoods to enhance safety, reduce crime and improve communication with between police and citizens.

“I communicate a regular basis with Warren residents about various issues that impact our neighborhoods. One fact is clear, residents want to see more police patrols in their neighborhoods. I have always prided myself on being the “Neighborhood Mayor” and I hear their concerns. This comprehensive plan was created to accommodate residents' concerns. I return and receive calls from residents on a daily basis most nights until 10 PM. Residents can call me at home or at work 7 days a week, and they will always get an answer,” Fouts concluded.
