In April, more than 614,000 workers applied for unemployment benefits in Georgia, bringing the state’s unemployment rate to an all-time high of 12.6 percent.

Sadly, thousands of Georgians are still waiting over six months later to receive assistance or simple and regular updates about their claims from the Georgia Department of Labor. This is unacceptable.

Hard-working Georgians who have lost their jobs due to this pandemic deserve support during their time of urgent need.

Last night, I voted to deliver critical aid immediately to the American people. Families, small businesses, hospitals and local governments in Georgia and across this country are struggling and looking to Congress for relief during this public health and economic crisis. The updated HEROES Act passed in the House would provide $2.2 trillion to help working families keep their livelihoods intact, keep essential workers on the frontline and help small businesses stay afloat. As your constituent, I am writing to urge your support for the Marijuana, Opportunity, Reinvestment, and Expungement (MORE) Act, which would remove marijuana from the Controlled Substances Act. The bill has already passed in the House Judiciary Committee on November 20th with a bipartisan vote of 24-10. The ongoing prohibition of marijuana financially burdens taxpayers, encroaches upon civil liberties, engenders disrespect for the law, impedes legitimate scientific research into the plant's medicinal properties, and disproportionately impacts communities of color. Never in modern history has there existed greater public support for ending the nation's nearly century-long experiment with marijuana prohibition. According to nationwide polling data done by Gallup in October 2018, 66% of US voters endorse regulating the adult-use of marijuana. The Marijuana Opportunity, Reinvestment, and Expungement (MORE) Act is supported by voters and comports with the changing legal, cultural, and political status of marijuana and those who consume it responsibly. If passed, this bill would decriminalize the substance at the federal level and enable states to set their own policies. The MORE Act would also allow the existing state-legal marijuana industry to no longer be barred from accessing financial services or standard tax treatment as every other legal business. Similarly, veterans will have better access to medical marijuana with VA doctors no longer risking federal prosecution for filling out state-legal medical recommendations. Honorable Members of the Senate and House of Representatives, As you are well aware, under the provision within the 1992 Freedom Support Act and accordingly in the Foreign Assistance Act (Section 498A), “non-use of force against territorial integrity” is of particular importance among the principles to be observed by Nations. Conditioning of US assistance to the “former Soviet countries” based on respect to this principle, has been also enshrined in the Fiscal Year 1994 Appropriations Act, and in all the subsequent Appropriation Legislations. According to this Appropriations legislation, “None of the funds appropriated shall be made available for assistance for a government (of these states) if that government directs any action in violation of the territorial integrity or national sovereignty of any other Independent State of the former Soviet Union.” The Annual Reports on US Government Assistance to and Cooperative Activities with the New Independent States of the Former Soviet Union submitted to the US Congress by the Department of State, noted that Nagorno-Karabakh is an integral part of Azerbaijan, and while Armenia is an occupant, it has deployed armed forces in the territory of Azerbaijan in violation of the OSCE Helsinki Final Act. The National Defense Authorization Act (NDAA), adopted by the US House of Representatives on July 21, 2020, also reflects the occupation of Azerbaijani lands, along the territories of Georgia, Moldova and Ukraine. We thank the US Congress for its determination on this issue. Against this background, on July 12, 2020, a petition on “Immediate withdrawal of Armenian troops from Nagorno-Karabakh and ensuring the territorial integrity of Azerbaijan” was set up on the official webpage of the White House. The purpose behind this petition is denial by Armenia to withdraw troops from the occupied Nagorno-Karabakh region and adjacent 7 districts (Kalbajar, Lachin, Gubadli, Jabrayil, Zangilan, Aghdam, Fuzuli) against the recommendations and requirements of the UN Security Council Resolutions 822, 853, 874, 884, as well as UN General Assembly Resolutions 48/114 on “Emergency international assistance to refugees and displaced persons in Azerbaijan,” and 60/285 on “Situation in the Occupied Territories of Azerbaijan,” as well as the Parliamentary Assembly of the Council of Europe Resolution 1416 (2005) and Recommendation 1690 (2005), thus threatening regional security and international peace. It should be noted that as a result of the occupation of the internationally recognized territories of Azerbaijan by Armenia’s Armed Forces since 1991, about 750,000 Azerbaijanis were expelled from their homes in Nagorno-Karabakh and surrounding areas by force. Due to occupation, more than 20,000 Azerbaijanis were killed, 50,000 were disabled, 4,959 Azerbaijanis are still missing, 660 schools and kindergartens, 250 hospitals and medical institutions, 724 cities, villages and settlements were set on fire, destroyed and looted. The damage to our material and spiritual heritage is estimated at $285 billion. The damage done by Armenia to Azerbaijan did not end there, they also misappropriated our underground and surface resources in Nagorno-Karabakh over the years. In 1989-1994, as a result of terrorist acts committed by Armenians in the territory of Azerbaijan, 1568 people were killed and 1808 injured. Arbitrary decisions of the courts of the Republic of Azerbaijan, as well as foreign countries, came into conclusion that 32 of these terrorist acts were committed with the direct participation of the special services of the Republic of Armenia in hundreds of kilometers beyond from the frontline originated from the occupied territories of Azerbaijan. Moreover, Armenia’s forces committed a massacre of civilians in Khojaly, where 613 people were killed overnight, 29 industrial and construction facilities, 80 cultural monuments were destroyed, burned and looted. In its decision of April 22, 2010, the European Court of Human Rights concluded that the conduct of the perpetrators of the Khojaly attack was tantamount to war crimes or crimes against humanity. At present, the national legislatures of 16 countries have adopted resolutions and decisions condemning the Khojaly massacre and recognizing the Khojaly tragedy as a crime against humanity. Twenty-one US states have recognized the Khojaly massacre. As it is well-known, starting from noon on July 12, 2020, the Armenian Armed Forces violated the cease-fire and aggravated the situation in the Tovuz region of Azerbaijan by firing from artillery and large-caliber weapons, killing 11 high-ranking servicemen. Armenian artillery shelled residential areas in Tovuz that killed a 76-year-old civilian. The main goal of Armenia’s occupation policy in the direction of Tovuz region was taking control over the strategically important routes of the Baku-Tbilisi-Ceyhan oil and Baku-Tbilisi-Erzurum gas pipelines passing through these territories, which provide Europe with energy security with the support of the United States, as well as the Baku-Tbilisi-Kars railway, and other strategically important positions. The aggressive behavior of Armenians is not limited to our borders. Thus, they tried to hold a rally abroad in front of the Azerbaijani Embassy in Poland on July 16, attacked Azerbaijanis protesting peacefully in front of the Armenian embassy in London on July 17, when their provocation was prevented by police intervention. During a rally in front of the Consulate General of Azerbaijan in Los Angeles on July 21, Armenians attacked Azerbaijanis gathered there, and seven Azerbaijanis, including one woman, received various injuries. On July 22, a mass protest in front of the Embassy of the Republic of Azerbaijan in Belgium that was held by the Armenian Diaspora in Belgium, accompanied by acts of vandalism. As a result of the attack of the Armenian radicals with stone and sharp cutting tools and explosives, six members of the Azerbaijani diaspora as well as employees of the diplomatic mission were injured, the Embassy’s administrative building was damaged and windows were broken. Furthermore, the personal car of the Azerbaijani community representative was damaged, and there was an attempt of attack to the residential areas of diplomats where their families were present. Seventeen Armenian provocateurs were detained by Belgian law enforcement agencies. On July 23, Armenians also clashed with Azerbaijanis protesting peacefully in front of the Armenian embassy in Moldova. Azerbaijan is a reliable strategic ally of the United States and a country that promotes peace. The accession of our country to NATO’s “Partnership for Peace” program on May 4, 1994 is a clear example of this. The peacekeeping units of the Armed Forces of the Republic of Azerbaijan took part in peacekeeping operations in Kabul, Afghanistan, Al-Hadita, Iraq, as well as in the Balkans. Azerbaijan is also a tolerant country and is home to a large number of minorities – Jews, Talysh, Kurds, Tats, Avars, Tsakhur, Lezgins, Rutuls, Molokans, Gypsies, Udins, Russians and others. They have equal rights with Azerbaijanis and live in peace, brotherhood and friendship. In addition, about 30,000 Armenians currently live in Azerbaijan, although not a single Azerbaijani live in Armenia, and 99 percent of the Armenian population are Armenians. In view of the above, I ask you to support and accept the petition on “Immediate withdrawal of Armenian troops from Nagorno-Karabakh and ensure the territorial integrity of Azerbaijan” created on 7/12/2020 on the official webpage of the White House in favor of Azerbaijan.
