Modern ships require modern dry docks.

The Multi-Mission Dry Dock at PSNS & IMF on the Waterfront at Naval Base Kitsap (NBK)-Bremerton is a key part of the Navy's comprehensive, long-term recapitalization efforts at PSNS & IMF under the Shipyard Infrastructure Optimization Program (SIOP). The new dry dock and its associated utilities, crane system, pier, and support facilities will accommodate current and future ships and submarines, including the new Gerald R. Ford class of aircraft carriers.

The Navy needs to upgrade and improve the shipyard’s capabilities and capacities to ensure PSNS & IMF can continue to meet its important mission to maintain, modernize, and retire the Navy’s nuclear-powered fleet into the foreseeable future.

NAVFAC Hawaii hosted a two-session Shore C2 Phase 2 Town Hall at Hickam Theater and online at Joint Base Pearl Harbor-Hickam, Hawaii, Aug. 6, 2026. This event was provided for the remaining NAVFAC Hawaii employees transitioning to CNIC an opportunity to get updates, ask questions and learn what's changing, and what stays the same.

Thank you to Emily Slate for her tireless dedication and monumental efforts in support of the nine indefinite-delivery/indefinite-quantity waterfront multiple award construction contract awards!

Valued at an impressive $700 million, this program involved a highly complicated source selection process that required immense effort and coordination. Emily navigated these rigorous challenges with exceptional business guidance, sharp acumen, and meticulous attention to detail. Her unrelenting determination to succeed was the driving force that pushed this massive undertaking across the finish line.

Beyond her technical mastery as a contracting officer, Emily demonstrated unparalleled leadership. This effort required skill not just in contracting, but in bringing people together. She expertly guided and unified the entire team, ensuring everyone was aligned, motivated, and moving toward a shared success.

JOINT BASE PEARL HARBOR-HICKAM – Naval Facilities Engineering Systems Command (NAVFAC) Pacific awarded a $30 million contract Aug. 3 to InSynergy Engineering Inc. of Honolulu, Hawaii for architect-engineer services for utility systems studies across the Pacific area of operations.
