French Warplanes To Train With US Military In Hawaii As Allies Solidify Ties

The United States Air Force and Armée de l'Air et de l'Espace will be conducting joint exercises in Hawaii starting on June 29th in response to increasing Chinese aggression in the Indo-Pacific region. Honolulu Civil Beat writer Kevin Knodell reports, “With one-third of all global trade traveling through the South China Sea, rising hostilities have attracted global concern. France’s interests in the Pacific run deep.”

US Army looks for vehicle-launched swarming loitering munition ideas

The U.S. Army has begun looking into unmanned aircraft that can be deployed from something as small as a common Humvee. Global Flight writer Garrett Reim reports, “Air launched effects are also seen as possible carriers of explosives, which would turn the reconnaissance UAVs into loitering munitions that could rapidly attack targets.”

Globalization’s Coming Golden Age

The 2008 financial crisis drove world governments to enforce trade protectionism, question globalism, and increase hostility to migration. However, as the international community reels back from the COVID-19 pandemic, Foreign Policy writer Harold James suggests that a golden age of globalization is about to be ushered in. https://www.foreignaffairs.com/articles/united-states/2021-04-20/globalizations-coming-golden-age

DoD calls for whole-of-government effort to improve critical supply chains | Federal News Network

Long overdue to start taking #supplychain seriously as a national security threat.

“The unprecedented growth of the Chinese economy has fueled global growth in strategic and critical material markets, posing a strong incentive to reorient supply chains,” the authors wrote. Since the end of the Cold War, China’s strategic and critical materials industry has expanded many times over to meet some of China’s domestic demand. Even in cases where other countries conduct the initial beneficiation of a strategic and critical material, China dominates the processing of strategic and critical materials, giving it de facto control over the flow of material through the supply chain.” Federal News Network

On June 6th, 1944, the Allies launched the largest seaborne invasion in history which laid the groundwork for the liberation of Western Europe from N**i rule. 24,000 American, British, and Canadian airborne troops landed on the N**i-controlled Atlantic Wall. Of those 24,000 at least 10,000 would be marked as casualties of war. We use this day as a day of remembrance for the brave soldiers that risked their lives in the name of freedom, liberty, and democratic governance.

Crisis Response in a Changing Climate

https://www.rand.org/pubs/research_reports/RRA1024-1/

Climate change is expected to have a significant impact on defense and security, acting as a threat multiplier and straining resources. Effective delivery of defense logistics within crisis response operations will require a coordinated approach among stakeholders with a focus on resilience building. With its strength in climate science, policy, and technology, the UK should have a powerful voice in global climate change adaptation efforts.

This study identifies the implications of climate change for defence logistics in crisis response operations. It identifies challenges to, and policy options for better delivery of, crisis response.

Defence Mobilisation Planning Comparative Study

https://www.rand.org/pubs/research_reports/RRA1179-1/

Threats to international order, national stability, and prosperity have changed dramatically in recent years. Grey-zone tactics, cyberwarfare, and natural and man-made disasters require different defensive responses from traditional mobilization. Comparing a range of national strategic frameworks, the authors commend the effectiveness of a ‘total defense’ mobilization planning framework and risk-driven analysis in defending against modern threats.

The boundaries of rule-based order and global norms are being tested everywhere. What threatens the stability and prosperity of Australia? And how do other countries structure their response to similar contemporary threats?

New Model Helps Predict Cyber Threats and Improve Resilience

https://www.rand.org/pubs/research_reports/RRA382-1/

The model introduced in this report is intended to enhance the predictive capabilities available to cyber defenders while also augmenting resilience by improving preventions and detections of cyber threats. The authors test the model’s effectiveness in attacks on the RAND Corporation and report the results.

Today's evolving cyber threats require a tailored and targeted approach to cybersecurity. Current defenses focus on managing threats after a network has been breached. RAND's Scalable Warning and Resilience Model (SWARM) can help defenders proactively protect their systems through early warning of c...

Machine Learning Can Detect Online Conspiracy Theories

https://www.rand.org/pubs/research_reports/RRA676-1/

Conspiracy theories circulated online contribute to a shift in public discourse away from facts and analysis and can contribute to public harm. Using linguistic and rhetorical theory, RAND researchers collaborated with Google on a modeling effort to improve machine-learning technology for detecting conspiracy theory language. This report describes the results of that effort and offers recommendations to counter the effects of online conspiracy theories.

As social media platforms work to prevent malicious or harmful uses of their services, an improved model of machine-learning technology can detect and understand conspiracy theory language. Insights from this modeling effort can help counter the effects of online conspiracies.

Russia and China: Superspreaders of Malign and Subversive Information on COVID-19

https://www.rand.org/pubs/research_reports/RRA112-11/

Both Russia and China appear to have employed information manipulation during the coronavirus disease 2019 (COVID-19) pandemic to serve their respective global agendas. This report, part of the Truth Decay initiative, is one in a series systematically describing the types of COVID-19-related malign and subversive information efforts with which Russia- and China-associated outlets appear to have targeted U.S. audiences in the first half of 2020.

Both Russia and China targeted Americans with malign and subversive information campaigns related to the pandemic. What can these campaigns teach us about future information operations from Moscow and Beijing?
