In 1983, Progressive Life Center was birthed from the vision of Dr. Frederick Phillips (1946-2018) who saw the need to serve African Americans and other people of color with an approach to health and healing he developed and coined NTU™ (pronounced 'into'). NTU™ identifies and focuses on people’s strengths and not deficits, recogniz

es their good intentions, and recognizes that behavior is purposed to actualize behavior. These basic tenets are still what Progressive Life Center believes is most important for the future of mental health and well-being in our communities. Cultural humility, African- and BIPOC-centered approaches will continue to be needed in order to promote optimal health and personhood. “Within the African principles of extended family and community (Superorganism) it is vitally important to sustain right relationships with our family and communities since relationships are the vessels of spirit-energy” (Phillips, 2018). Over the years, the Association of Black Psychologists ( and https://abpsi.site-ym.com/) has played an important role in our work. Dr. Phillips served as President of the Association of Black Psychologists and like a number of our staff, was a lifetime member. Over the years, Progressive Life Center scholars and clinicians have presented at the Association of Black Psychologists conferences and published articles in the Journal of Black Psychologists, the organizations journal.

This week, Progressive Life Center had the opportunity to meet with the office of Congresswoman Gwen Moore to discuss strengthening children, families, and communities through a comprehensive continuum of care.

Representing PLC were President & CEO Diana Banks (center), Regional Director (and incoming Chief Program Officer) Evette Clarke (left), Project Manager Celia Flye (right), and Ingrid Gavin Parks (not pictured). We had an excellent conversation with the congresswoman's legislative assistant about foster care, kinship care, family preservation, and the importance of investing in upstream services that help families thrive.

We also exchanged ideas about opportunities to strengthen partnerships and advance policies that improve outcomes for children and families nationwide.

Thank you to Congresswoman Moore's office for the warm welcome and thoughtful discussion. We look forward to continuing the conversation!

PLC's Charles Evans and Celia Flye were honored to attend Senator Lisa Blunt Rochester's recent community coffee and connect with members of her team to discuss issues impacting Delaware's children, youth, and families.

We appreciated the opportunity to share some of the challenges facing foster care providers, including rising operational costs and the growing need to ensure sustainable, high-quality services for children in care. We also discussed the importance of prevention, family stability, and supporting young people as they transition successfully into adulthood.

Thank you, Senator Blunt Rochester, for your continued commitment to Delaware communities and for taking the time to connect with constituents and service providers working to strengthen outcomes for children and families.

🚗 **Opportunity Alert!**

This Annual Program Statement (APS) announces the agency’s intention to award funding to entities that will equip justice-involved youth with the skills, training, and opportunities needed to succeed in the workforce and generate sustainable income. Washington, DC’s Department of Youth Rehabilitative Services (DYRS) will fund age-appropriate programming for two groups: youth ages 14–16 and youth ages 17–21. For youth ages 14–16, programs should focus on building foundational soft skills, work readiness, and career exploration to spark early interest in future pathways. For youth ages 17–21, programs should provide vocational training, apprenticeships, and on-the-job learning experiences as well as leadership development programming that support a clear “learning-to-earning” transition into employment.

Barry Summer Youth Employment Program (SYEP). Vendors shall propose a location to deliver programming within D.C.
