Today, the Departments of State and Treasury announced a new tranche of sanctions under the auspices of the Caesar Act and other authorizations against the Assad regime and its supporters, targeting 14 entities and individuals.

Per the statement: "We have named today’s tranche of designations the Hama and Maarat Al-Numan sanctions. These names are meant to memorialize the victims of two of the Assad regime’s most notorious atrocities, both of which occurred in this week in 2011 and 2019. Nine years ago, Bashar al-Assad’s troops carried out a brutal siege of the city of Hama, killing scores of peaceful protesters in a shocking sign of what was to come. One year ago, the Assad regime and its allies bombed a busy marketplace in Maarat Al-Numan, killing 42 innocent Syrians."

The international community must ensure the uninterrupted flow of aid to areas outside of regime control.

Yesterday Russia withdrew from an information-sharing program designed to protect civilian infrastructure from airstrikes and shelling. Moscow has long been accused of deliberately targeting sites on the deconfliction list, including hospitals, schools and markets.

"If Russia thinks this will help them escape accountability for war crimes, they're dead wrong," said Louis Charbonneau, U.N. director for Human Rights Watch. "We and other groups will continue to investigate and document the deliberate bombings of hospitals and other grave crimes in Syria."

Russia said on Thursday it has quit a voluntary United Nations arrangement that aimed to protect hospitals and humanitarian aid deliveries in Syria from being hit by the warring parties.

Today, Syrians saw a small sliver of justice, as Anwar Raslan, responsible for the rape and torture of thousands of Syrian political prisoners, stands trial in Germany.

We will continue to do everything we can to ensure that all of the regime's war criminals, including Assad himself, are held accountable.

Anwar Raslan and Eyad al-Gharib were charged under the principle of universal jurisdiction.

U.S. Helsinki Commission Chairman Congressman Alcee L. Hastings issued a statement today on mounting casualties and growing violence between Turkish and Russian-backed Syrian forces in northwestern Syria.
