NATCA Southwest (NSW) is committed to educating members on their benefits, rights, and representation to the fullest extent possible.
As part of that commitment, we periodically provide briefings on topics that may impact our membership. Article 46 of the 2026 CBA addresses workforce realignments. When staffing changes occur, it can sometimes be unclear how those changes may affect individual employees.
The following flowchart is intended to provide a clear, easy-to-follow overview of that process.

Wanting to join your fellow NSW members at CFS? To attend CFS 2026 using excused absence, you must submit the National Request Form by Wed., July 22. In accordance with Article 29, NATCA makes this national-level request 45 days prior to the conference.

If you are considering attending but are unsure if your facility’s schedule will allow it, please submit the form now. There is no penalty for requesting an excused absence and later finding you are unable to attend. Filing today ensures your request is not delinquent if you choose to register later. The excused absence form can be found in your email.

On June 19, 1865, Union troops arrived in Galveston to announce and enforce the Emancipation Proclamation. Although the proclamation had been issued more than two years earlier, it was on that day that many learned of their freedom.
Juneteenth offers an opportunity to reflect on this important moment in our nation’s history and the meaning it continues to hold.
We remember those who endured, acknowledge the progress that has been made, and recognize the ongoing importance of fairness, respect, and equal opportunity for all.
