**Attention E-6's up for the E-7 Board*** Due to the Electronic Submission of Selection Board Documents (ESSBD) application experiencing technical difficulties on 29 May 2020, the deadline to submit correspondence to the FY-21 Active-Duty Enlisted Advancement Selection Board for Chief Petty Officer (E7) has been extended for one work day. Letters to the board (LTBs) may continue to be submitted through 2359 CDT, 1 June 2020, via ESSBD or encrypted email to [email protected].

There is no need to resubmit correspondence, provided you received an acknowledgement of receipt from within ESSBD or via the automated reply of the email server. All previously received correspondence remains on file. If further assistance is required, please contact the MyNavy Career Center at 1-833-330-MNCC (1-833-330-6622/DSN: 882-6622) or [email protected].

This policy waiver extending the deadline applies only to this specific board as the deadline is defined by Navy policy and can be adjusted at the service level. The Reserve/Staff O-4 Board deadline could not be extended as that deadline was set by statutory limitations defined by law.

NAVY-WIDE ADVANCEMENT EXAMINATION GUIDANCE FOR ACTIVE-DUTY, FULL-TIME SUPPORT AND CANVASSER RECRUITER PETTY OFFICERS (E-4 through E-6).

NAVY MITIGATION MEASURES IN RESPONSE TO CORONAVIRUS OUTBREAK UPDATE

This NAVADMIN supplements examination administration guidance in references (a), (b) and (c) to mitigate the spread of COVID-19 throughout the Navy in accordance with reference (d) and (e). All enlisted advancement exams after 17 March 2020, active and reserve component makeup/late exams are rescheduled with the following administration dates:
a. 21 May 2020 Cycle 247 (E-4 only) Active Duty and Full-Time Support (FTS) regular Navy-wide Advancement Examinations (NWAEs).

b. 22 May 2020 Cycle 106 (E-4 through E-7) Selective Reserve (SELRES) NWAEs approved for late administration on the first available drill weekend after this date.

c. 12 June 2020 Cycle 247 (E-4 through E-6) final date to administer substitute exams.

2. Policy. The examination reschedule dates result in no change to the advancement candidates final multiple score and eligibility requirements as promulgated in references (a), (b) and (c). Commands are authorized to administer regular exams and must safeguard exams currently held until examination administration dates. Substitute examination administration must be kept to a minimum. Educational Services Officers (ESOs) should forward exams in accordance with reference (a) when Sailors transfer prior to the rescheduled administration dates. As the COVID-19 situation becomes clearer, we will continue to reevaluate the timeline for each exam.

3. Results. E-4 through E-6 Total Force advancements and SELRES E-7 Selection Board Eligibility are anticipated to be released in July 2020. Results are heavily dependent on commands promptly processing and returning answer sheets.

4. Enlisted Advancement Worksheet (EAW). A system change will be made to the Cycle 247 (March 2020) E-4 Enlisted Advancement Worksheets, setting the new examination administration date to 21 May 2020. ESOs will have until that date to finalize E-4 Worksheets. For Cycle 106, it is the ESOs responsibility to ensure examination dates are changed for the approved late substitute examination administrations.

RSCA PMA, E6 EVALS AND VERIFYING YOUR EAW
Reporting seniors were directed to incorporate their post summary group (PSG) Reporting Senior Cumulative Average (RSCA) score for E6 reports into evaluation Block 43, as a required admin comment. This guidance can be found in paragraph 4.b. of NAVADMIN 312/18. E6s eligible to advance to Chief Petty Officer must verify their RSCA Performance Mark Average (PMA) in their Enlisted Advancement Worksheet. The PSG RSCA on the November 15, 2019 evaluation will be an important data point for calculating RSCA PMA! NSIPS/EAW worksheets for Active Duty E7 Cycle 246 (January 2020) will be published in early November.

The Advancement Dashboard currently only applies to E-4 to E-6 candidates, but future updates will include enhancements for E-7 to E-9 candidates. More advancement-centric features will roll out on MNP as the Enlisted Advancement Worksheet (EAW) becomes available for all Sailors in the fall of 2019 and the Professional Military Knowledge Eligibility Exam is fully automated.

In August, NAVADMIN 196/18 was released to provided an update on four lines of effort and this is the second of a total of five blog posts that will talk about the updates to Rating Modernization.
