Luxembourg – candidate to the Human Rights Council (2022-2024)

The promotion and protection of human rights is a priority for the Government of Luxembourg both domestically and in the implementation of its foreign policy in all its aspects.

As a founding member of the United Nations, the Council of Europe, and the European Union, Luxembourg has always been an outspoken advocate of multilateralism and universal values. We have upheld this commitment during our mandate as an elected member of the United Nations Security Council in 2013- 2014 and as a proactive observer to the Human Rights Council since its establishment in 2006.

For the first time, Luxembourg is presenting its candidacy to the Human Rights Council, for the 2022- 2024 term. In doing so, Luxembourg will continue to honor its commitment to multilateralism and vows to dedicate its tenure as a member of the Human Rights Council to the protection of the rights of all human beings.

NASA selects a Luxembourg company to collect Moon rocks

NASA moves forward with its innovative use of public-private partnerships to explore the Moon. The agency appointed commercial companies to collect lunar regolith and imagery on its behalf. ispace Europe S.A. (ispace EU), a lunar exploration company located in Luxembourg has been selected, along with its Japanese parent company, ispace, inc., and 2 others from the US. These 4 contracts are ground breaking because they are the first-ever commercial transactions for the collection of lunar resources. They are expected to play a key role in future space exploration, including the NASA’s Artemis Program, aiming at establishing a safe and sustainable lunar exploration architecture by the end of the decade. These awards are also paving the way to an increased participation of the private sector into space exploration activities and may lead to the commercial trade of space resources.

The Luxembourg Law of 2017 on the Exploration and Use of Space Resources is allowing collection and ownership transfer of regolith by commercial enterprises and made the participation of ispace EU possible.

RIVER TALES [CUENTOS DEL RÍO]

The film “RIVER TALES [CUENTOS DEL RÍO]”, directed by Luxembourg artist Julie Schroell, will be presented at this year’s all-virtual AFI European Union Film Showcase, which will take place from December 2 to 20.

This award winning film was selected to represent Luxembourg in the 2020 Oscar race "Best foreign language film" category. It is set along the banks of the San Juan River, in Nicaragua, where investors have been planning a canal between the Atlantic and Pacific oceans. While their families struggle with poverty, the kids of a riverside village, directed by a local actor and teacher, rehearse a play about the river’s history and the travelers that tried to control it. Around the play, they reflect on their identity and the future of their country. The film will be available starting December 16 and will be presented in Spanish, with English subtitles.

Very first EU social bond listed in Luxembourg

The EUR 17 billion social bond is the very first social bond issued by the European Commission and its largest bond issuance to date. Listed on the Luxembourg Green Exchange it is the first of its kind to fall under the Support to mitigate Unemployment Risks in an Emergency (SURE) programme, which was established earlier this year as a response to protect workers and jobs across Europe in the Covid-19 pandemic and the resulting economic fallout.

The bond, which was 13 times oversubscribed with demand exceeding EUR 233 billion, reflects the support from the investor community for a social bond that will safeguard jobs and fight rising unemployment in European countries stemming from the COVID-19 pandemic and the resulting economic crisis.

US Ambassadors in Europe meet in Luxembourg
On September 23, 2020, the Vice Prime Minister and Minister of Defense, François Bausch, the Minister of Finance, Pierre Gramegna, and the Minister of Economy, Franz Fayot, welcomed a delegation of American Ambassadors to European countries, at the Bourglinster Castle. The encounter permitted an exchange of views on the relations between Luxembourg and the U.S., among others in the fields of defense, financial services, trade and space. The delegation visited the Grand Duchy of Luxembourg on September 22 and 23, 2020 for working meetings with representatives of Luxembourg ministries and European institutions.

Luxembourg – First European country to launch a Sustainability Bond Framework

Luxembourg becomes the first European country to launch a Sustainability Bond Framework. This innovative framework, which meets the highest market standards, is also the first in the world to fully comply with the new recommendations of the European taxonomy for green financing.

Luxembourg has just launched its Sustainability Bond Framework, which meets the International Capital Markets Association (ICMA) Green, Social and Sustainability Bonds principles, the standard in the field. Living up to its reputation as a first-mover, Luxembourg has also incorporated eligibility criteria that are already fully in line with the recommendations of the final report of the Technical Expert Group (TEG) on the Taxonomy of the European Union. In the same spirit, the framework has been designed to comply with the draft European Green Bonds Standard (EU GBS).

The launch of the framework, which will enable the issuance of green, social or sustainability bonds (i.e. combining green and social aspects) in the near future, is in line with the efforts undertaken by the Luxembourg Government over the last years in the field of sustainable finance, and underlines the innovative and proactive role of the country and its financial centre, which is already today an international leader in the area of sustainable investments. Anticipating current market trends and investor demand that are increasingly oriented towards sustainable investments, the framework will enable the country to be ready for the financial world of tomorrow. In particular, it will contribute to the positive development of the sustainable bond market and accompany the maturing of this market on a global scale.
Proceeds from the bonds issued through this framework can only be used to finance or refinance eligible expenditure. More specifically, this covers expenditure in the following green and social categories: construction of green buildings, energy transition, development of low-carbon transport, environmental protection, water and wastewater management, climate financing and R&D, access to essential services - health, education and social inclusion, affordable housing and job creation. In this way, the framework will provide an objective and transparent tool to determine the sustainability of the country's public investments, and act as a catalyst to achieve its commitments under the Paris Climate Convention and the 17 UN Sustainable Development Goals (SDG). The framework is also aligned with Luxembourg's two flagship sustainable strategies, the National Plan for Sustainable Development (PNDD) and the Integrated National Energy and Climate Plan (PNEC).

Pierre Gramegna, Minister of Finance, comments: "I welcome the launch of this new Sustainability Bond Framework, which is at the forefront of innovation in financing, and will enable the country to consolidate its position as a centre of excellence in the field of responsible, sustainable and innovative finance. The framework paves the way for greener, more social and therefore more sustainable financing, and thus is fully in line with Luxembourg's commitments to sustainable development and its ambitious public investment policy. Through this framework, the country is well positioned to meet the challenges of a dynamic economic development, which takes into account environmental issues and social equity."

A New Bus Route to the Luxembourg American Cemetery

On June 22, 2020, the Luxembourg Public Transport System added a bus route between Luxexpo, in the Kirchberg quarter of Luxembourg City, and the Luxembourg American Cemetery, in Hamm, just outside the city. The bus runs every hour, from 10 a.m. to 4 p.m., and facilitates access to one of Luxembourg favorite sights, consisting of 17 acres of uniform lawn, dotted with more than 5,000 white stone crosses, marking the graves of American soldiers who lost their lives during the Second World War.

The cemetery, also home to a beautiful chapel, is surrounded by 33.5 acres of woods, making it peaceful and conducive to reflection and contemplation. It is General George S. Patton Jr.’s last resting place. General Patton played a key role in defeating the German counterattack in the Battle of the Bulge, effectively ending German rule in Luxembourg. It was one of his last wish to rest among his men.

A NEW "EUROPEAN SPACE RESOURCES INNOVATION CENTRE" IN LUXEMBOURG

On 4 August 2020 a cooperation agreement was signed between the Ministry of the Economy, as the supervisory body of the Luxembourg Space Agency (LSA), and Luxembourg Institute of Science and Technology (LIST) in view of the creation by the end of 2020, in Luxembourg, of a "European Space Resources Innovation Centre” (ESRIC).

The creation of ESRIC is part of the government initiative SpaceResources.lu launched in 2016 to establish an ecosystem favorable to the development of activities related to the exploration and use of space resources. Unique of its kind, ESRIC's long term objective is to become an independent innovation centre with an international vocation whose open research structure will allow the integration of other European players, public or private in this field, to constitute a hub of excellence for space resources in Europe.

The accelerating pace of technological progress and the emergence of privately-funded commercial start-ups in the space sector have encouraged Luxembourg to explore more deeply the long-term economic potential of space. Launched in February 2016 and led by
