In 2008, the Mayor and the Council of the District of Columbia, with support from the DC Primary Care Association and others, created the DC Captive. The purpose for creating the DC Captive was to limit the District of Columbia’s exposure to potential medical malpractice losses of health centers that was previously assumed under the DC Free Clinic Assistance Act of 1986, and to issue affordable me...dical malpractice insurance policies to participating health centers. The DC Captive provides medical malpractice insurance coverage to eligible staff for services provided by the health centers to patients, regardless of their ability to pay.

Phillip A. Lattimore III is the current Director/Chief Risk Officer of DCORM. Mr. Lattimore has a long history of legal representation in the District of Columbia, including work as General Counsel to the DC Department of Human Resources and as Senior Assistant Attorney General in the Personnel, Labor and Employment Division and a Section Chief in the Civil Litigation Division. Mr. Lattimore als...o worked in the Family, Appellate (now Solicitor’s General Office) and the Civil Divisions of OAG. In the private sector, Mr. Lattimore has worked as Senior Associate General Counsel for Litigation/Chief Trial Counsel at Howard University and Howard University Hospital, and as a Staff Attorney at the National Center for State Courts. He is a Ward 5 resident and an alumnus of The American University where he earned both his law and undergraduate degrees.
