American Benefits Council applauds repeal of Cadillac Tax and inclusion of Council-backed provisions in the SECURE Act in the 2020 government funding package. “The bipartisan deal struck by Congressional leaders is a victory for millions of Americans who receive health and financial security through employer-sponsored benefit plans,” American Benefits Council President James A. Klein said in response to the unveiling of a year-end continuing resolution. “Repeal of the 40% ‘Cadillac Tax’ finally removes an onerous burden from health plans that 178 million Americans reply upon,” Klein said. “Enactment of the SECURE Act opens the door to greater retirement income security,” added Klein. “We applaud congressional leaders – Senators McConnell and Schumer and Speaker Pelosi and Leader McCarthy for these two extraordinary accomplishments,” Klein said.

Expiring tax breaks set off year-end scramble

After months of bipartisan, bicameral deliberation, the U.S. Senate Health, Education, Labor and Pensions (HELP) Committee and House Energy and Commerce Committee have proposed potential modifications to the Lower Health Care Costs Act (S. 1895), which was approved by the committee on June 26. Among other changes, the modifications address the provisions related to “surprise” medical billing and health care cost transparency.

HELP Committee Chairman Lamar Alexander (R-TN), along with House Energy and Commerce Committee Chairman Frank Pallone Jr. (D-NJ) and ranking Republican Greg Walden (R-OR), announced they have reached a bipartisan, bicameral agreement on legislation to end surprise medical bills and lower prescription drug and other medical costs by requiring more transparency and competition.

They have long-standing and effective relationships with members of Congress from both political parties, their Capitol Hill staffs, White House officials and with federal regulatory agencies including the Department of Labor, the Pension Benefit Guaranty Corporation, the Department of Treasury/Internal Revenue Service and the Department of Health and Human Services.
