Our prayers are with the family of George Floyd and with all the families that are living through the tragedy of having lost someone at the hands of law enforcement - individuals who are supposed to serve and protect. Rep. Plaskett and SBA Announce Official Restaurant Revitalization Fund Application and Guidelines Economic Relief Prioritized for Underserved Communities

WASHINGTON – SBA Administrator Isabella Casillas Guzman today announced key details on application requirements, eligibility, and a program guide for the Restaurant Revitalization Fund (RFF). The restaurant industry has been among the hardest-hit sectors during the economic downturn caused by the COVID-19 pandemic. To help bring jobs back and revive the industry, the American Rescue Plan, signed into law by President Joe Biden, established the $28.6 billion Restaurant Revitalization Fund at the U.S. Small Business Administration (SBA). The SBA will administer the funds to the hardest-hit small restaurants.

“Today, we are starting the process to help restaurants and bars across the country devastated by the pandemic, and this is our message: Help is here. With the launch of the Restaurant Revitalization Fund, we’re prioritizing funding to the hardest-hit small businesses – irreplaceable gathering places in our neighborhoods and communities that need a lifeline now to get back on their feet,” said SBA Administrator Guzman. “And, thanks to clear directives from Congress, we’re rolling out this program to make sure that these businesses can meet payroll, purchase supplies, and get what they need in place to transition to today’s COVID-restricted marketplace.”

Administrator Guzman emphasized, “We’re also focused on ensuring that the RRF program’s application process is streamlined and free of burdensome, bureaucratic hurdles – while still maintaining robust oversight. Under my leadership, the SBA aims to be as entrepreneurial as the entrepreneurs we serve – and that means meeting every small business where they are, and giving them the support they need to recover, rebuild and thrive.”

Under this announcement, details on application requirements, eligibility, and a program guide are now available in English at www.sba.gov/restaurants or in Spanish at www.sba.gov/restaurantes.

Ahead of the application launch and over the next two weeks, the SBA will establish a seven-day pilot period for the RRF application portal and conduct extensive outreach and training. The pilot period will be used to address technical issues ahead of the public launch. Participants in this pilot will be randomly selected from existing PPP borrowers in priority groups for RRF and will not receive funds until the application portal is open to the public.

Following the pilot, the application portal will be opened to the public. The official application launch date will be announced at a later date. For the first 21 days that the program is open, the SBA will prioritize reviewing applications from small businesses owned by women, veterans, and socially and economically disadvantaged individuals. Following the 21-day period, all eligible applicants are encouraged to submit applications.

The groundwork for this announcement is the result of a comprehensive effort to reach out to diverse stakeholders in order to understand the needs and barriers restaurants face in accessing emergency relief aid.

“Local restaurants and bars are being served very good news today,” said Erika Polmar, Executive Director of the Independent Restaurant Coalition. “These guidelines were crafted by the SBA after conversations with independent restaurant and bar operators across the country. We are grateful to the SBA for their hard work to make this process as accessible as possible in a short period of time. It is clear the SBA and the Biden Administration care deeply about ensuring businesses struggling the most can quickly and effectively use this relief program, and we look forward to continued conversations and collaboration to ensure this fund works as intended for the independent restaurant and bar community.”

Community business leaders from underserved communities also welcomed RRF assistance as much-needed economic relief and are working with their broad membership bases to navigate the grant application process.

“In addition to historically having less operating liquidity and revenue than almost any other small business demographic, Black-owned restaurants received significantly less stimulus funding during the COVID-19 pandemic, heightening challenges and leading to disproportionate closures,” said Ron Busby, Sr., president and CEO, U.S. Black Chambers, Inc. “The USBC believes this initiative and collaboration with the SBA will bring needed resources and relief to these often underserved businesses to aid in stabilization, recovery and ultimately, strengthen our economy.”

In addition to restaurant groups and leading advocacy groups for underserved business communities, the SBA has engaged national and state trade associations, and other small business stakeholders in recent weeks to understand their concerns about relief programs.

“Small and independent craft breweries are vibrant community gathering places that can be found in nearly every congressional district in the U.S. and contribute to manufacturing, hospitality, retail, tourism, and agricultural industries,” said Bob Pease, president and CEO, Brewers Association. “We are pleased to work with the SBA to promote the Restaurant Revitalization Fund landing page and its available resources, and assist the breweries hit hardest by COVID-19 secure much needed additional relief to help them survive the pandemic and prepare for the restart of the economy.”

At all levels, the SBA will continue engaging with stakeholder communities to inform and design delivery of financial assistance programs. As the SBA builds and prepares to roll out the program, this dedicated SBA website is the best source for up-to-date information for eligible restaurants interested in the RRF.

Open Letter to U.S. Congress Why You Are In Congress Why do people from all around the world wish to come to America? Is it to go to Disneyland? Is it to go to Hollywood? Is it to view the vast beautiful natural wonders of its parks, its rivers, its rustic towns and beautiful scenery from West to East and South to North? The reason people come to America can be found in one word - Freedom! You are in Congress to help insure that we continue to enjoy that freedom for which so many gallant men and women have sacrificed their bodies and lives. What guarantees that freedom? The Bill of Rights and our Constitution are the foundations of that freedom to which we so dearly cling. Without elections free from fraud, we lose our freedom. We lose America. Many states, especially the Swing States of Pennsylvania, Georgia, Michigan, Wisconsin,Arizona and Nevada changed their election laws in an unconstitutional manner by not having those changes being enacted by their legislatures per the U.S. Constitution in the months and weeks leading up to the November 3rd Election this year.The changes made in those states encouraged fraudulent voting and that fraud was seen in numerous cases changing the outcome of the Presidential Election. The Supreme Court refused to look at the evidence and try the case. It is their job to enforce the Constitution of the United States of America. They failed to do so and in that failing therein lies the beginning of the end of freedom in America. You can correct their error on January 6th by throwing out ALL the illegal votes cast in the swing states even though that means throwing out many votes that were legal. That is the only way to correct the outcome. If this 2020 election stands, the reason you are in Congress and the reason people from all over the world wish to come to America is gone. Honorable Members of the Senate and House of Representatives, As you are well aware, under the provision within the 1992 Freedom Support Act and accordingly in the Foreign Assistance Act (Section 498A), “non-use of force against territorial integrity” is of particular importance among the principles to be observed by Nations. Conditioning of US assistance to the “former Soviet countries” based on respect to this principle, has been also enshrined in the Fiscal Year 1994 Appropriations Act, and in all the subsequent Appropriation Legislations. According to this Appropriations legislation, “None of the funds appropriated shall be made available for assistance for a government (of these states) if that government directs any action in violation of the territorial integrity or national sovereignty of any other Independent State of the former Soviet Union.” The Annual Reports on US Government Assistance to and Cooperative Activities with the New Independent States of the Former Soviet Union submitted to the US Congress by the Department of State, noted that Nagorno-Karabakh is an integral part of Azerbaijan, and while Armenia is an occupant, it has deployed armed forces in the territory of Azerbaijan in violation of the OSCE Helsinki Final Act. The National Defense Authorization Act (NDAA), adopted by the US House of Representatives on July 21, 2020, also reflects the occupation of Azerbaijani lands, along the territories of Georgia, Moldova and Ukraine. We thank the US Congress for its determination on this issue. Against this background, on July 12, 2020, a petition on “Immediate withdrawal of Armenian troops from Nagorno-Karabakh and ensuring the territorial integrity of Azerbaijan” was set up on the official webpage of the White House. The purpose behind this petition is denial by Armenia to withdraw troops from the occupied Nagorno-Karabakh region and adjacent 7 districts (Kalbajar, Lachin, Gubadli, Jabrayil, Zangilan, Aghdam, Fuzuli) against the recommendations and requirements of the UN Security Council Resolutions 822, 853, 874, 884, as well as UN General Assembly Resolutions 48/114 on “Emergency international assistance to refugees and displaced persons in Azerbaijan,” and 60/285 on “Situation in the Occupied Territories of Azerbaijan,” as well as the Parliamentary Assembly of the Council of Europe Resolution 1416 (2005) and Recommendation 1690 (2005), thus threatening regional security and international peace. It should be noted that as a result of the occupation of the internationally recognized territories of Azerbaijan by Armenia’s Armed Forces since 1991, about 750,000 Azerbaijanis were expelled from their homes in Nagorno-Karabakh and surrounding areas by force. Due to occupation, more than 20,000 Azerbaijanis were killed, 50,000 were disabled, 4,959 Azerbaijanis are still missing, 660 schools and kindergartens, 250 hospitals and medical institutions, 724 cities, villages and settlements were set on fire, destroyed and looted. The damage to our material and spiritual heritage is estimated at $285 billion. The damage done by Armenia to Azerbaijan did not end there, they also misappropriated our underground and surface resources in Nagorno-Karabakh over the years. In 1989-1994, as a result of terrorist acts committed by Armenians in the territory of Azerbaijan, 1568 people were killed and 1808 injured. Arbitrary decisions of the courts of the Republic of Azerbaijan, as well as foreign countries, came into conclusion that 32 of these terrorist acts were committed with the direct participation of the special services of the Republic of Armenia in hundreds of kilometers beyond from the frontline originated from the occupied territories of Azerbaijan. Moreover, Armenia’s forces committed a massacre of civilians in Khojaly, where 613 people were killed overnight, 29 industrial and construction facilities, 80 cultural monuments were destroyed, burned and looted. In its decision of April 22, 2010, the European Court of Human Rights concluded that the conduct of the perpetrators of the Khojaly attack was tantamount to war crimes or crimes against humanity. At present, the national legislatures of 16 countries have adopted resolutions and decisions condemning the Khojaly massacre and recognizing the Khojaly tragedy as a crime against humanity. Twenty-one US states have recognized the Khojaly massacre. As it is well-known, starting from noon on July 12, 2020, the Armenian Armed Forces violated the cease-fire and aggravated the situation in the Tovuz region of Azerbaijan by firing from artillery and large-caliber weapons, killing 11 high-ranking servicemen. Armenian artillery shelled residential areas in Tovuz that killed a 76-year-old civilian. The main goal of Armenia’s occupation policy in the direction of Tovuz region was taking control over the strategically important routes of the Baku-Tbilisi-Ceyhan oil and Baku-Tbilisi-Erzurum gas pipelines passing through these territories, which provide Europe with energy security with the support of the United States, as well as the Baku-Tbilisi-Kars railway, and other strategically important positions. The aggressive behavior of Armenians is not limited to our borders. Thus, they tried to hold a rally abroad in front of the Azerbaijani Embassy in Poland on July 16, attacked Azerbaijanis protesting peacefully in front of the Armenian embassy in London on July 17, when their provocation was prevented by police intervention. During a rally in front of the Consulate General of Azerbaijan in Los Angeles on July 21, Armenians attacked Azerbaijanis gathered there, and seven Azerbaijanis, including one woman, received various injuries. On July 22, a mass protest in front of the Embassy of the Republic of Azerbaijan in Belgium that was held by the Armenian Diaspora in Belgium, accompanied by acts of vandalism. As a result of the attack of the Armenian radicals with stone and sharp cutting tools and explosives, six members of the Azerbaijani diaspora as well as employees of the diplomatic mission were injured, the Embassy’s administrative building was damaged and windows were broken. Furthermore, the personal car of the Azerbaijani community representative was damaged, and there was an attempt of attack to the residential areas of diplomats where their families were present. Seventeen Armenian provocateurs were detained by Belgian law enforcement agencies. On July 23, Armenians also clashed with Azerbaijanis protesting peacefully in front of the Armenian embassy in Moldova. Azerbaijan is a reliable strategic ally of the United States and a country that promotes peace. The accession of our country to NATO’s “Partnership for Peace” program on May 4, 1994 is a clear example of this. The peacekeeping units of the Armed Forces of the Republic of Azerbaijan took part in peacekeeping operations in Kabul, Afghanistan, Al-Hadita, Iraq, as well as in the Balkans. Azerbaijan is also a tolerant country and is home to a large number of minorities – Jews, Talysh, Kurds, Tats, Avars, Tsakhur, Lezgins, Rutuls, Molokans, Gypsies, Udins, Russians and others. They have equal rights with Azerbaijanis and live in peace, brotherhood and friendship. In addition, about 30,000 Armenians currently live in Azerbaijan, although not a single Azerbaijani live in Armenia, and 99 percent of the Armenian population are Armenians. In view of the above, I ask you to support and accept the petition on “Immediate withdrawal of Armenian troops from Nagorno-Karabakh and ensure the territorial integrity of Azerbaijan” created on 7/12/2020 on the official webpage of the White House in favor of Azerbaijan.
