NFPRHA’s membership represents the broad spectrum of health care professionals providing subsidized care to low-income, under-insured, and uninsured patients in the states and territories – state and local health departments, hospitals, family planning councils, federally qualified health centers, Planned Parenthood affiliates, and other private non-profit agencies. On behalf of its diverse membership, NFPRHA is the preeminent national advocate for the family planning safety net sustained by Medicaid and the Title X (ten) family planning program and supports the ability of its members to provide their patients with the family planning education and care they need to make the best health care choices for themselves and their loved ones.

Todd Blanche was confirmed on Saturday, Aug. 8 as the nation's top law enforcement officer. The new attorney general's history signals a likely escalation in the administration's anti-abortion agenda.

"Blanche's commitment to work 'hand in hand with the FDA' to end abortion access adds to the alarm bells." Since Trump took office, NAF has tracked a 113% increase in death threats, threats of violence, and a significant rise in abortion center blockades.

On June 26, HHS canceled 53 of the 66 active grants in the Teen Pregnancy Prevention Program, mid-cycle and effective immediately.

Three days earlier, the agency published new rules requiring abstinence-only programs. The grants were then terminated for failing to match rules that did not exist when they were awarded.

"We can't take away programs like this," said Ayana Bradshaw, president & CEO of AccessMatters, in Philadelphia. Her organization lost $2.4 million with two years remaining on its grant, ending lessons in nine schools that reached more than 2,200 students.

Congress created this program in 2010 with bipartisan support. It has reached more than 1.4 million young people. In states with no comprehensive s*x education policy, it was often the only program available.

Planned Parenthood has filed suit challenging HHS's new Title X funding priorities.

This is the second national challenge to those priorities since NFPRHA and the Family Health Council of Central Pennsylvania filed in mid-June.

The Office of Population Affairs issued a revised funding announcement in July that modified some of the provisions, but did not resolve the central problem: conditional eligibility based on alignment with the administration’s positions.

Title X was created to fund voluntary, comprehensive family planning care for people who cannot otherwise afford it. That’s what’s at stake.

NFPRHA's case continues.

Beginning this summer, the US Department of Health and Human Services is redirecting millions in grant funding away from evidence-based programs and toward organizations focused on fertility tracking, "reproductive goals counseling," abstinence, and marriage.

Congress created the Teen Pregnancy Prevention Program in 2010 and has renewed it on a bipartisan basis for 16 years. Over that period, teen birth rates fell roughly 72%—a decline experts attribute to comprehensive s*x education and improved access to contraception. The new framing emphasizes planning for pregnancy over preventing it, and pivots away from the communities with the greatest need.

The administration canceled federal grants to organizations across the country, accusing them of encouraging premarital s*x. New criteria say programs should stress abstinence.
