Please join us in congratulating Mourning Fox, director of mental health programs for the Vermont State Police, on his selection as the recipient of the 2026 Team Two Frank Silfies Award! This commendation honors individuals for their commitment to working closely with police officers to find the safest, best outcome for people experiencing a mental health crisis.

Here is what Team Two's Kristin Chandler (far left) said about Fox (center left, with award):

"Fox has been with Team Two since Day One — 15 years of initial planning, then training potential trainers, then as an Instructor for over 75 trainings over the last 12 years, as well as serving on the steering committee. Fox is a true champion for bringing together first responders and training on how to build relationships in order to achieve better collaboration for crisis response. We’ve been through a LOT together over the years. Congratulations, Fox!"

Today is the anniversary of the reported disappearance of 56 year-old Lynn Perry, who was reported missing from her Andover residence during the overnight hours of July 27th, 2015. Mrs. Perry suffers from Alzheimer's and was last reported to be wearing blue pajamas and carrying a pink blanket.

An extensive search of the area surrounding her home met with negative results, and she remains listed as a missing person. Anyone with any information on this case is asked to call our Westminster office at 802-722-4600.

Today we remember Windsor Sheriff's Deputy Frank Hayden, who was killed in the line of duty on July 26th, 1908. Deputy Hayden died from injuries he suffered when he was attacked with an axe during a foreclosure.

After 21 years of dedicated service with the Vermont State Police, Lieutenant Paul Ravelin is retiring.
Lt. Ravelin was hired in 2005, beginning his career at the Williston Barracks. In 2009 he joined the Bomb Squad, a special team he would remain on for his entire career and eventually command. After working his way through the ranks, Paul is retiring as a Lieutenant and Special Operations Commander. In 2018 Lt. Ravelin received a life saving award for providing life-saving measures to a fellow officer experiencing a cardiac event. We thank Paul for his 21 years of leadership, dedication and service to our great state and its people. Congratulations on an outstanding career, enjoy your retirement.

Today we remember Franklin County Deputy Sheriff Solomon David "Sam" Bocash.

On July 24th, 1960, Deputy Bocash was struck & killed by a passing vehicle while making a traffic stop on VT Route 105. His wife was in his car and witnessed the incident. He was survived by his wife and daughter.

Today is the anniversary of the reported disappearance of 18 year-old Perry Edmunds, who was last on July 16th, 1976 and reported as a missing person on July 21st, 1976. It was reported that Perry was involved in a motor vehicle crash on July 16th, afterwards he reportedly attended a concert in Saratoga, NY and has not been seen or heard from since.

Perry remains listed as a missing person, anyone with any information on this case is asked to call our Rutland office at 802-773-9101

Troopers Mulderry and Lockwood earned their stripes after completing their first year with VSP. Trooper Highbarger also hit the road for his first night of field training with Trooper Ryan Gardner.
