Topic 4 today. County wide EMS management. Last week the city council released a statement of support regarding the county's plan to implement a EMS system that provides fast and professional EMS coverage for all of the residents, not just ones close to west bend. Why? Well, many communities have relied upon the model of volunteers that respond to emergencies. For Fires, that still makes sense. But for the medical emergencies where minutes can mean life or death, the volunteers cannot easily respond. EMS professionals require hundreds of hours of training annually. Who does that for free? Who has the time? The answer is to have full time people in place to respond. Well, that costs a lot more than just buying an ambulance or two. Small communities would be ruined by that cost. Many communities cannot raise taxes without population growth. What can be done then? This is happening across the country. Do we let people far the population centers wait when they have a stroke? That's inhumane. The county wants to impose a small tax just to fund the EMS for the whole county so all can be rescued when needed. It will be about 50 dollars per house per year. West Bend has an outstanding department already, but even that has funding limitations coming as federal grants run out. In the end, everyone pays a little for something we all pray we never need, but our crews are already going on calls every day. I don't want any higher taxes either, but this is the best plan worked out between all of the county fire chiefs and community leadership. Some are opposing it because of the higher but minor tax increases. I support the greater good. This isn't a silly tax wasting project, this benefits every one of us. The county and city have released information about this, please research before you react negatively.

Topic 3 today. Electric bikes. Last month we put forth a set of regulations where we described what was allowed and where. Once we did that, it became obvious that we could never enforce it, and there were serious contradictions. So, we took a bunch of it out as it wasnt practical. Basically, we restrict these fast bikes on sidewalks downtown or special designated areas like construction zones as needed. Operators of these bikes must be prudent and careful. Parents need to teach their kids about alerting pedestrians as they approach.

Item 2 today is about an issue being experienced by some residents on 12th street. I was alerted by one regarding the concern of repeated water main failures on 12th street. Something is going on with that section. I count 4 relatively fresh repair spots on one block. Anybody that lives there has got to be frustrated. I've had a number of discussions with our Manager of Water Utilities, Travis Thull. Rest assured, he is on the case and has spoken directly with some citizens that wanted answers. We are aware that the pipes designed to last 100 years are failing in that area 40 years prematurely. There is an effort underway to determine the root cause of this and they are looking at a full replacement of that line potentially next year. It won't be cheap. People will be impacted. But, I want everyone to know that we take service interruptions very seriously and the best possible people are already very involved.
