Supporters of such changes argue that government agencies need more “flexibility” in their staffing. But this is mostly about busting unions and weakening the rights of state workers.

It also could result in agencies being filled with friends and supporters of whichever administration is in power. That’s a bad way to govern.

The Kansas Corporation Commission announced last month that 81 percent of its 94 classified employees opted to become unclassified. No wonder.

On Thursday, Kansas Gov. Sam Brownback signed a bill that threatens the entire state's judiciary with destruction if it rules against a law he favors. Brownback has spent much of his tenure attempting to curb the state supreme court and consolidate power in the executive branch. Thursday's startling maneuver suggests the deeply conservative governor has no compunction about simply obliterating separation of powers when another branch of government gets in his way.

Sen. Ty Masterson, R-Andover, and the Senate Appropriations Committee chairman, said the possibility such a high employee contribution rate would be needed under a private system shocked him.

Perhaps the facts on pensions aren't found in Sen. Masterson's ALEC playbook?

State workers would potentially have to contribute more of their income under private retirement plans, lawmakers heard Wednesday as they mulled changes to the state's pension system. Still, a top Senate Republican ruled out changes this year.

ALEC’s agenda is largely driven by corporations that want to be free of state regulation or control the terms of state regulation. ALEC task forces produce “model bills” that are designed to undermine state commitments to renewable energy, public education, environmental protection, voter participation and employee benefits, among other public purposes.

Kansas lawmakers cut spending for essential state services this past legislative session but set aside taxpayer funds to be schooled by select corporate interests.

Energy, insurance and the usual anti-consumer toolkit are filling the agenda for the leading conservative law-writing organization, which is meeting this week in Dallas. Missouri and Kansas lawmakers with ties to the group will probably push the American Legislative Exchange Council’s bills.
