Complaints and alerts from users about posts or comments will be reviewed for content violations. Whether it's a block party, barbecue, ice cream social, or simple get-together, National Night Out is a great way to meet your neighbors, strengthen neighborhood connections, and partner with law enforcement to help create a safer community.

Lola had a very special school visit last week!

After winning a date with Lola, Addy decided to share the experience with her classmates. Lola got to meet nearly 90 first and second-graders, who had lots of important questions for her. Does she like to run? Sleep? Roll around? Eat treats? (The answer to that last one was a definite yes! 🦴)

Lola was on her best behavior as she greeted students, showed off her skills, and soaked up all the attention. The visit was a great opportunity for students to learn more about wellness/comfort K9s and the important role they play in our community.

A big thank you to Addy for sharing her special day with Lola and all of her friends. We think it's safe to say Lola had just as much fun as the kids did!

Woodburn Police Department Welcomes Two New Recruit Officers

The Woodburn Police Department is excited to welcome two new recruit officers, Fabian Diaz and Elijah Busby, to the team as they begin their law enforcement careers. Both were sworn in on May 21st by Chief Millican with police officers’ oath of office.

Fabian was born and raised in Woodburn and is proud to serve the community that helped shape who he is today. Before joining the Woodburn Police Department, he worked in
corrections in Washington County.

When considering career paths, Fabian wanted a profession where he could make a positive difference and found his calling in law enforcement. As a bilingual officer, he believes he can help even more community members while building strong relationships throughout Woodburn.

After completing his initial orientation and training with the department, Fabian will begin field training next week. During his free time, he enjoys spending time outdoors with family and cheering on the Portland Timbers. His strong ties to Woodburn and commitment to giving back make him a valuable addition to the department.

Elijah joins the department from Bakersfield, California, where he worked in the mental health field. He enjoys spending time with his girlfriend and two daughters, working out, training in Jiu-Jitsu, and playing PC video games.

After completing a week of department training and being sworn in, Elijah began the DPSST Police Academy on May 25. He is expected to graduate from the Academy in September.

Woodburn Police Investigating Early Morning Shooting

On May 31, 2026, at approximately 1:00 a.m., officers responded to a report of shots fired in the 200 block of North 3rd Street.

Upon arrival, officers located an adult male suffering from a gunshot wound. He was transported to a local hospital with injuries that are not believed to be life-threatening.

This is an active investigation. Anyone who witnessed the incident or has information that may assist investigators is encouraged to contact the Woodburn Police Department at 503-982-2345. Case #: 26-6625

Domestic Violence Suspect Arrested Following Short Standoff

On Friday, May 29, 2026, at approximately 7:08 p.m., Woodburn Police officers responded to a report of a domestic disturbance at the Woodburn Villa Apartments, 2100 Arney Lane NE.

During the investigation, officers learned that 29-year-old Donald Finlayson had reportedly made suicidal statements earlier in the day while in possession of a firearm. The woman involved reported that she had been assaulted and received visible injuries.

After the initial disturbance, the individuals left the area but later returned. A second assault reportedly occurred shortly before police were called.

Officers attempted to contact Finlayson, who remained inside the apartment and did not respond. The Marion County SWAT Team was requested to assist.

At approximately 9:30 p.m., before the full Marion County SWAT Team arrived on scene, Finlayson exited the apartment and surrendered without incident to officers. A firearm was recovered at the scene.

Finlayson was arrested and lodged at the Marion County Jail on the following charges:
• Assault II (Domestic Violence)
• Assault IV (Domestic Violence)
• Two counts of Strangulation (Domestic Violence)
• Harassment (Domestic Violence)
• Menacing
• Unlawful Use of a Weapon

The Woodburn Police Department thanks the Marion County Sheriff’s Office and the Hubbard/Donald Police Department for their assistance in resolving the incident safely.

Congratulations to Officer Angel Figueroa on graduating from the DPSST Police Academy!

After months of intensive training, Angel has officially completed the Academy and is now beginning the next step of his journey — the Field Training and Evaluation Program (FTEP). During this phase, he will work alongside our Field Training Officers to gain hands-on experience and apply everything he learned at the Academy as he serves our community.

Born and raised in nearby Salem, Angel brings strong local roots and a passion for community to our department. He attended Portland State University, earning a bachelor’s degree in business before launching and operating his own handyman business. Through that experience, he developed a strong work ethic, practical problem-solving skills, and a commitment to helping others.

We’re excited to have Angel continue his training with our department and look forward to seeing the positive impact he will make in our community. Please join us in congratulating him on this accomplishment!

Tras meses de entrenamiento intensivo, Ángel ha completado oficialmente la Academia y ahora comienza la siguiente etapa de su trayectoria: el Programa de Formación y Evaluación en Práctica (FTEP). Durante esta fase, trabajará junto a nuestros oficiales de formación en la práctica para adquirir experiencia real y aplicar todo lo aprendido en la Academia, mientras presta servicio a nuestra comunidad.

We had a great time welcoming the Nellie Muir Elementary Student Council to the Police Department for a tour last week!

The students got a firsthand look at what law enforcement does behind the scenes and had the chance to ask questions, learn about police work, and meet some of our team.

Of course, the highlight of the visit was checking out the drone. It’s always a crowd favorite, and this group was no exception!

Thank you to the Nellie Muir Student Council for spending time with us. We enjoyed sharing what we do and appreciate your interest in learning more about how we serve our community.

¡La semana pasada lo pasamos muy bien recibiendo al Consejo Estudiantil de Nellie Muir Elementary School en el Departamento de Policía para una visita guiada!

Earlier this week, Lola attended the Portland Police Bureau (PPB) Fallen Officer Memorial Service, where she was on her very best
behavior. 🐾

During the visit, Lola made some new friends and spent time with her counterpart at PPB, K9 Sig — another incredible dog from Working Dogs Oregon. She also visited the PPB Museum to pay tribute to fallen four paw’d hero, K9 Mick.

K9 Mick holds a special place where Lola lives. In fact, Lola’s house brother was named in honor of K9 Mick and his legacy of service and sacrifice.

Experiences like these are an important part of Lola’s journey as she continues to build relationships, learn alongside other K9 teams, and grow into her role serving and connecting with our community.
