📊 YCAN Public Policy Education Initiative

Over the coming months, YamCo Conservatives Action Network (YCAN) will begin reaching out to public officials across Yamhill County to share information and resources related to:

• Local taxation
• Property rights ordinances
• State laws that affect landowners and residents
• Fiscal impacts of local government decisions

Our goal is simple: help bring clarity and transparency to the policies that directly affect the people of Yamhill County.

Many residents are unaware of how state tax limitations, local levies, and government decisions interact to affect their property taxes and local budgets. YCAN will be working to present clear information, data, and analysis so both public officials and residents can better understand these issues.

This effort is about education and accountability.
When communities understand how policies work, they are better equipped to make informed decisions.

*How SB 1598 could affect you or your family*

Imagine this:

You work for a mid-sized employer.
Or your child attends a public school or college.

A few months from now, Oregon’s Public Health Officer recommends a new vaccine for a “public health concern.”

Under SB 1598, here’s how this could realistically play out 👇



1️⃣ The state recommends the vaccine
The recommendation is issued by an unelected Public Health Officer, not voted on by legislators. It applies statewide or to a defined group of people.



2️⃣ Insurance coverage becomes automatic
All non-grandfathered health plans must cover the vaccine within 15 business days. No public debate. No legislative approval. No opt-out for insurers.

At this point, the vaccine becomes the state-backed standard of care.



3️⃣ Employers and schools follow the “standard”
Your employer says:
“To comply with workplace safety and insurance standards, this vaccine is now required.”

Or a school says:
“To protect public health, students must receive this vaccine to attend in person.”

No police. No arrest.
Just a choice between compliance or exclusion.



4️⃣ The mandate isn’t direct, but the pressure is real
You’re told:
“You’re not being forced.”

But if you refuse:
• You could lose your job
• Your child could be barred from school
• You may be pushed out of programs, campuses, or careers

This is how soft mandates work.



5️⃣ If something goes wrong, accountability is limited
SB 1598 provides broad immunity to the state and officials who issue these orders, except in extreme cases.

That means fewer checks, fewer consequences, and limited recourse for families.



The concern in one sentence:
SB 1598 doesn’t force vaccines directly, but it creates a system where refusal can cost you your job, your education, or your access to public life — without a single vote by lawmakers.

Many conservatives are not anti-vaccine.

They are anti-coercion, anti-centralized authority, and anti-unelected control.

This bill:
• Concentrates power in a single office
• Bypasses legislative debate on future mandates
• Normalizes emergency-style governance
• Weakens informed consent through population-based orders

That’s the real issue.

What is socialism?

Socialism is a system where the government controls most things instead of regular people.

That means:
• The government owns businesses
• The government controls jobs
• The government controls money
• The government decides who gets what

The idea sounds like:

“Everyone shares, and everything is equal.”

But how it works in real life is very different.

How socialism actually works day-to-day

Under socialism:
• You usually do not own your business
• You usually do not control your wages
• You usually do not set your prices
• You usually do not choose freely where or how you work

The government makes those decisions for everyone.

If you work harder or do better, you don’t usually get more.
If you work less, you still get about the same.

So people lose motivation.

What happens over time in socialist systems

Most socialist systems follow the same path:
1. Government takes control
2. Private businesses shrink or disappear
3. Less competition
4. Less innovation
5. Lower quality goods
6. Shortages
7. Higher poverty
8. More government control
9. Less freedom

This is why socialism almost always leads to more rules, more force, and less choice.

Socialism vs Communism (simple difference)
• Socialism:
Government controls most of the economy
• Communism:
Government controls everything

Communism is usually what happens after socialism goes further.

Real-world examples

🇨🇺 Cuba
• Government controls jobs and pay
• Very low wages
• Food shortages
• People depend on government handouts
• Many try to leave if they can

🇻🇪 Venezuela
• Once rich from oil
• Government took over businesses
• Money became almost worthless
• Severe food and medicine shortages
• Millions fled the country

🇨🇳 China
• Communist government controls political life
• Some businesses allowed, but only if government approves
• No free speech
• No free elections
• Government can shut down companies or people at any time

🇷🇺 Soviet Union (no longer exists)
• Government owned everything
• Long food lines
• Low quality goods
• Strict control of people
• Collapsed under its own weight

Why socialism needs force to work

Because most people:
• Want to own their work
• Want to provide better lives for their families
• Want to keep what they earn

So socialist governments often use:
• Heavy laws
• Punishment
• Surveillance
• Censorship

That’s how “sharing” gets enforced.

How this is different from a free system

In a freer system:
• You can start a business
• You can earn more if you work harder
• You can choose your job
• You can leave a bad employer
• Prices are set by people, not politicians

That freedom creates:
• More jobs
• Better products
• More choices
• More opportunity

Socialism puts power in the hands of government leaders instead of everyday people, and history shows it leads to less freedom, fewer choices, and more poverty—no matter how good it sounds at first.
